RG 21 E6 Legal Affairs of Black Washingtonians Unfortunately, lots of the Circuit Court’s paperwork has disappeared. The docket book for the December term, 1816, for instance lists a Criminal Trial 2, “U.S. v. Caleb Simpson...for keeping a disorderly house, & harbouring slaves on the sabbath,” but there are no surviving documents that relate to the case. There are entire terms of the court for which no petitions for freedom survive. What follows is a list of cases for which there is at least some documentation extant. Box 1 contains miscellaneous early documents, including an arrest warrant for “Negro Ben,” who had run away from Sabrett Scott, and a writ of error for Ben’s wrongful imprisonment. CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy.

THE VICE PRESIDENT’S ROOM THE VICE PRESIDENT’S ROOM Historical Highlights The United States Constitution designates the vice president of the United States to serve as president of the Senate and to cast the tie-breaking vote in the case of a deadlock. To carry out these duties, the vice president has long had an office in the Capitol Building, just outside the Senate chamber. Earliest known photographic view of the room, c. 1870 Due to lack of space in the Capitol’s old Senate wing, early vice presidents often shared their room with the president. Following the 1850s extension of the building, the Senate formally set aside a room for the vice president’s exclusive use. John Breckinridge of Kentucky was the first to occupy the new Vice President’s Room (S–214), after he gavelled the Senate into session in its new chamber in 1859. Over the years, S–214 has provided a convenient place for the vice president to conduct business while at the Capitol. Until the Russell Senate Office Building opened in 1909, the room was the only space in the city assigned to the vice presi- dent, and it served as the sole working office for such men as Hannibal Hamlin, Chester Alan Arthur, and Theodore Roosevelt. Death of Henry Wilson, 1875 Several notable and poignant events have occurred in the Vice President’s Room over the years. In 1875 Henry Wilson, Ulysses S. Grant’s vice president, died in the room after suffering a stroke. Six years later, following President James Garfield’s assassination, Vice President Chester Arthur took the oath of office here as president.

Abraham Lincoln and the German Immigrants: Turners and Forty-Eighters Introduction Reporting from Springfield, Illinois, on December 9, 1860, only a matter of days after the election, Henry Villard, correspondent for the New York Herald, made a remarkable assertion about Lincoln’s election to the presidency: In Ohio, Illinois, Indiana, Iowa, and Wisconsin, native Republicans now openly acknowledge that their victory was, if not wholly, at least to a great extent, due to the large accessions they received in the most hotly contested sections from the German ranks. That an immigrant population should be the decisive element in a national election was unprecedented. Despite a cautious reservation (“if not wholly, at least to a great extent”), Villard offered a controversial assessment. He was saying, in effect, that Lincoln owed his success to German-Americans.* Historians since Villard have noted, on occasion, the formidable German vote for Lincoln, but assertions about its significance have been challenged. It is not surprising that the claims have been criticized or not taken at all seriously. Historians have ignored Villard’s perspective. Statistics available for the 1860 election do not provide the evidence required to corroborate Villard’s position. Are there other options? Is there a convincing test for Villard’s assertion about the German factor? Can it survive close scrutiny? I. Winter The members of the Massachusetts Art Commission respectfully submit the Annual Report for the year ending June 30, 1999. The Commission is charged under General Laws chapter 6, sections 19 and 20 with the "care and custody of the State House art collection" and thus serves as the curator of the Commonwealth's 200 year-old collection of paintings, sculptures, wall murals and artifacts by some of America's most important artists. The Commission conducts its programs of conservation and preservation of the art collection under an annual appropriation, which it receives through the Bureau of State Office Buildings, as well as its program of public infonnation and assistance CONSERVATION Since its program began in 1985 the Art Commission has required that all conservators working with objects in the State House Art Collection adhere to the Cafe of Ethics and Standanis for Practice of the American Institute for Conservation. This 0xIe ofEthics requires, in part, that all conservation procedures be reversible, and fully documented by both photograph and written report. These practices help insure that future curators and conservators will know what the conditions were, why the objects were treated, and what measures (materials and procedures) were taken to correct these conditions. During FY'99 the Art Commission continued its program of conservation and preservation of the State House Art Collection with the following projects.

That of 1916 was an extra session, Sept. 12, 13, 14, called to provide some method of taking the votes of the Massachusetts soldiers on the Mexican border, of securing a constitutional adjustment of the rep- resentative districts in Suffolk county, and of providing suitable compen- sation to families of soldiers in United States service as members of the National Guard. A bill to prevent spread of infantile paralysis was passed also. Extra pay of $50 each was deemed just and reasonable, with mileage of 20 cents one way. This was the first extra session, called for special action, since that of 1872, called to provide for exigencies resulting from the great Boston fire in November, which lasted two weeks, and at which other matters were also considered. Aside from this feature, was the fact that more business was disposed of in less time than ever before. One threatened investigation was warded off; and another resulted in an ex- pulsion.

Winter The Massachusetts Art Commission respectfully submits the Annual Report for the year ending June 30, 1996. The Art Commission is charged under General Laws chapter 6, sections 19 and 20 with "the care and custody oj all historical relics in the State House, and oj all works oj art." As the appointed curators, it is the responsibility of the Art Commission to insure that this growing museum quality collection is professionally handled, properly maintained and appropriately displayed. The Commission receives annual legislative appropriations for its programs, distributed through the Bureau of State Office Buildings. We are pleased to report on another busy and successful year of activities. ART CONSERVATION PROGRAMS I. Paintings and frames, August-December 1995. The Art Commission continued its program of conservation and preservation of the State House art collection with the cleaning and professional treatment of several portraits and their frames. Contracts were issued in August to Carmichael Conservation, Methuen, and Gianfranco Pocobene, Malden, for treatment of eleven easel paintings which exhibited a variety of conservation conditions including discolored varnish, grime, stains, and abrasion. Contracts were also awarded to Susan Jackson, Harvard, and Trefler & Sons, Needham, to address ten frames which had experienced chipping and other damage to plaster and gesso decoration, abrasion, loss of gold leaf, and discolored over-painting.

TEACHING WITH PRIMARY SOURCES Caucuses and Elections How do presidential candidates, their campaigns and their supporters attempt to win the vote of the American electorate? For a hundred years after the Civil War, Iowa was a reliably Republican state. Only during the crisis of the Great Depression in the 1930s did Iowa show up in the Democratic column on election night. However, beginning the 1950s, the Democratic Party took on new life in the face of rural/urban divisions, the growing strength of labor unions, and attention to national issues like civil rights and the Vietnam war. Cities pushed for more equitable representation in the legislature against rural resistance. Despite its smaller size and population, Iowa became very important in the election of a U.S. President. Each state has its own process for selecting delegates to national political conventions where the parties nominate their candidates. Iowa uses a caucus system. Members of each party meet together in local meetings called caucuses to select delegates to a county convention that chooses delegates to the district and state conventions. The state conventions are held in June and choose delegates to the national convention. Because the process takes many months, the local caucus has to meet in January or early February to get all the steps done. Because of that timing, the Iowa caucus becomes the first official step anywhere in the nation in selecting a president, and news reporters flock to the state to find out which candidates are ahead. In 1972, Senator George McGovern gained national attention when he came out on top of the Iowa caucuses.
