Our State Award Winners are submitted to the Region Selection Committee for consideration and if chosen to the National Board at US Youth Soccer to be honored at the Awards Gala/ Banquest during the NSCAA/ US Youth Soccer Workshop Event.

Clubs, players, parents, and team managers should consider honoring someone that has made an impact in their lives through these awards. This year has been a year of vast changes for Kansas State Youth Soccer. One of the changes involved U.S. Soccer announcing the transition to birth year registration in fall of 2016. We worked with our members to help ensure that these changes were implemented as efficiently and smoothly as possible. We provided as much information to our members as early as possible so when birth year registration began it was a success.

U.S. Soccer also introduced their Player Safety Campaign-a concussion Initiative that provides guidelines that were implemented in January of 2016. The information that was given to us was for guidance and direction when dealing with head injuries. These actions were a response to U.S. Soccer’s concussion lawsuit settlement and the rollout of their player safety guidelines under “Recognize to Recover.”

Those changes included: • Modifying substitution rules to allow players who may have suffered a concussion during games to be evaluated without penalty • Eliminating heading for children 10 and under Please note that U11 is listed in the U.S. Soccer Concussion Initiative document because U11 players can be 10 years old at the beginning of the season • Limiting the amount of heading in practice for children between the ages of 11 and 13

The implementation of small-sided games will be mandated by US Soccer for the fall of 2017, however, Kansas and other US Youth Soccer State Associations proceeded with implementation in August 2016.

Those implementations included: • U6-¬-8 (birth years ’11-¬-’09) is 4v4 (no GK) • U9-¬-10 (birth years ’08-¬-’07) is 7v7 (including a GK) • U11-¬-12 (birth years ’06-¬-’05) is 9v9 (including a GK) • U13 (birth year ’04) and above is 11v11 (including a GK)

This year with all of the changes with youth soccer, U.S. Soccer felt it was time establish a more collaborative relationship between the State Associations and U.S. Soccer. They invited KSYSA to a meeting, along with several other state associations, to brainstorm ways to have a better relationship with the federation. This opened up a door that had never been in place. One of the largest takeaways the meeting produced from both the group and individuals was that there was a desire for more communication. As a result, they created a monthly membership update through webinars. The intent of these webinars was to keep us informed and up to date with what is happening currently and any future plans at U.S. Soccer and throughout the membership. The KSYSA staff is busy every day working toward building relationships with our members. We are continuing to find ways to provide better customer service and seeking ways to improve efficiency and outreach. We hired Kelly Morgan as an Administrative Assistant to help continue our goal in servicing our membership at a high level.

In November, we solidified a partnership with Sporting KC. The partnership involves working together to help increase opportunities for more coaching education, working on enhancing our state competitions for our membership and collaborating on community outreach efforts. some, but we have noted that this is an efficient way for clubs and the state association to document these transitions KSYSA programs’ growth is ongoing and we continue to work with our members to assist new and existing programs.

At the last KSYSA AGM the Board agreed to contribute funding for implementing a State Wide Mentoring program. The idea was to build on the program that had been implemented by the Heartland Soccer Association.

The focus was to identify activities that would be incremental to the in-place Referee Certification process to improve Referee performance and deliver an even better soccer experience for the players, coaches and fans who are members of KSYSA. The program that was proposed was a multi-stage Mentoring program:

· Stage 1: Peer Mentoring with a concentration on the new – 2 year Referees. Peer Mentoring would enable the SRC to expand its resources to touch more Referees. This remained the focus for the Fall season. · Stage 2: Advanced Mentoring with a concentration on the 2 – 5 year Referees. The approach would be to engage more experienced Referees to work with the less experienced to help them understand how to more effectively manage 11 versus 11 matches (where connecting the dots is as important as understanding the Laws of the Game). · Stage 3: The USSF Assessment program which would focus on Referees who were at least 18 years old and the purpose would be to officially advance them in Grade. This would build the foundation to support the highest levels of youth soccer and the growing volume of adult soccer matches. Stage 3 would adhere to the USSF Assessment guidelines.

The Referee Mentoring program was implemented into Leavenworth and Topeka in the fall and spring. There has been a lot of great feedback from the program.

KSYSA’s Sydney Currier joined the Region II Soccer Across America Committee this fall, in an effort to grow this program at the State and Regional level. There are several ways we will have utilized the SAA program. One of the ways we implemented SSA was by hosting 5 free soccer clinics with the Kansas City Kansas YMCA and Latino Health for All Coalition organizations. The clinics were held in the Kansas City, KS area and run by coaches from the YMCA.

In the fall of 2016 KSYSA worked with the Ridgeview After School Program in Olathe, KS; a program that was run by Alec Lemmon of Toca and Olathe Wesleyan Church. KSYSA was present at the program’s year end celebration, where DOC, Nathan Hunt spoke and presented KSYSA donated balls to each participant. The refugee program was started by Mariya and John Goodbrake and was brought to our attention through Pete Weaver, KSYSA Secretary. This program has grown from 12 players to 240 players in a short period of time. KSYSA is helping by registering these players so that they have an opportunity to play in leagues and tournaments like the other kids in Kansas. Most of these players are financially unable to afford the cost of competitive soccer and we will continue to put every effort into keeping this opportunity alive for these kids.

The KSYSA state tournaments continue to be a great source of competition and community involvement. There has been an increase in the number of teams participating in these tournaments. KSYSA has outsourced for media production of our games. Video footage from our tournaments has been provided by Jim Braun, owner of ProPotential. -Spring State Cup: 81 Teams registered and participated -Spring President’s Cup: 28 Teams registered and participated -Spring Jr. State Cup: 25 Teams Registered and participated -Fall State Cup (U15-U18 Girls): 28 Teams registered and participated -Fall Presidents Cup (U15-U18 Girls): 13 Teams registered and participated. This was KSYSA’s first year providing competition to the U18 age group for this event.

KSYSA continues to show our support and assist in the functioning of US Youth/Region II leagues. Kansas continues to have a high number of teams participating in Midwest Regional League each season. In the fall of 2016, 23 Kansas teams participated. MUSC ran their yearly TOPSoccer program this year during the month of September. MUSC also ran their Kohl’s Cup tournament September 24-25 for recreational teams.

In an effort to show our continued support to our members, KSYSA started Player of the Month Recognition. One female and one male player are featured on the KSYSA website and social media accounts on the first of each month. Players submit entry (by electronic form) for this award and must provide explanation of soccer achievements, academics, and community service.

KSYSA has implemented new procedures for placing players in Bad Standing and obtaining a Player Release Request. Both are completed through an online form and required to be approved by KSYSA in its final stages. The transition from paper to electronic has been a change and verifies that only players in good standing are participating in sanctioned events.

Chris Duke Executive Director The following Balance Sheet and Profit & Loss reflect the 2016 fiscal year-end reports. The annual tax returns for the fiscal year ending 08/31/2016 will be prepared by the accounting firm of Clifton Larson Allen, LLP.

KSYSA is in a “good” financial position, which included increasing the “Current Assets” by $38,000 and increasing the “Current Liabilities” by $25,090. There are currently no concerns of this “Good” financial status changing in the near future.

During my second year as Treasurer, we have continued enforcing “controls” to reduce any risk of fraudulent activities for KSYSA. These “controls” include the following: -Check Writing, Online Banking Transfers, and Signature control -Restricting employee access to payroll, and using a reputable third-party payroll system -Mandating Government Compliance of Employees and Contractors providing Service to KSYSA -Mandating Background Checks on all individuals employed or contracted with KSYSA -Monthly reviews and reconciliations -Restricting Employed staff access from making changes to the KSYSA Accounting information -Providing detail reports and reconciliations to the Executive Board members -Providing detail reports to the Executive Director

Additionally, the second year consisted of reviewing and reconciling the Accounts Receivable and providing adjustments to the Balance Sheet to accurately reflect these balances.

We have also continued to refine the Profit & Loss reports. These new reporting formats provide KSYSA Staff and Board Members the information to provide for more accurate analysis and the ability to make better business decisions and recommendations.

During 2016, the Board of Directors of the Kansas State Youth Soccer Foundation continued discussions to determine goals for the use and future of these funds. 2016 was a tremendous year for District 1 players, parents, coaches and volunteers. The number of independent teams and club continue to grow in the district. The fall season with the new age group change brought some challengers for teams, clubs and league.

Our coaches with the support of the state continue to get the education to improve players’ ability. Nathan Hunt has been a great addition to the state and the district. He has help organize coaching clinics and grow the pool of ODP players in the district. District has worked with the leagues and referees to help foster a more positive experience for everyone involved with during games.

Rule 13.3 violation and language has been updated for clarity. Visit our Bylaw & Rules for additional information on amendments. 1st offense Six (6) month suspension. 2nd offense Twelve (12) month suspension & $1,000 fine. 3rd offense Thirty-Six (36) month suspension & $2,500 fine.

Our spring and fall KPSL/Heartland league is becoming one of the largest leagues in the world with over 1500+ teams playing in our district for fall and spring seasons. The league provides great competition for our players. Transition for new birth year age group play and field dimensions for league play for fall went okay. As new teams are formed the league has been transparent in working with coaches to make sure all teams are placed in the proper playing level for the best competition.

SCHEELS SPORTS COMPLEXX#1 Locations for premier tournaments in the region

District had 7 boys and 6 girls’ teams finished 1st in state championships. 13 teams from district I represented Kansas well at the Region II championships.

Thank you for all the support in 2016 as we continue to make our state the soccer capital of the world. We look forward to a better 2017. AGM District II (serving south central Kansas including Wichita/McPherson/Hutchinson)

League numbers - SCSA Fall 2016 1480 games scheduled for 369 teams (159 girls & 210 boys) total number of players: 3,500 based on average roster size per division Growth came from second generation players with parents who played at SCSA and overall increase in soccer in community. SCSA coach clinic - require all new coaches to complete clinic within first seasonal year of coaching.

Tournament numbers: Mid America Cup growth in the 5th year moving into early May with 101 teams. 2016 sponsor is Dick’s Sporting Goods. Created smaller sponsorships (Coaches, Teams, Families & Fans, Referees) to encourage additional sponsors and allow changes without financial impact if not renewed.

Hutchison Club Azzurri Mason Wedel (spring tourney) had 61 total teams with 29 boys and 32 girls teams. The Fall had 60 total teams with 34 boys and 26 girls teams. This tournaments popularity has dwindled over the past five years as more and more teams are opting for Kansas City or other destinations. This tournament is also sanctioned by Wichita’s SCSA.

General information: SCSA sanctions tournaments twice a year (Fall & Spring) for Kansas Rush Wichita held on SCSA fields and Club Azzurri held in Hutchinson. SCSA celebrated our 25th year in the Wichita community since 1991. Director of Officials working on the mentor program with the State for all ages of referees to help in retention and individual growth. Overall Consensus of Soccer in the Wichita Community Soccer is strong in the Wichita community. We have continued to see a lot of growth in the competitive field.

The local YMCA has had tremendous growth in their indoor soccer facility and in October had to turn away dozens of teams for the indoor season, which runs from about mid November through the end of February. FC Wichita – a local club with a strong boys youth Academy and a men’s NPSL team, that has done well since its inception in 2013. FC Wichita has also just recently announced the first local women’s soccer team; with FC Wichita taking a step into the WPSL. They are currently building a women’s team and will compete against WPSL teams from , Des Moines, Kansas City and Tulsa. This has been received very positively by the local community especially those female soccer players who can now have strong competitive aspirations that are closer to home.

WFC/Sporting Merger – It was announced recently that local youth soccer club, WFC, Wichita Futbol Club is merging with Sporting Wichita, an affiliate of . This has drastically changed the landscape of youth soccer in the local community. Sporting met with several independent clubs in the local community since the beginning of the Fall 2016 season about the possibility of merging local clubs to build a strong girls program combined with the existing strong boys program under the name of Sporting Wichita Rojos. In the fall of 2017 they will become Sporting Wichita. Currently the Sporting Wichita along with the addition of WFC will serve over 600 recreational and competitive players. The WFC move was not done with the knowledge of all coaches and team managers. Several of the independent WFC teams under the umbrella of WFC were not part of the talks to merge with Sporting and are currently in a holding pattern through the spring until they can make a decision on where to move next.

FC Kansas City SOUTH – There is little information on the specifics of the plan, but FC Kansas City has plans to expand into the Wichita market beginning in the Spring of 2017 and a stronger presence in the Fall of 2017. They have met with Kevin Law of local independent club, Wichita Sockhers. There are plans to merge several other independent medium sized clubs all under the FC Kansas City South umbrella. This includes both boys and girls programs. Currently not a lot of information is flowing out of the Sockhers camp. The past year has been another of positive growth opportunities for children across the district. Every member took steps forward that they can justifiably feel pride in.

For Sporting Kaw Valley the fall of 2016 brought the largest number of participants/registrants in the associations almost 35 year history. They can proudly point to that they provide services/programming in Lawrence, Topeka, and Manhattan. SKV participating members come from over 50 different cities in northeastern and north central Kansas. Continued growth is expected in 2017.

Sunflower Soccer Association continued it's long standing leagues and tournaments at its improved complex in 2016. Premier clubs Topeka Select and FC Majestic card through SSA and both had solid years. During 2017 SSA will sponsor Sunflower State Games soccer and will start a fresh path with new Executive Director Andrew Fletcher.

Jambars FC launched in the fall of 2016 offering local players a new approach to how they are trained. Rather than a single coach assigned to a side, a team of coaches work together to guide the players using the clubs philosophy. Exciting steps forward in 2017 are expected.

Little Apple Soccer Club, Flint Hills Soccer Club, and Salina Soccer Club all continued to grow their activities and establish their tournaments. Each can point to teams achieving at a high level which should continue in 2017. State Youth Referee Administrator Andrew Fletcher

1. Overview

The Kansas Referee Program continues to grow with 2333 certified referees for the 2016 - 2017 season. That number is expected to remain steady for the next registration year, however we anticipate there being approximately 750 new referees. This means we will lose 30% of our existing referees - a number that seems high yet is low compared to other Region 2 states. What is important for all leagues to consider is that nearly 1900 of these referees are under the age of 17 which is a staggering 80% of our total number of officials. Kansas continues to see success at the Regional and National youth tournaments with a record 5 KS referees being selected to attend National Championship tournaments in 2016.

2. Education, coaching and mentoring

The referee committee completely reformatted the Education part of the program in 2016. An emphasis is now placed on field sessions and relevant videos as opposed to classroom instruction. This means brand new referees are better prepared for their first day on the job. We are attempting to reduce coach and parent abuse by teaching the young referees that ‘safe and fair’ is our new mantra. This means we are encouraging referees to call fouls and hustle, so that games are safe and we are in the correct position to make the correct call.

In order to create consistency and ensure our new referees get better with the proper support, the Kansas Referee Program, with the financial support of KSYSA, has expanded the mentor program piloted through Heartland Soccer to leagues in Leavenworth and Topeka (SSA), with Wichita (SCSA) beginning in 2017. Over 1500 referees have been mentored in 2016 and we continue to be excited by this program.

3. Needs of the referee program

● Leagues and tournaments (and consequently the number of games) continues to grow, and to be frank, the referee program is struggling to keep up. We continue to request that clubs, coaches and parents work to recruit referees and help us keep the ones we have by eliminating abuse. We can provide instructors and materials for clubs, teams and associations if these entities would like to host referee clinics. ● This year saw the LOTG (Laws of the Game) extensively rewritten and reinterpreted for the first time in over 100 years. We need to be able to get the most significant of these changes out to the coaches and clubs, especially for State Cup. Board of Directors Meeting Conference Call April 17, 2016

Hacketts motions to grant exemption for Sporting KC Developmental teams that are registered for 2016 State Cup, and allow them to participate. Boydo 2nd, Unanimously Approved.

Stolte motions to allow Sporting KC Developmental teams to hold early tryouts, and enter State Cup only if there is no other way for these teams to qualify for Regionals. Players participating in this early tryout must have written permission from their current coach. Sporting KC agrees to make no recommendations, or suggestions to players that do not make a Sporting KC Developmental team roster regarding what club or organization to play for to improve their chance of making a Sporting KC Developmental team in the future. 2nd by Hackett, unanimously approved.
