Journal Record Publishing February 2, 2005 OKLAHOMA CITY (AP) – Senate President Pro Tempore Cal Hobson said Monday his No. 1 priority for the upcoming legislative session will be passage of a $500 million bond program for colleges and universities. Hobson, D-Lexington, said he wants the Senate to act on the plan in February. The legislative session begins on Monday. “An enormous amount of research has already gone into the bill,” he said. “The bond projects included in this $500 million package represent the priority needs of our state’s colleges and universities.” He said Sen. Mike Morgan, D-Stillwater, will handle the measure for him in committee and on the Senate floor. Hobson said Rep. Terry Ingmire, R-Stillwater, will be House author. The Senate leader said he asked Ingmire to sponsor the bill after House Speaker Todd Hiett, R-Kellyville, did not respond to a request that he join Hobson as author of the legislation. “Given the importance of this legislation, I don’t believe it’s prudent to play some kind of political waiting game,” Hobson said. Hiett said he sent Hobson a letter last Thursday saying he was working on his own higher education bond package. Hiett said he is concerned that lottery proceeds will not be stable enough to fund debt service on the bonds. 2 INDEX BILLS OF INTEREST TO HIGHER EDUCATION Ad Valorem, SB 249 Administrative Procedures
