JOTT Jamboree On The Trail started 13 years ago in Canada and has ended up in ! What a journey. This annual event brings Beavers, Cubs and Scouts together with their siblings, parents and pets for a ramble in the countryside. 1st Radyr Scout Group walked in Forest Fawr amongst bluebells, wild garlic and budding Spring foliage on Saturday the 8th of May. This event provided an opportunity for Beavers and Cubs to mix, parents to avoid the early morning supermarket run and siblings to join in the fun. Excitement amongst the Cubs is building as Summer camp approaches……….the largest ever for Radyr Cubs……………..it promises to be another fun filled occasion .

One of the girls had an asthma attack. She had to go to hospital with a teacher by ambulance. We were all very worried, but she made it in the end. Friday – The last day L. Welcome to our newest councillor, Ed Watt of Gelynis Farm. We are delighted to have him on the council with his energy and enthusiasm! On June 23 there may be an election for the Community Council in Radyr South ward. This would be the first time there has been an election since the late 1980s. The elected councillor will bring the number of councillors to 12 which gives us 4 councillors for each of the three wards in R&M; the others being Radyr North and Morganstown. Every council vacancy is advertised for election but it is rare that there is more than one candidate. If only one person stands they are elected unopposed. If no one stands, the Community Council must then co-opt by further advertisement and interview. Only the electors in Radyr South can vote in this election. You are in Radyr South if you vote at the Methodist Hall in Windsor Road. Poll cards will be sent out by Cardiff Council Under the 1983 Representation of the People Act, the Community Council is responsible for the cost of the election although the process is managed by Cardiff Council. The cost for this by-election will be some £3,000 and we have money in reserve to cover it. The Village Plan will be delivered to all households shortly. At the back is a list of projects identified from the Questionnaire and good progress is being made on many of them. The Plan has provided some focus for a number of things that people would like done and the RMA, R&MCC and Cllr McKerlich are working together. As one of the R&MCC projects we are planning a community event in Pentwyn Park in the early autumn. This green space between Pentwyn and Cae’r Graig is owned by R&MCC. There was a small play area there but it was removed a few years ago after repeated vandalism that made it dangerous for little children to use, cost tens of thousands of pounds to repair and residents’ understandable complaints. We plan to plant bulbs and put up bird boxes and will be inviting you to attend, particularly if you use and live near the park. The future of Radyr Library has been a controversial issue. There was a good response to the article in the last Chain and some 500 emails and reply slips were returned. There was support for both keeping the library in Park Road and moving it to the community plot at Radyr Sidings. Overall, the support was 2:1 in favour of Park Road. This information has been given to Cllr McKerlich along with a petition in favour of the Sidings signed by 114 people. 750 people signed a petition asking R&MCC to support the Park Road site. The Community Council and RMA supported the Sidings site as a way of spreading our community facilities throughout R&M to encourage the integration of the new areas with the long-standing ones. The final decision has always lain with Cardiff Council. R&MCC supports Cllr McKerlich in achieving as quickly as possible, as large a new building as is possible on the Park Road site, with the best facilities for our community. Helena Fox - Clerk

The daily weather article in The Guardian newspaper on 10th May this year refers to our rainfall, saying “The spring continues to unfold more slowly than usual because of the prolonged cool spell, disguising the fact that low rainfall is also threatening a summer drought. It is easy to forget after a series of wet summers that over abstraction from the aquifers for drinking water is still drying out the upper reaches of most of the rivers of southern . The flows for the last three years have only been maintained by heavier than normal summer rainfall”. Here in Cardiff since August, 2009 there has only been one month with above average rainfall when there were 237.7mm, 79% of the 1970-2000 average. April 2010 produced another month of low rainfall with only 36.5mm, 49% of the average. During this month of May a lot of dry days seem likely. Cardiff’s longer term rainfall has been 294.5mm, 73% up to 30th April this year, compared with 327.6m, 81% for the same time last year. Over a longer period of time from 28th July, 2008 to 30th April, 2009 there has been 1024.1m, 97% whilst up to 30th April, 2010, there has been 2315.0mm, 99%. The nights of the 2nd, 3rd, 11th and 12th May threatened a ground frost in places as the temperature just above the surface of the ground varied between 1.1C to 1.8C. Looking for any frost damage on the 13th on my allotment, only a few of my potatoes had been damaged a little whilst my strawberry plants in flower had no frost damage. However, in frost-prone locations, the frost damage may well have been much worse. Nevertheless, spare a thought for those people in the frost-prone parts of the British Isles, especially gardeners in Yorkshire on the morning of the 13th, who suffered a lot of frost damage when the air temperature fell to minus 3C to minus 5C, whilst several degrees C lower just above the ground surface. No doubt, inland areas of Wales would have had a frost.
