Consultation response form 1.0 The proposal and consultation process 1.1 Proposal South Lanarkshire Council is seeking views on the following proposal, namely: • to realign the school catchment areas of both Cathkin and Trinity High Schools and St Cadoc’s and Cairns Primary Schools to incorporate the housing development site at Greenlees Road (east of A749). 1.2 Decision to undertake the consultation: 2 December 2015 On 2 December 2015, the Executive Committee of South Lanarkshire Council (“the Council”) agreed that a statutory consultation with all stakeholders be undertaken on the proposal within this document. 1.3 Consultation on the proposal Under the Schools (Consultation) (Scotland) Act 2010, if a local authority proposes to alter the catchment area of a school, it must undertake a statutory consultation with key stakeholders affected by the proposal. In this instance, Cairns, Halfmerke, St Cadoc’s and St Leonard’s Primary Schools, Calderglen, Cathkin, St Andrew’s and St Bride’s and Trinity High Schools are the affected schools. The formal consultation on the proposal within this document will be undertaken under the terms of the Schools (Consultation) (Scotland) Act 2010 (“the Act”). The consultation period will start on Monday 25 January 2016 (with due notice of the proposal to the consultees listed in Appendix 1) and will end on Friday 11 March 2016 (31 school days). Written representations must be received by this date in order to be taken into account. 1.4 Public meeting: Wednesday 24 February 2016 A public meeting will be held on Wednesday 24th February 2016 between 6.00pm and 7.00pm in Cairns Primary School. The meeting will provide those in attendance with an opportunity to: • Hear about the proposal • Ask questions about the proposal • Express views about the proposal. A note will be taken of the views expressed during the public meeting and of any questions asked. In addition to the public meeting, written representations will be able to be made during the consultation period. 1.5 Pupil views Pupils will be invited to comment before, during and after the consultation process, ensuring that they have opportunities to contribute their views. 1.6 Education Scotland (formerly HM Inspectorate of Education, HMIe) The Council will provide the proposal document to Education Scotland at the start of the consultation period. When the consultation period has ended, the Council will collate all of the written and oral representations. Thereafter, this information will be provided to Education Scotland and include: • A copy of written representations made to the Council on the proposal (or summary of them if agreed with Education Scotland) • A summary of oral representations made at the public meeting • Other relevant documentation, so far as is practicable. Education Scotland will prepare a report on the educational aspects of the proposal taking account of the above, and in so far that Education Scotland considers them relevant, any written representations made directly to them. Education Scotland may also visit the schools affected by the proposal. Education Scotland require to send its report to the Council no later than 3 weeks (or longer if agreed with the Council) after having received the information from the Council. 1.7 Consultation report After receiving Education Scotland’s report, the Council will review the proposal taking account of written representations received during the consultation period, oral representations made during the public meeting and Education Scotland’s report. The Council will then prepare and publish a consultation report which will include a recommendation on the proposal and make it available for inspection. The consultation report will be published 3 weeks before it is formally considered by the Council. 1.8 Inaccuracies or omissions Where inaccuracies or omissions are discovered within this proposal document, the Council will determine whether relevant information has been omitted or, if there has been an inaccuracy. Appropriate action will then be taken by the Council which may include issuing corrections, reissuing a corrected proposal document or an extension of the consultation period. In any of these events all relevant consultees (and where applicable the notifier(s) of any omissions or inaccuracies) and Education Scotland will be advised of the appropriate action. Notifiers of any omissions or inaccuracies will also be given the opportunity to make representations if they disagree with the Council’s determination of and any action on the matter, which may result in the Council making a further determination/decision on the matter. 2.0 Implementation date for the proposal 2.1 The proposal, if accepted, would be implemented from August 2017. 3.0 Background to the proposal 3.1 There is a current planning application (CR/14/X0102/NEW) for a housing development of approximately 240 residential units at Greenlees Farm, Cambuslang. This is located at the north of Greenlees Road and east of the A749. The proposed development is predicted to generate the following pupil numbers: Nursery Non- Denominational Non- Denominational aged denominational primary school denominational secondary children primary school pupils secondary school pupils pupils school pupils 7 38 13 30 10 3.2 The current catchment schools for this development are: Halfmerke Primary School approximately 3 miles away St Leonard’s Primary School approximately 3½ miles away Calderglen High School approximately 4.5 miles away St Andrew’s and St Bride’s High School approximately 4 miles away 3.3 This development sits within the Cambuslang West Ward (see map in Appendix 2) and the developer held their pre-application consultation event in the Cambuslang area. 3.4 As the proposed development is likely to be perceived to be part of the Cathkin / Cambuslang area rather than East Kilbride, and due to the distance from existing catchment schools, it is proposed to rezone this development site to Cairns and St Cadoc’s Primary Schools (approximately 1 mile away), Cathkin High School (approximately 1 mile away) and Trinity High School (approximately 2 miles away). 4.0 Educational benefits - assessment of the likely effects of the proposal 4.1 As this proposal attempts to manage the existing school estate more effectively, the main focus is on ensuring a best value, logical solution to the provision of additional educational accommodation in the most appropriate location. The aim therefore is on ensuring no detriment to pupils. The Council are committed to providing the highest quality education to all pupils so the children coming from the Greenlees Road housing development should benefit from this, regardless of which primary or secondary school they may attend. All the school buildings contained in this proposal have also been modernised so have comparable facilities. However, this proposal should provide the following specific benefits: • strengthen the local community of Cathkin and Cambuslang as the children from this housing development will have the right to attend a more local school • enable children’s attendance at after school clubs / activities • reduce both the travelling distance and time • increase opportunities for socialising out of school with classmates 4.2 Pupils of primary age Cairns Primary School The new primary school being built for the Newton Community Growth Area (due to open to pupils in August 2017) will reduce the catchment area of Cairns Primary School. Currently there are 35 pupils attending the school from the area that will be zoned to the new school in Newton. St Cadoc’s Primary School Current pupil projections indicate that there is sufficient capacity to cope with any additional children from the proposed housing development. The proposal is not anticipated to have any effect on the current catchment primary schools (Halfmerke and St Leonard’s Primary Schools). 4.3 Pupils of secondary age Cathkin High School When the new primary school being built for the Newton Community Growth Area is opened, the associated secondary school will be Uddingston Grammar. This will reduce the catchment area of Cathkin High School. Currently there are 17 pupils attending the school from the area that will be zoned to Uddingston Grammar from August 2017. Trinity High School Current pupil projections indicate that there is sufficient capacity to cope with any additional children from the proposed housing development. The proposal is not anticipated to have any effect on the current catchment secondary schools (Calderglen and St Andrew’s and St Bride’s High Schools). 4.4 Staff The proposal is not anticipated to have any impact on staff at any of the affected schools. 5.0 Assessing the impact on the local community affected by these proposals 5.1 As the proposed housing development has no existing houses, there are no directly affected residents / pupils at this time.
