Sustainable Governance Indicators SGI 2014 South Korea Report Thomas Kalinowski, Sang-young Rhyu, Aurel Croissant (Coordinator) SGI 2014 | 2 South Korea report Executive Summary The period under assessment covers the final two years of Lee Myung-bak’s Grand National Party (GNP) administration and the first two months of the Park Geun- hye’s newly elected administration under the same party – renamed the Saenuri Party. President Park was elected in December 2012 with 51.6% of the popular vote. It is almost impossible to evaluate the governance capacity of the new administration due to the long transition period between governments, which involved many institutional and personnel changes. Even in May 2013, for example, many positions in high level government offices remain vacant. Therefore this report largely focuses on the last two years of the Lee administration, which was characterized by an extraordinarily long lame-duck period in which few institutional changes occurred and few new policy initiatives were initiated. Despite having a majority in the newly elected National Assembly, Lee’s conservative GNP has gradually shifted support to its new party chairwoman Park over the last two years. In February 2012, the GNP renamed itself the Saenuri Party in an attempt to distance itself from the unpopular President Lee. The Lee administration also lacked popular support due to its perceived failure to revive the economy, increasing social inequality in Korea, huge corruption among the president’s closest aides, and revelations of extensive illegal wire tapping and political investigations. Civil activists also criticized the use of authoritarian measures to stifle political opposition, civil society and media. -

Lee Seoul School of Integrated Science and Technology [email protected] Kyuchan Kim Korea Culture and Tourism Institute [email protected] Abstract Previous policy approaches on Hallyu have been focused on the role of government engagement, particularly in fostering diversity and equal business opportunities for small-and-medium enterprises (SMEs). However, a more strategic approach to the cultural industries should be implemented by carefully examining the role of the private sector, particularly the role of large enterprises (LEs). his is important because LEs have an overarching and fundamentally diferentiated role in increasing the size of industry through their expansive value-creating activities and diversiied business areas. his study focuses on the complementary roles of SMEs and LEs in facilitating the growth of Hallyu by bringing in the perspective of value chain diversiication and the modiied value chain framework for the ilm industry. By conducting a comparative analysis of the global entertainment irms in the US, China, and Japan, this study reveals how LEs in the global market enter and explore new industries within culture and continue to enhance their competitiveness. By forming a business ecosystem through linking their value-creating activities as the platform of network, this study looks into the synergistic role among enterprises of diferent size and scale and suggests that Korea’s policy for Hallyu should reorient toward a new growth strategy that encourages the integrative network of irms where the value activities of LEs serve as the platform for convergence. -

At the center of the concerns was the increased reliance by the Park administration on the National Security Law, which had a chilling effect on working journalists. Legal Environment Freedom of the press is guaranteed by the constitution and generally respected in practice, though Article 7 of the National Security Law prescribes imprisonment for praising or expressing sympathy for North Korea. In December 2014, Shim Eun-mi, a Korean-American author and talk show host, faced multiple rounds of police questioning regarding allegations that she had made comments sympathetic toward North Korea during her speaking tours in South Korea. The National Security Law was also used as the main basis for a 2014 Constitutional Court ruling ordering the dissolution of the small opposition Unified Progressive Party, which was accused by the government of supporting North Korea. In 2012, Park Jung-geun, a photographer and blogger, was arrested on charges of violating the National Security Law. Park had reposted messages from the North Korean government’s Twitter account, an action which he argued was intended to lampoon the North Korean regime. Park’s 2012 guilty verdict was reversed on appeal in 2013. The selective enforcement of the National Security Law is a concern for working journalists. Defamation is a criminal offense, with sentences of up to seven years in prison, and charges are occasionally threatened or brought against reporters or commentators who criticize the government. -
