Lilienthal, chairman of the Atomic Energy Commission, lost his battle to stop the development of the hydrogen bomb in 1950, he used the term “steamroller” to illustrate the overwhelming forces which opposed him. Throughout his term as AEC chairman (1946-1950), Lilienthal fought the “steamroller” that came to represent not only the drive toward the hydrogen bomb but a militarization of American society in general. Beginning with his early skirmishes with General Leslie R. Groves, continuing with his successful campaign to keep the nation’s atomic arsenal in the custody of a civilian agency and concluding with his failed efforts in combating the H-bomb, Lilienthal persistently challenged militarization at every turn. But Lilienthal’s battles against militarization were not limited to his AEC days. Both before and after his AEC chairmanship he took stances which went against the grain of militarization. Historically, Lilienthal’s stringent and sustained opposition to the “steamroller” of militarization helped pave the way for the questioning of military technology during the counter-culture movement in the 1960s and 1970s. -

The Atomic Energy Commission By Alice Buck July 1983 U.S. Department of Energy Office of Management Office of the Executive Secretariat Office of History and Heritage Resources Introduction Almost a year after World War II ended, Congress established the United States Atomic Energy Commission to foster and control the peacetime development of atomic science and technology. Reflecting America's postwar optimism, Congress declared that atomic energy should be employed not only in the Nation's defense, but also to promote world peace, improve the public welfare, and strengthen free competition in private enterprise. After long months of intensive debate among politicians, military planners and atomic scientists, President Harry S. Truman confirmed the civilian control of atomic energy by signing the Atomic Energy Act on August 1, 1946.(1) The provisions of the new Act bore the imprint of the American plan for international control presented to the United Nations Atomic Energy Commission two months earlier by U.S. Representative Bernard Baruch. Although the Baruch proposal for a multinational corporation to develop the peaceful uses of atomic energy failed to win the necessary Soviet support, the concept of combining development, production, and control in one agency found acceptance in the domestic legislation creating the United States Atomic Energy Commission.(2) Congress gave the new civilian Commission extraordinary power and independence to carry out its awesome responsibilities. Five Commissioners appointed by the President would exercise authority for the operation of the Commission, while a general manager, also appointed by the President, would serve as chief executive officer. To provide the Commission exceptional freedom in hiring scientists and professionals, Commission employees would be exempt from the Civil Service system. -

The Business of the Atomic Secret: Discerning the Cultural Dimension in the Strategic Economy of the Cold War Robert Dalton Harris and Diane DeBlois The Atomic Energy Commission was designed “to get the whole atomic energy business in civilian hands completely.” But once in civilian (that is, political) hands, atomic energy was too linked to defense strategy to avoid military control, and too much “big business” to escape government control. In this paper, we focus on a little-known bureaucrat, Bryan F. LaPlante of the Atomic Energy Commission (to whose personal files we had access), to explore the evolution of the military-industrial complex, 1946-1961. Despite the culture of secrecy, atomic energy policy provided an attractive career alternative for America’s brightest scientists, as well as business and political bases for promoting America as a force for “good.” LaPlante was working within an emerging culture that provided a strategic blend of business, political, and social involvement as an alternative to the market and a limit on the analytics of rational action. The Cold War was often styled as an economic contest, a struggle between the free-market capitalism of the United States and the Communism of the Union of Soviet Socialist Republics (USSR).1 This may have been the case for the respective consumer economies, but for both countries the strategic business of making atom bombs was an invention of the state and conducted in secret. In the United States, then, the “invisible hand” was a mailed fist and our economy was at war for five decades.2 Agency theory, whose proponents articulate the governance of business in the absence of free markets in game theoretic terms of the rational actor, may be used to understand the political economy of the United States during this 1 Quotation in abstract: President Harry Truman to the Atomic Energy Commission’s first chair, David E. -

It examines the decision to initiate the arms build-up, and some consequences of that decision. In considering the beginning of the arms build-up, it accounts for the influence of external events, such as Soviet and European capabilities and actions, as well as internal factors, including public pressure and lobbying. In doing so, it seeks to assess the relative importance of the object being perceived, the Soviet military, and the lens through which that object was viewed, the political culture of the American foreign policy establishment. -

It investigates the entirety of the Truman administration’s experience of the Korean War, rather than focusing on certain key periods. By examining official documentation, memoirs, newspaper reports, and information about public opinion, this thesis explains why the Truman administration chose not to utilise the atomic arsenal. It examines the opinions and influence of significant decision makers such as President Harry S. Truman, Secretary of State Dean Acheson, and Director of the Policy Planning Staff Paul H. Nitze. Truman, as president and ultimate decision maker, will be paid special attention, not least on account of his unique experience of having ordered the atomic attacks on Japan in 1945. ABOLISHING THE TABOO: PRESIDENT EISENHOWER AND THE PERMISSIBLE USE OF NUCLEAR WEAPONS FOR NATIONAL SECURITY by BRIAN MADISON JONES B.A., Appalachian State University, 1997 M.A., University of North Carolina at Greensboro, 1999 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Department of History College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2008 Abstract As president, Dwight Eisenhower believed that nuclear weapons, both fission and fusion, were permissible and desirable assets to help protect U.S. national security against the threat of international communism. He championed the beneficent role played by nuclear weapons, including both civilian and military uses, and he lauded the simultaneous and multi-pronged use of the atom for peace and for war. Eisenhower’s assessment of the role and value of nuclear technology was profound, sincere, and pragmatic, but also simplistic, uneven, and perilous. He desired to make nuclear weapons as available, useful, and ordinary for purposes of national security as other revolutionary military technology from the past, such as the tank or the airplane. He also planned to exploit nuclear technology for a variety of peaceful, civilian applications that he also believed could contribute to national strength. However, Eisenhower did not possess a systematic view of national security in the nuclear age as some scholars have argued. Rather, Eisenhower approached the question of how to defend national security through nuclear weapons with an array of disparate ideas and programs which worked simultaneously toward sometimes divergent objectives that were unified only by a simple conception of national strength.
