(the Client) to provide transport and highways advice in support of the planning application for the proposed Residential Development, Land South of Shepshed Road, Hathern, Leicestershire LE12 5LL. 1.2 The report presents the Travel Plan (TP) for the proposed 62 residential plots and is aimed at the occupiers of these properties. The planning reference is P/10/1580/2. 1.3 The development proposal is to provide additional residential housing to the area of Hathern. 1.4 The proposed site has an area of 2.14ha and comprises a mix of two, three, four and five bedroom properties. The proposals are for 62 plots in total, of which 30% will be affordable housing (See Appendix A). 1.5 In summary, a TP is a site specific package of measures and incentives to encourage the use of sustainable modes of travel, and reduce the number of car trips generated by a redevelopment. A TP report contains specific aims, objectives and targets, and also methods for implementing, monitoring, and reviewing the success of the TP. In essence the main aims of this Travel Plan are: i) decrease the amount of single occupancy vehicle usage to the site by all users. ii) increase the amount of sustainable travel awareness for all users of the site. 3 Farrow Walsh Consulting Limited Proposed Residential Development, Shepshed Rd, Hathern Travel Plan October 2011 FW310–TP- 001 1.6 The development’s Travel Plan, once operational, will therefore aim to deliver the following: A focused approach to influence the travel behavior of residents to and from the site. Encourage safe and viable alternatives to single occupancy car travel from the site by residents. Fewer resident vehicle trips and a reduction in overall vehicle mileage. Inform residents of the greater and smarter sustainable options available to them and in doing so highlighting the social, environmental and economic costs of their travel choices. Improved accessibility for all. 1.7 The Travel Plan Coordinator can contact Chris Geere (Tel: 0116 3058398 Email: [email protected]) during office hours to discuss any element of the Travel Plan. He is available to give advice on initiatives and the Travel Plan and share his wisdom on any matters that need resolving. He will be able to advise on any funding that may be available to the site. 4 Farrow Walsh Consulting Limited Proposed Residential Development, Shepshed Rd, Hathern Travel Plan October 2011 FW310–TP- 001 2.0 BACKGROUND 2.1 Central Government and Local Authorities are placing increasing emphasis on the need to reduce the number, and length, of motorised journeys and encourage greater alternative means of travel. This means that the use of other modes such as walking, cycling, and public transport should be promoted over car use. TPs for any type of new development are therefore becoming increasingly important. 2.2 Paragraphs 87-91 of Planning Policy Guidance Note 13: Transport (PPG13), published in March 2001, set out in detail the Central Government Guidance with respect to TPs. The sustainable transport objectives are summarised in Paragraph 88 and include: Reductions in car usage (particularly single occupancy journeys) and increased use of public transport, walking, and cycling Reduced traffic speeds, and improved safety and personal safety, particularly for pedestrians and cyclists. Benefits 2.3 This TP will aim to meet the PPG13 objectives, and to deliver the following benefits: A focused approach to influence the travel behavior of residents. The introduction of safe and viable alternatives to single occupancy car travel by residents and visitors. Increased awareness of the potential for, and advantages of travelling by sustainable modes of travel, including walking, cycling, public transport and car sharing. Inform awareness of the social, environmental, and economic costs of their travel choices. 5 Farrow Walsh Consulting Limited Proposed Residential Development, Shepshed Rd, Hathern Travel Plan October 2011 FW310–TP- 001 Provision of practical information on how residents can travel by more sustainable transport modes with integration between transport modes. Provision of practical initiatives, based on regular appraisal of travel patterns. A reduction in the need to travel and, where appropriate, the need for journeys to be single occupancy car journeys. Improve accessibility for all. Improve safety for vulnerable road users. Outcomes 2.4 Furthermore in line with Department for Transport’s (DfT) ‘The Essential Guide to Travel Planning’, published in March 2008, the TP will also seek the following outcomes: Improved accessibility and travel choice for residents. Reduction in the overall need for travel to and from the site. Reduction in the need for car use, with associated benefits in terms of reduced traffic, congestion, air pollution and accidents. Generation of only the minimum number of car movements to and from the development. More attractive environments Support the viability of local public transport services and helping reduce social exclusion. Increased usage and safety of neighborhood cycling and walking routes. Opportunities provided to build healthy exercise into daily life Increased marketability of the development as more households seek to change their travel behavior. Represent good practice and provide an educational tool to help change perceptions about the convenience and benefits of not using the car where alternatives exist. 6 Farrow Walsh Consulting Limited Proposed Residential Development, Shepshed Rd, Hathern Travel Plan October 2011 FW310–TP- 001 TP Objectives 2.5 The TP will seek the benefits and outcomes listed above, and the objectives from PPG13. The overarching objective will be to minimise overall car mileage by reducing the car dependency of residents coming to a leaving the development. This is in accordance with the Government ‘Future of Transport; a Network for 2030’ document, produced in 2004 and PPG13; Transport (March 2001) 2.6 In line with the new ‘Guidance of Transport Assessment’, the TP will also act as a transport mitigation plan, focusing on maximising sustainable access to the development, and facilitating smarter journey choices. In doing so, the TP sets out the aims to reduce the number of car trips generated by the site, and therefore reduce the potential impact of any additional car trips, and cars parked, on the local highway network. The TP aims to achieve S.O.V. reduction of 15 percent over 5 years for residents. This will be measured against the current assumption of 5.9 trips per dwelling per day. This means the site as a whole will generate 366 two-way trips per day. The aim of the TP is to reduce to these trips by 15% to 311 trips from the site per day. 2.7 By undertaking this TP, which includes targets and measures to reduce reliance on the private car and promote sustainable modes of transport to and from the proposed health centre. LCC should have sufficient confidence that the requirements for sustainable travel will be met. 7 Farrow Walsh Consulting Limited Proposed Residential Development, Shepshed Rd, Hathern Travel Plan October 2011 FW310–TP- 001 3.0 OPPORTUNITIES FOR SUSTAINABLE TRAVEL 3.1 Site 3.1.1 The site is located to the north-west of Loughborough on Shepshed Road just off the A6 Derby Road in Hathern. Hathern is a large village in the Charnwood district of Leicestershire. The site is bound to the east and south east by residential properties fronting Derby Road and Golden Square with Shepshed Road to the north and allotments to the west and south. Figures 1 and 2 illustrate the general site location and an aerial photograph respectively. 3.1.2 As illustrated in Figure 2, the site is bounded by public highway to the northern boundary with established residential development to the eastern boundary agricultural land to the southern and public allotments to the western boundary.
