Trips to be organised for around March 2002. Considers that the Committee should call witnesses from Insurance Pools, Health Department, RTA and the Plaintiff Lawyers Association. Committee study tour to New Zealand in February 2002 discussed -to occur between 4-8 February 2002 Study of International Jurisdictions. 1 1. Chairman's report · The Chairman informed the Committee of invitations received to speak at three conferences Future Directions of Inquiry 1. After discussion the Committee resolved to visit Campbelltown and Bankstown Council areas, on 3 April 2002, to discuss aspects of the non-feasance inquiry. Attachment 2 Page 5 of 12 2. The Committee discussed travelling to the Central Darling Shire Council area to discuss aspects of the abolition of the non-feasance rule on far-western shires. Agreed that plans be organised by the secretariat for travel to the area by charter plane, for 2/3 days during the last week of the April break.

    New South Wales under the Local Government Act 1993 His Excellency the Lieutenant-Governor, with the advice of the Executive Council, has made the following Regulation under the Local Government Act 1993. ERNIE PAGE, M.P., Minister for Local Government e The object of this Regulation is to amend the Local Government (General) Regulation I993 to provide that, for the years ending 30 June 1998 and 30 June 1999, certain councils will not be required to prepare a comprehensive state of the environment report. Any such council must instead prepare supplementary reports for those years that comply with specified requirements. This Regulation contains transitional matters only. This Regulation is made under clause 1 of Schedule 8 to the Local Government Act 1993. Tamworth Regional Council was created following the amalgamation of Barraba Shire Council (part), Manilla Shire Council, Nundle Shire Council, Parry Shire Council (part) and Tamworth City Council on 17 March 2004. These events include street parades, motor races, cycling races, jazz festivals, cultural celebrations, sporting events, open air theatres and concerts, and balls or dance parties and can often attract large numbers of people. A lot of time and effort goes into planning and promoting these events and they are often seen as a way of creating employment and providing economic benefits for the local community. Councils play a variety of roles, from event manager to consent authority, and have to weigh up the advantages and disadvantages for everyone in their community before they give approval for the event to go ahead. Events are often complex and may depend on approvals from a range of different agencies. The key to staging a successful event is good communication, as early as possible in the process, between the promoter of the event and the local council and other consent authorities such as the Police and the Environment Protection Authority.

However, an unfortunate feature of the subsequent debate on the local infrastructure crisis has been its almost total neglect of the role of the Commonwealth Roads to Recovery Program which has helped to alleviate this crisis. Using the institutional context of Roads to Recovery funding to New South Wales local government, this paper seeks to remedy this neglect by presenting an initial exploratory analysis of the operation of the Roads to Recovery Program.
