The outreach and investigative process resulted in attending tribal council meetings, conducting key stakeholder interviews, and administering tribal listening sessions. The discussions and listening sessions facilitated open dialogue about the nature of OUD, prevention, treatment, and recovery as well as identification of strengths and challenges experienced by tribal communities. Tribal citizens reported limited knowledge about help for those experiencing addiction. Knowledge of resources was limited, and misinformation was also revealed. Tribal citizens reported little to no cultural practices that could assist those dealing with addiction. Tribal citizens listed an array of root causes contributing to addiction in their communities including historical and generational trauma. The interactions for this project with Native American citizens opened new channels of communication and established rapport among tribal citizens and the SREC research team to better understand the impact of OUD and identify appropriate solutions. Purpose The purpose of this needs assessment is to gain information about the OUD crisis in Louisiana related to the state-recognized Native American tribes. Information about the nature and extent of OUD, activities regarding prevention and treatment, and gaps and barriers are investigated. This needs assessment better informs service providers as well as policy and decision-makers on how to address the OUD crisis among Louisiana's state-recognized Native American tribes. 3 Introduction For the Louisiana State Opioid Response (LaSOR) Grant, the Social Research and Evaluation Center (SREC) at the Louisiana State University, College of Human Sciences and Education engaged Louisiana state-recognized tribes to identify and address awareness and needs surrounding Louisiana’s OUD crisis, specifically tribal needs around opiate prevention, treatment, and recovery. Louisiana has four federally recognized tribes (e.g., Chitimacha Tribe of Louisiana, Coushatta Tribe of Louisiana, Jena Band of Choctaw, and Tunica-Biloxi Tribe of Louisiana), but the focus of the investigation into LaSOR tribal concerns incorporates the 11 state-recognized tribes. The 11 tribes are: • Adai Caddo Indians of Louisiana • Bayou Lafourche Band of Biloxi Chitimacha Confederation of Muskogees (BCCM) • Choctaw-Apache Tribe of Ebarb • Clifton Choctaw Tribe of Louisiana • Four Winds Cherokee • Grand Caillou/Dulac Band of BCCM • Isle de Jean Charles Band of BCCM • Louisiana Band of Choctaw • Natchitoches Tribe of Louisiana • Point au Chien Tribe • United Houma Nation For this report, only the United Houma Nation (UHN) initially agreed to participate in this investigative process; however, the Isle de Jean Charles Band of BCCM has recently decided to participate in listening sessions. An addendum report will be submitted to incorporate information gained from the pending tribal listening sessions. Background and Historical Context Researchers at SREC initially contacted the Office of Indian Affairs (OIA) within the Office of the Governor. The OIA “seeks to enhance the individual and collective communities of indigenous people in Louisiana by serving as a resource and referral agent for Louisiana Native Americans and tribes seeking assistance navigating local, state, and national policies” (Office of the Governor, 2019). The director of OIA, Ms. Patricia Arnould, is a citizen of UHN. The OIA serves as a resource for Louisiana Native American constituents. Ms. Arnould received information about the LaSOR program with an emphasis on the tribal needs assessment component. SREC worked in tandem 4 with Ms. Arnold to contact tribal leadership among the 11 tribes. Additional contacts resulted from known individuals in Terrebonne and Lafourche Parishes who had working relationships with local tribal community members. For a year, the same tribal members were identified as key stakeholders, who facilitated meetings and listening sessions. Louisiana state-recognized tribes. Louisiana state-recognized tribes are non- profit organizations, registered with the Louisiana Secretary of State, that have primarily been recognized as a result of Louisiana legislative actions. The Louisiana legislature granted these designations on behalf of constituents with Native American self- identities. The groups have various levels of organization, and historically many groups do not trust outsiders. These groups have been traditionally difficult to engage. Interviews with stakeholders reinforced observations that the SREC researchers noted in the tribal council meetings. Organization efforts for federal recognition have dominated much of the tribal efforts, which have created challenges when dealing with other tribal issues. While interactions with tribal groups revealed that the tribal members are aware of the myriad problems confronting tribal members, no work is being conducted around the opioid crisis. There have been efforts around five tribes for federal recognition, and they are part of the Intertribal Council in Louisiana. These groups were associated with UHN in the past and have divided into the BCCM groups. The five tribes are: 1. Bayou Lafourche Band of BCCM 2. Grand Caillou/Dulac Band of BCCM 3. Isle de Jean Charles Band of BCCM 4. Point au Chien Tribe 5. United Houma Nation To date, SREC has engaged two of the tribes: the UHN and recently, the Isle de Jean Charles Band of BCCM. Members of both of these tribal communities primarily live near Houma, Louisiana, and in lower Terrebonne Parish areas. Both tribes have many members who work in the oil and gas industry, often offshore, and in the commercial fishing industry. United Houma Nation. UHN is a political community with 501(c)(3) status. UHN tribal members are referred to as citizens. The UHN has been working on federal 5 recognition since 1979 and was denied federal recognition in 1994. The U.S. Bureau of Indian Affairs acknowledges that the UHN is an authentic tribe; however, none of the individuals who claim membership are recognized as part of the UHN tribe because they have not proven that they are descendants of the original tribal members (personal communication, May 22, 2019. The tribal membership rolls are closed as a perceived prerequisite to the next application for federal designation, but the rolls were briefly opened sometime between 2008-2011. There are much tension and controversy about reopening the rolls for membership. Recently, UHN entered

However, this language—spoken by the descendants of the exiled Acadians—is in danger of disappearing. It was illegal to speak it at one time and even today, the teaching of Cajun French in schools is a controversial issue. With the publication of Conversational Cajun French 1, the first systematic approach to teaching the language, Cajun French becomes Conversational Cajun French 1 accessible to those born outside Cajun families. Authors Randall Whatley and Harry Jannise, Cajuns who speak fluent Cajun French, originally developed this handbook for a series of informal conversational Cajun French classes for the Louisiana State University Union in Baton Rouge. As an introduction Conversational to Cajun French, the book is extremely practical. Conversational Cajun French 1 focuses on everyday words and common phrases that can be understood everywhere the language is spoken, despite the various dialects Cajun French 1 and subdialects. Included are lessons in everyday words such as days and months, holidays, parts of the body, numbers, clothing, colors, rooms of By Randall P. In addition, there is a section of useful expressions and a list of traditional Cajun names. Although the book is designed to be used in conjunction with audio CDs or downloads (available from Pelican), a pronunciation guide enables even the beginning student working alone to learn enough to converse Whatley/Jannise with Cajuns—or at least enough to stay out of trouble in South Louisiana! Conversational Cajun French 1 is an important book not only because it provides a means for those trying to learn Cajun French on their own, but also because it marks an effort to preserve the language and culture and to win a wider acceptance for this unique aspect of Louisiana’s—and indeed the United States’—heritage.

The meeting is free and open to the public. Ryan Seidemann, President of the Mid City Historical Cemetery Coalition in Baton Rouge, will speak on Sweet Olive Cemetery. Officially dating back to 1898, Sweet Olive was the first cemetery for blacks incorporated in the Baton Rouge city limits. Burials are, however, believed to have occurred prior to 1898. Members of the group will give short presentations on a variety of African American genealogy topics. Cherryl Forbes Montgomery will discuss how to use Father Hebert’s Southwest Louisiana Records effectively. Barbara Shepherd Dunn will describe how she identified and documented the slave owners of her great grandmother. And, Judy Riffel will speak on the SIG’s efforts to create an East Baton Rouge Parish slave database. Time will be allowed at the end of the program for attendees to share their own genealogical problems and successes and to ask questions. With nearly 600 members, Le Comité is one of the largest genealogical groups in the state today. Its African American Genealogy SIG was formed in 2006 to help people doing African American research in Louisiana have a place to communicate and help one another. The group currently consists of 24 Le Comité members who have begun holding meetings and seminars.

    RESEARCH NOTE A New Acadia: The Acadian Migrations to South Louisiana, 1764-1803 THE ACADIAN EXPULSION FROM NOVA SCOTIA has been the subject of intense scrutiny by both popular and scholarly writers, particularly since the publication of Longfellow's Evangeline in 1847. The subsequent wanderings of the exiled Acadians and the eventual settlement of many of them in Louisiana remained until recently a relatively neglected chapter in North American history.1 Indeed, with the exception of superficial and often inaccurate accounts of the Acadian migration in general histories of the Acadians, no comprehensive view of the Acadian migration to Louisiana has existed until quite recently.2 Through the use of major archival collections built by the Center for Louisi­ ana Studies and other Gulf Coast repositories, Acadian scholars in Louisiana and elsewhere have patiently pieced together the story of Acadian immigration and settlement in the 18th-century Mississippi Valley.3 What has emerged is the picture of a migration orchestrated in no small part by the Acadians themselves. It should be of interest to all who want to know more about this region of Louisiana, especially those who love natural history. NOTE that the mileages given are from the junction of U.S. 90 and LA 308, heading south. As you turn left off the exit ramp from US 90 onto LA 308, write down your odometer reading – all mileages given here are from that point. It will be best to reset your odometer to 0.00 so you can just read mileages. ALSO NOTE: odometer readings will be off some depending on the make of vehicle and the size of tires, so treat these mileages as approximations. ENJOY! Note the hand-drawn map with mileages in Appendix II. People with a deep and abiding interest in the natural history of south Louisiana are drawn to the Grand Isle/Fourchon/Elmer’s Island region. The habitats are spectacular, very different from New Orleans, and normally full of wonderful and interesting fauna and flora.

  • Fourchon Location
    FOURCHON LOCATION: This unit is bordered on the east by Louisiana Highway 1 and Louisiana Highway 3090, on the south by the Gulf of Mexico and on the west by Bayou Lafourche and Belle Pass. SOILS: Mainly organic layers of peat of various thicknesses underlain by soft dispersed saline clays and mucky clays. Cohen flooded, some organic layers separate from clay substrate and float. Exposed silts and sands on Barrier Beach ridges and immediately along Bayou Lafourche. VEGETATION: Almost exclusively salt marsh. Some woody vegetation in upper section on low alluvial ridges along Bavou Lafourche and artificial spoil banks. Small patches of Black Mangrove immediately behind beach ridges immediately along the Gulf. Extensive reclamation of the area immediately adjacent to pass Fourchon near the junction of Bayou Lafourche, immediately behind the beach ridge (Chevron, Gulf, and Tenneco Oil Companies) and else where near the coast has resulted in much spoil bank succession vegetation. LAND LOSS POTENTIAL: A. Shoreline Retreat: Measured rate of shoreline retreat (average) is 62.0 feet per year along the gulf shoreline of Lafourche Parish. B. Land Loss Due to Channel Construction: High because of the nature of soils in the area. TOPOGRAPHIC FEATURES: Low natural levee along Bayou Lafourche gradually disappearing into the marsh. Louisiana Highway1 and Louisiana Highway 3090 are built on an artificial embankment along the eastern edge of the study unit. Along the coast, a low beach ridge separates the Gulf of Mexico from the protected marshlands to the rear. There is also a. reclamation project associated with Port Fourchon of about 3,600 acres immediately behind the beach ridge complex along the shore.
