To assist local government with floodplain management, the NSW Government has adopted a Flood Prone Land Policy in conjunction with the Floodplain Management Manual. The Policy is directed at providing solutions to existing flood problems and to ensure that new development is compatible with the flood hazard and does not create additional flood problems. The Policy sets out four sequential stages in the development of a floodplain management system: 1. Flood Study — Assessment to define the nature and extent of flooding. 2. Floodplain Risk Management Study — Comprehensive evaluation of management options with respect to existing and proposed development. 3. Floodplain Risk Management Plan — Formal adoption by Council of a management plan for floodplain risks. 4. Implementation of the Plan — Measures undertaken to reduce the impact of flooding on existing development, and implementing controls to ensure that new development is compatible with the flood hazard. This Floodplain Risk Management Study and recommended Floodplain Risk Management Plan constitutes the second and third stages of the management process for the South Creek study area within the Liverpool Local Government Area, and has been prepared for Liverpool City Council by Bewsher Consulting Pty Ltd in association with Don Fox Planning Pty Ltd. In broad terms, this Floodplain Risk Management Study has investigated what can be done to minimise the effects of flooding in the South Creek study area, and has recommended a strategy in the form of a recommended Floodplain Risk Management Plan. This Floodplain Risk Management Study has been prepared in two volumes: 4 Volume 1 — Main Report (this report), which includes the Executive Summary, the Floodplain Risk Management Study, recommended Floodplain Risk Management Plan and the Appendices; 4 Volume 2 — Town Planning Issues, which includes a review of planning and development controls for the study area, together with a draft Flood Risk Management Development Control Plan for the Liverpool Local Government Area and Planning Matrix of planning and development controls for the South Creek study area. A Flood Damages Data Base of potentially flood-affected properties has been supplied separately to Council (see Section 3.5). The next stage of the floodplain risk management process will be for Liverpool City Council to formally adopt the recommended Floodplain Risk Management Plan.     SO JUST HOW EXCEPTIONAL IS FAIRFIELD? CONTESTING THE 100 YEAR ARI PLUS 0.5 METRE FLOOD PLANNING LEVEL Sellers, E. and Mooney, A. Fairfield City Council Abstract In August 2006, the then NSW Minister for Planning, Frank Sartor, was interviewed on radio station 2GB regarding the community outrage caused by Blacktown City Council’s decision to notify property owners of flood affectation up to the probable maximum flood. Mr Sartor argued that only the 100 year ARI flood should be used for planning purposes and there should be no controls on residential development above this. This was subsequently confirmed in a Section 117 ministerial direction issued on 31 January 2007. This direction was essentially a repudiation of the longstanding merits-based approach to setting flood planning levels (FPLs) and caused much consternation amongst floodplain managers. The direction did however allow councils to nominate a different FPL by putting forward a case for exceptional circumstances based on unique local flood behaviour or flood history. Fairfield City Council fundamentally disagreed with the Department of Planning’s position and consequently decided to submit a case for exceptional circumstances. Council argued on the basis of the level of flood affectation, history of severe flooding above the 100 year ARI, the increase in predicted flood damages above the 100 year ARI and the potential impact of climate change and failure of flood detention basins. The benefits of a planning matrix approach, the predicted limited impact on development potential, an active floodplain management committee and good community consultation processes were also highlighted as reasons for retaining existing development controls above the 100 year ARI.

Through the 1990s and into the new millennium, there was increased recognition of the need for government to coordinate and fund catchment management initiatives. This coincided with striking evidence of the consequences of the declining condition of the Georges River. Secure funding from local councils allowed Georges Riverkeeper to develop core Programs, which were supplemented by successful delivery of grant-funded projects. The present-day strong reputation, longevity and stability of Georges Riverkeeper are key to developing and maintaining relationships with a range of stakeholders who assist to remove litter; rehabilitate bushland; conduct catchment-scale ecological monitoring; coordinate the development and implementation of management plans; disseminate information and educational materials; and, advocate on behalf of the river. Abstract In 1979, volunteers who shared a passion for protecting the Georges River in southern Sydney formed a group with support from local councils. That group grew and evolved into the catchment management organisation now known as Georges Riverkeeper. Initially, the group focused on reporting pollution incidents, littler collection, and encouraging others to care for the river. In that era, the Georges River estuary had NSW’s second most productive oyster industry, but around the world there was growing recognition that pollution from industry and urbanisation were threatening the values of waterways.
