Report of the Chair

It is my pleasure to present the report from the Chair of CLRC to the membership for 2017. This past year was again a busy year of change, adaptation, worry, and finally excitement! I am very happy to report that CLRC has updated the online registry to accommodate direct online access for our members. This was identified several years ago as a priority by our membership and I am pleased that initial reports indicate that this is being well received. Our goal is to have more and more registry business done online which will speed up the processing time which in turn will allow for improved turnaround times and more efficient use of our registrars time. Our website continues to undergo extensive renovation which was previewed at the AGM in Ottawa last year. However, it was quickly realized that this was a much larger and more complex project than first expected and the launch has taken much longer than originally planned. We now can assure our membership of full security with the handling of credit card orders and with the new website platform, the potential upgrades and added features that can be implemented in the future are very exciting indeed. The board approved a significant upgrade to the server and computer systems that will be installed in 2018. This has been long overdue and will provide much needed increases in processing speed, security and storage. This was all part of our resource audit that identified the need for upgrades. We were able to hire two new registrars in 2017 and I would like to welcome Jennifer and Jenna to the CLRC staff. These new positions are in response to the Strategic Plan that the board has been working on for several years now. Staff succession was identified as a high priority and these new registrars will help us ensure continuity with the services provided to our membership. I would like to thank our general manager, Jim Washer and all the staff at CLRC for the work accomplished in the past year. Our staff are one of the strengths of this association and without their dedication and work, CLRC would not be the highly respected registry that it is. I would also like to thank the Board of Directors for providing direction and support to our General Manager and staff in the past year as well. This is a volunteer position and requires much meeting preparation and time so a huge thank you to all the directors that have contributed to providing direction to CLRC. Your support of all breeds that CLRC represents and vision for the organization is greatly appreciated. In closing, I am very excited about 2018, as I think the membership will see some significant changes and improvements at CLRC in the coming year. The Board continues to implement and update the strategic plan with the view of continually improving our services. Thank you all for attending the AGM in Calgary and I look forward to meeting you all.

Rapport du Président

C’est avec plaisir que je présente le rapport du président de la SCEA pour l’année 2017. Une fois de plus, nous avons eu une année bien remplie qui a apporté son lot de changements, d’adaptations, d’inquiétudes et enfin d’excitation! Je suis très heureux d’annoncer que la SCEA a mis à jour son registre électronique afin d’offrir à ses membres la possibilité d’avoir un accès en ligne direct. Ce point avait été identifié comme prioritaire il y a plusieurs années par nos membres, et je suis ravi de constater dans les premiers rapports que ce changement est bien reçu. Nous avons comme objectif de procéder de plus en plus par la voie électronique pour les enregistrements, ce qui accélérera le processus et réduira les délais de traitement, permettant ainsi d’utiliser plus efficacement le temps de nos registraires. Notre site Web continue de faire l’objet d'importants travaux de réfection qui ont été présentés sommairement à l’assemblée générale annuelle à Ottawa, l’année dernière. Cependant, nous nous sommes rapidement rendu compte que ce projet était beaucoup plus gros et plus complexe que nous l’avions imaginé au départ. Nous avons ainsi dû attendre plus longtemps que prévu avant de lancer le site. Nous pouvons à présent garantir à nos membres une sécurité totale avec le traitement des commandes par carte de crédit et avec la nouvelle plateforme du site Web; et les mises à niveau potentielles et les fonctionnalités supplémentaires pouvant être mises en œuvre dans l’avenir sont très excitantes. Le conseil d’administration a approuvé une importante mise à niveau des serveurs et des systèmes informatiques, qui sera installée en 2018. Cette mise à niveau était due depuis longtemps et permettra d’augmenter la vitesse de traitement, la sécurité et le stockage. Ces améliorations font toutes partie des changements nécessaires identifiés dans le cadre de notre processus de vérification des ressources. En 2017, nous avons pu embaucher deux registraires, et j’aimerais profiter de l’occasion pour souhaiter la bienvenue à Jennifer et à Jenna au sein du personnel de la SCEA. Ces deux postes ont été créés dans le cadre du plan stratégique sur lequel le conseil d’administration travaille depuis plusieurs années maintenant. La relève du personnel est une question hautement prioritaire et les deux nouvelles registraires nous aideront à assurer la continuité des services que nous offrons à nos membres. J’aimerais remercier notre directeur général, Jim Washer, ainsi que tout le personnel de la SCEA pour le travail qu’ils ont accompli au cours de la dernière année. Les membres de notre personnel constituent l’une des forces de notre association et sans leur dévouement et leurs efforts, la SCEA ne serait pas le registre très respecté qu’elle est. Je tiens également à remercier les membres du conseil d’administration d’avoir offert orientation et soutien à notre directeur général ainsi qu’à notre personnel tout au long de l’année. Il s’agit d’un travail bénévole qui requiert beaucoup de temps et de préparation pour les réunions; je remercie donc énormément tous les membres du conseil d’administration qui ont contribué à orienter les activités de la SCEA. Votre représentation de toutes les associations d’éleveurs de la SCEA et votre vision de l’organisme sont grandement appréciées. En terminant, j’aimerais souligner que nous entamons l’année 2018 avec beaucoup d’enthousiasme avec tous les importants changements et les améliorations que les membres pourront constater au cours de l’année. Le conseil d’administration poursuit la mise en œuvre et la mise à jour du plan stratégique dans la perspective de toujours améliorer nos services. Merci à tout le monde de votre présence à l’assemblée générale annuelle à Calgary; je me réjouis déjà à l’idée de vous y rencontrer.

General Manager’s Report

With a long and purposeful history, CLRC recognizes the importance of working with breeders, breed associations, and other partners to safeguard the integrity of Canada’s pedigree livestock. With the Strategic Plan finalized, the Board and staff initiated many changes, focusing on staff succession planning, improving turnaround, continuing with the resource audit and Website development, increasing electronic services, and managing operations with a balanced budget.

The year started with an initial presentation of the new Website at the annual meeting. Although we planned for a full launch by mid-year, we quickly realized that the programming to coordinate the new Website with the database, and the requirements of over 50 individual associations, would take significantly longer and be much more complex. We also discovered that many of the processes we had in place were not compliant with secure standards, and our server was not to capacity to support many of the new Website features. As such, we invested in developing a more robust site that will be launched in 2018, along with a new server and internet platform. The Website features include enhanced on-line registration, on-line payment options, increased data display and search functions, improved user interface, the ability to review applications prior to submission, printing and tracking options, and many other performance improvements as well as a modern look. The server will also be significantly more powerful, will improve the user experience and will be fully secure. We look forward to launching early in 2018.

As part of our strategic commitment to improved services, two additional Registrars were hired in April. Jenna Andrews is training in cattle and Jennifer Armstrong with equine. With their support, the staff team were able to reduce turnaround times and operate ahead of last year, processing slightly more work and reducing backlog. The year ended with a slight increase of 1.2% in Unit Production. As usual, some breeds realized increased registrations and transfers, while others had fewer. To summarize activity, we saw an increase in the total number of animals of all breeds registered, identified or recorded in 2017, (170,384 vs 161,698 from the previous year), and a total of 21,636 animals were transferred compared to 21,534 in 2016. This work was done on behalf of 43 active member associations, 9 contract associations, the General Stud and Herd Book and the Canadian Identification Project.

The average turnaround time for processing applications dropped to below 10 working days by year-end, the lowest it has been for several years. It must be noted however, that associations requiring genomic testing will continue to have significantly higher turnaround times, as a minimum of two weeks must be added to lab processing and mailing times.

Financially, the Staff and Board worked closely to ensure that CLRC was progressing forward, while maintaining a balanced budget. We finished the year realizing a small surplus as was projected, without raising unit costs. I would like to recognize and thank the staff who work day to day on behalf of the breed associations and individual breeders. They have accepted the challenges of a changing environment and have each contributed to making CLRC more viable.

Associations were kept informed of CLRC news through regular Bulletins provided throughout the year. We also completed membership mailing for 34 associations, sending out over 10,000 renewal notices and invitations.

Finally, I would like to express appreciation to the Board for their continued support and leadership. The Directors represent several breeds but work respectfully on behalf of all Associations. As we move forward we will continue to update our Strategic Plan. I am excited about the changes being implemented, and look forward to your feedback.

Avec sa longue et riche expérience, la SCEA reconnaît l’importance de travailler avec les éleveurs, les associations de races et d’autres partenaires dans la préservation de l’intégrité du pedigree d’animaux au Canada. Ayant en main le plan stratégique finalisé, le conseil d’administration et le personnel ont entrepris de nombreux changements, se concentrant sur la planification de la relève du personnel, l’amélioration des délais pour compléter les transactions, la poursuite du processus de vérification des ressources et d’amélioration du site Web, l’augmentation des services disponibles électroniquement et la gestion des opérations selon un budget équilibré.

L’année a commencé par une première présentation du nouveau site Web lors de l’assemblée générale annuelle. Au départ, nous avions prévu un lancement complet du site au milieu de l’année, mais nous nous sommes rapidement rendu compte que le délai pour coordonner le site Web avec la base de données et pour satisfaire aux exigences de plus de 50 associations serait beaucoup plus long et plus complexe que prévu. Nous avons également découvert que bon nombre des processus que nous avions mis en place n’étaient pas conformes aux normes de sécurité et que notre serveur n'était pas en mesure de prendre en charge plusieurs nouvelles fonctions du site. Nous avons donc investi pour obtenir un site plus robuste qui sera lancé en 2018 ainsi qu’un nouveau serveur et une nouvelle plateforme internet. Le site Web comprendra un système amélioré d’enregistrement en ligne, des options de paiement en ligne, l’affichage d’une plus grande quantité de données sur la performance ainsi que des fonctions de recherche, une interface utilisateur améliorée, la possibilité de réviser une demande avant de la soumettre, l’accès à des options d’impression et de suivi des demandes, et de nombreuses autres améliorations ainsi qu’une apparence moderne. Le serveur sera également beaucoup plus puissant, améliorera l’expérience de l'utilisateur et sera entièrement sécurisé. Nous attendons avec impatience le lancement en début d’année.

Dans le cadre de notre engagement stratégique visant à améliorer nos services, nous avons embauché deux registraires supplémentaires en avril. Jenna Andrews suit sa formation au sein de l’équipe chargée des bovins et Jennifer Armstrong, au sein de l’équipe chargée des races de chevaux. Grâce à leur aide, notre équipe a réussi à réduire le temps de traitement et a devancé notre rendement de l’année dernière, traitant maintenant un peu plus de dossiers qu’avant et ayant moins de dossiers en retard. Nous avons terminé l’année avec une légère hausse de 1,2 % relativement aux unités de production. Comme d’habitude, certaines races ont connu une augmentation des enregistrements et des transferts, tandis que d’autres ont connu une baisse. Pour résumer l’activité, nous avons remarqué une augmentation dans le nombre total d’animaux de toutes races enregistrés, identifiés ou inscrits en 2017 (170 384 contre 161 698 pour l’année précédente), et un total de 21 636 animaux ont été transférés en 2017 comparativement à 21 534 en 2016. Ces transactions ont été traitées au nom de 43 associations membres actives, 9 associations sous contrat, le Livre généalogique général et le Projet d’identification canadien.

Le délai moyen de traitement des demandes a chuté à moins de 10 jours ouvrables à la fin de l’année, le plus bas depuis plusieurs années. Il faut toutefois noter que les associations nécessitant des tests génomiques continueront d’avoir des délais de traitement beaucoup plus élevés, puisqu’il faut ajouter au moins deux semaines aux délais de traitement et d’expédition des laboratoires.

Sur le plan financier, le personnel et le conseil d’administration ont travaillé en étroite collaboration pour veiller à ce que la SCEA progresse tout en maintenant un budget équilibré. Nous avons terminé l’exercice en réalisant un léger surplus comme prévu, sans augmenter les coûts unitaires. Je tiens à remercier le personnel qui travaille jour après jour au nom des associations et des éleveurs individuels. Les membres du personnel ont accepté de relever les défis que pose un environnement en constante mutation et ont tous contribué à favoriser la pérennité de la SCEA.

Grâce à la publication régulière de nos bulletins tout au long de l’année, les associations ont été tenues au courant des dernières nouvelles de la SCEA. Nous avons également procédé à l’envoi de documentation concernant l’adhésion à 34 associations, plus précisément à l’envoi de 10 000 avis de renouvellement de cotisation et d’invitations.

Pour terminer, je tiens à exprimer ma gratitude aux membres du conseil d’administration pour leur soutien et leur leadership continus. Les administrateurs représentent plusieurs races, mais travaillent de façon respectueuse au nom de toutes les associations. Au fil du temps, nous continuerons d’actualiser notre plan stratégique. Je suis ravi de tous les changements que nous sommes en train de mettre en place, et j’attends avec enthousiasme vos commentaires.
