Notice of Race NORWEGIAN CUP (NORGESCUP) FOR 29er, EUROPE, RS-FEVA, ZOOM 8 LASER STD., LASER 4.7, LASER RADIAL BIC T293, RS:X & FORMULA BOARDS And EURO CUP 2014 FOR ZOOM 8 OSLO, 6th - 7th SEPTEMBER 2014 NOTICE OF RACE Organising authority: Royal Norwegian Yacht Club in cooperation with Bærum Yacht Club 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Norwegian Sailing Federation's general and special rules for Norwegian Cup will apply. 1.3 Appendix P will apply with changes as described in Section 10. 1.4 Racing Rule 40 will be changed so that competitors shall wear personal flotation devices at all times while afloat without flag 'Y' displayed. This rule change will not apply for the RS:X class. 1.5 For the Zoom 8 class only, Racing Rule 42 will be changed to allow pumping, rocking and ooching when flag 'O' is displayed. 1.6 Racing rule 63.7 will be changed as follows: If there is as conflict between a rule in the Notice of Race and the Sailing Instructions then the rule in the Sailing Instructions will take precedence. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other racing rules. 2 ADVERTISING 2.1 Advertising is permitted in accordance with ISAF Regulation 20 and the Norwegian Sailing Federation regulations on advertising and sponsorship. 2.2 Boats may be required to display advertising chosen and supplied by the organizing authority. 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the classes: 29er, Europe, RS-Feva, Zoom 8, Laser Standard, Laser 4.7, Laser Radial, BIC T293 RS:X and Formula Boards. 3.2 Eligible boats may enter by completing the on-line form and paying the required entry fee at http://www.kns.no by Friday 29th August 2014. 3.3 Late entries will be accepted until 4th September 2014 and are subject to an additional fee. 4 FEES 4.1 Required fees are as follows: Class Fee (NOK) 29er 650 Europe 500 Laser (all classes) 500 RS-Feva 650 Zoom 8 500 BIC T293 500 RS:X 500 Formula Boards 500 4.2 The late entry fee is NOK 200 5 SINGLE SET OF SERIES The regatta will consist of a single set of series 6 SCHEDULE 6.1 Programme Date (2014) Description Time Friday 5th September Registration 17:00 – 22:00 Saturday 6th September Registration 08:00 – 09:30 Saturday 6th September Opening Ceremony and 09:30 – 09:45 Competitor Briefing Saturday 6th September Warning signal first race 11:00 all classes Sunday 7th September Competitor briefing 09:30 – 09:45 Sunday 7th September Warning signal first race 11:00 all classes No warning signal will be made after 15:00 hrs. on Sunday 7th September. 6.2 Number of races: Maximum number of Class Total races races per day 29er 6 10 Europe 4 6 Laser (all classes) 4 6 RS-Feva 4 6 Zoom 8 4 6 BIC T293 4 6 RS-X 4 6 Formula Boards 4 6 7 MEASUREMENTS Each boat shall produce a self-declaration of compliance with class rules on the form approved by the respective class clubs. Measurement and inspection of equipment may be made throughout the Regatta at the discretion of the Race Committee. 8 SAILING INSTRUCTIONS The sailing instructions will be available at Registration. 9 VENUE Attachment 1 shows the locations of the regatta harbours and racing areas. 10 PENALTY SYSTEM 10.1 Appendix P will apply. 10.2 Rule P2.3 will not apply and rule P2.2 is changed so that it will apply to any penalty after the first one. 10.3 For the 29er and RS-Feva classes rule 44.1 is changed so that the Two- Turns Penalty is replaced by the One-Turn Penalty. 11 SCORING 11.1 Two (2) races are required to be completed to constitute a series. 11.2 For the 29er class: a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. b) When from 5 to 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. c) When 9 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores. For all the other classes: d) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. e) When from 4 to 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 12 SUPPORT BOATS Support boats shall be marked as required by the race committee. 13 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 14 PRIZES Prizes will be given as follows: One third of boats in each class will be awarded a prize 15 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 16 INSURANCE Norwegian competitors and participating boats registered in Norway shall have a current licence issued by the Norwegian Sailing Federation and comply with NSF licence rules. Other participating boats shall be insured with valid third-party liability insurance with a minimum cover of EUR 500 000 per incident or the equivalent. 17 FURTHER INFORMATION For further information please contact KNS attn. An alleged or actual breach of this rule shall be dealt with under the Code. It shall not be grounds for a protest and rule 63.1 does not apply. This changes rule 60. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.

Rules 35, A4 and A5 will be changed to state, that boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. Rule 44.1 is changed for the 29’er, A-Cat, Contender and Feva classes so that the Two-Turns Penalty is replaced by the One-Turn Penalty. Rule 60.1(a) and 62.1 (a) will be changed to state, that a competitor cannot base a protest or request for redress on breaches for some specific parts of the sailing instructions.     Kurze Vorstellung meiner Person (Jahrgang 1963) 1963 kam ich auf die Welt und kam bereits in meiner frühesten Kindheit mit dem Segelsport in Berührung. Meine Karriere als Segler in Trainer/Coach im Telegrammstil: • Mit 8 sass ich im Optimist – wie meine beiden älteren Brüder • In den letzten 3 Saisons im Optimist war ich die klare Nr. 1 in Oesterreich • Umstieg in den 420er mit 15 – ich war zu leicht für die damaligen Einhandboote • 11 Rang an der Jugendeuropameisterschaft im 420er, danach öesterreichischer Klassenmeister und „Bestenlistengewinner“ 1980er Jahre: • Einberufung ins Austria-Nationalteam in 1980 und Start der professionellen Ausbildung und Betreuung mit Einstieg in die 470er Klasse, mit eigenem Trainer und mit dem damals absolut neuen Wintertrainingskonzept • Ab 1981 profitierten wir von den besten Trainern wie Georg Fundak und Frank Hübner beide Spitzensegler und im Fall des Deutschen Hübner auch Olympiasieger im 470er • In der Folgezeit war ich im 470er immer in der europäischen Spitze anzutreffen – leider hat es aber bis ganz nach vorne nicht gereicht – auch eine Olympiaqualifikation bleib mir versagt. Unter anderem auch darum, weil ich damals im eigenen Land gegen sehr starke Konkurrenz antreten musste 1990er Jahre: • Nach meiner aktiven Phase als Segler offerierte mir 1990 der österreichische Landesverband (ÖSV) sofort ein Trainerstelle und damit zusammenhängend die Betreuung der Olympiaprojekte im Flying Dutchman (FD) der beiden Teams Schurich und Schneeberger • Dieses Projekt konnte 1992 an den Spielen in Barcelona erfolgreich mit zwei Top 10 Platzierungen abgeschlossen werden • Im Hinblick auf die Olympischen Spiele 1996 in Savannah/USA übertrug mir der ÖSV die Trainer-Funktion für den damaligen Weltmeister im Finn-Dinghy Hans Spitzauer.

It has now been in existence for three years, and whilst it is proving unbelievably successful in reaching out to schools (we are at capacity for the number of students we can teach weekly) it is more of a challenge to make it financially sustainable. Relying on the generosity of the yachting community has proved very successful initially, but it is getting ever harder to raise the level of funds required from charity alone so the move will give us to opportunity to create our own revenue from various activities. The initial plan, which we will amend according to experience, and which is approved by the AYC Executive, is to work in co-operation with the Club for the benefit of both organizations. The Academy plans to commence operations as soon as all the necessary infrastructure is in place and our plan is to share resources for boats, equipment and instructors. For the avoidance of doubt, I am listing here the boats owned by the Academy and those owned by the Yacht Club. Contrary to rumour, the Academy will not be removing all its dinghies from the Yacht Club and there will be no change to the Yacht Club’s youth or adult sailing programmes.
