IV.A Memo To: Sandy Lentz, Chair, Buildings and Grounds Committee Board of Park Commissioners From: Jan Arnold, Executive Director Date: June 28, 2018 Re: Randolph Park Master Plan Statement The Randolph Tot Lot is a .16-acre site located at the corner of Grove Avenue and Randolph Street. The current playground includes play equipment for ages 2 to 5, benches, drinking fountain and existing mature trees. The Park District received transfer of the property which lies directly east of the original tot lot from the Village of Oak Park, doubling the size of the park. The property is divided by an alley. In spring 2009, Altamanu, Inc. was hired by the Park District of Oak Park to assist with the master planning of Randolph Tot Lot. As part of the master plan for Randolph Tot Lot, completed by Altamanu, Inc., overall improvements to the site included the construction of new play equipment, rubberized play surfacing, paths, fencing, benches, alley improvements, and landscaping. The Park Board approved the final site master plan on October 22, 2009, and the work was completed in 2010. Discussion Per the Park District policy, staff are to revisit master plans at least once every ten years. Altamanu was hired to revisit the Randolph Park Master Plan. On April 4, 2018, a Community Meeting was held at Pleasant Home to review the existing master plan, improvements already made in 2010, and to collect input from the community regarding additional improvements. There were approximately 20 community members in attendance. Residents were very complimentary of the improvements especially the playground, but noted the lack of use of the west side of the park. Several residents suggested adding outdoor fitness equipment to the west side of the park as well as rearranging the seating to me more social versus formal. Suggestions were also made to add the rubber mounds similar to Euclid Square Park to the playground side of the park. Altamanu is here this evening to review the meeting discussion and the updated master plan. Recommendation Staff recommends the Board approve the updated Randolph Park master plan. An annual update of the CIP will provide a useful tool when putting together the annual operating budget. Adjustments need to be made as the Master Plans are revisited and with known and pending changes being made at the state level that affects the District’s funding opportunities. Discussion In construction of the CIP, staff considered factors including location and time since the last capital improvement plan, diminishing outside funding opportunities in the form of grants, a potential property tax freeze in the future, and the aspects of each master plan. Funding for the CIP comes from property taxes (50% of the property tax increase set aside for capital from the 2005 referendum transferred to the CIP); transfers from both Recreation and Revenue Facilities. However, the District is not anticipating receiving surplus distribution payments from the two Tax Increment Financing (TIF) districts in 2019. These two TIFs, Madison and Downtown Oak Park, provided the CIP with approximately $250,000 annually. There is also pending legislation at the state level that would freeze property tax increases beginning in the 2019 budget year for two years. The major changes from the 2019-2023 CIP plan includes the following: Funds allocated for expansion of Carroll Center to match the growth in school aged children at Lincoln School Funds for replacement of the playground at Stevenson Park Removal of property acquisition funds beginning in 2018 and starting again in 2021 Funds for the replacement of the District’s Registration Software $5 million in funds have been identified in 2020 and 2021 for potential Community Recreation Center Recommendation Staff recommends the Board of Commissioners approve the 2019-2023 Capital Improvement Plan.
