The revised emergency appeal was launched in July 2011 seeking CHF 6.17 million in cash, kind, or services to support the Sri Lanka Red Cross Society (SLRCS) to assist at least 7,000 families (35,000 people) for 36 months, and planned to complete by 12 April 2013. A Final Report will be made available by 12 July 2013 (three months after the end of the operation). In brief Programme purpose: Restore and support SLRCS branch structure in northern and eastern regions of Sri Lanka, increase SLRCS‟s capacity in local community and civil society through the branches as well as Red Cross Red Crescent‟s capacity to address the most urgent situations of vulnerability. Support the returning population in shelter and livelihood to restore the living environment, in health and care, and water, sanitation and hygiene promotion to reduce the number of deaths, illnesses and impact from diseases and public health emergencies, and in disaster management to reduce the number of deaths, injuries and impact from disasters by enhancing coping capacities. -

The British Secret Service in Neutral Switzerland: An Unfinished Debate on NATO’s Cold War Stay-behind Armies DANIELE GANSER In 1990, the existence of a secret anti-Communist stay-behind army in Italy, codenamed ‘Gladio’ and linked to NATO, was revealed. Subsequently, similar stay-behind armies were discovered in all NATO countries in Western Europe. Based on parliamentary and governmental reports, oral history, and investigative journalism, the essay argues that neutral Switzerland also operated a stay-behind army. It explores the role of the British secret service and the reactions of the British and the Swiss governments to the discovery of the network and investigates whether the Swiss stay-behind army, despite Swiss neutrality, was integrated into the International NATO stay-behind network. INTRODUCTION During the Cold War, secret anti-Communist stay-behind armies existed in all countries in Western Europe. Set up after World War II by the US foreign intelligence service CIA and the British foreign intelligence service MI6, the stay-behind network was coordinated by two unorthodox warfare centres of the North Atlantic Treaty Organisation (NATO), the ‘Clandestine Planning Committee’ (CPC) and the ‘Allied Clandestine Committee’ (ACC). Hidden within the national military secret services, the stay-behind armies operated under numerous codenames such as ‘Gladio’ in Italy, ‘SDRA8’ in Belgium, ‘Counter-Guerrilla’ in Turkey, ‘Absalon’ in Denmark, and ‘P-26’ in Switzerland. DIPLOMATIC HISTORY When Switzerland recognised the new China By Andrea Tognina JAN 17, 2020 - 12:20 Seventy years ago, Switzerland was one of the first Western nations to officially recognise the People’s Republic of China – a gesture that enabled Bern to maintain good relations with the Communist government in Beijing over the following decades. It also meant access to the opening of the Chinese economy at the end of the 1960s. A Chinese military delegation arrives in Geneva for the conference on Indochina, 1954. (Keystone / Jean-jacques Levy) “[The Swiss government] has today de jure recognised the central government of the People’s Republic of China, with whom it will soon establish diplomatic relations stop […]” That was a telegram sent by the Swiss president Max Petitpierre to his Chinese counterpart Mao Zedong on January 17, 1950. On October 1, 1949, a few days after the proclamation establishing the People’s Republic of China, the government in Beijing wrote to Bern with the aim of establishing diplomatic relations. The initial reaction of authorities in the Swiss capital was probably influenced by the tensions that had characterised relations with another major communist country, the Soviet Union. Abstract Since the constituent Conference in October 1863, which gave birth to the Red Cross,1 the International Conference of the Red Cross and Red Crescent has met on thirty occasions. The first meeting took place in Paris in 1867 and the thirtieth in Geneva in November 2007. What contribution has the Conference made to the development of international humanitarian law and humanitarian action? What are the main challenges that the Conference has had to face? Where has it succeeded and where has it failed? Swiss students took to the streets to demonstrate against Soviet repression of the Hungarian uprising. However, the upsurge of public sympathy for the refugees barely covered up recent controversy in Switzerland over asylum policy during the years of fascism and the Second World War. In 1954, only two years before the Hungarian refugee crisis, newly released German foreign policy documents had revealed Swiss involvement in the introduction of the ‘J’-stamp in 1938 to mark the passports of German (and formerly Austrian) Jews, making it easier for Swiss immigration officials to identify Jews as (undesirable) refugees. -

Swiss Intellectuals and the Cold War Anti-Communist Policies in a Neutral Country ✣ Hadrien Buclin Nowadays many Swiss citizens would be surprised to learn that in the 1950s some Swiss journalists and lecturers were sentenced to prison or lost their jobs because of “thought crimes.” The 1950s are generally remembered as the time of the “Swiss economic miracle”—with the construction of high- ways and large hydroelectric dams—rather than of strong political con- frontation. The picture of a neutral country does not really mesh with the evocation of anti-Communist restrictions. What can explain the strength of Swiss Cold War policies in the 1950s—policies that left their mark on many aspects of political and cultural life in the country? Exactly what form did such official anti-Communism take in a neutral country like Switzerland, and how did it fit with other Western countries’ anti-Communist policies? Was Switzerland an exception, or can parallels be established with other neu- tral European states—in particular, Sweden, a small neutral country in many ways similar to Switzerland? These are just some of the questions this article addresses. The legal barriers facing Swiss Communist intellectuals during the early Cold War have been underexamined in the current historiography and are in need of reassessment. The legal proceedings were specifically motivated by the Swiss government’s determination to defend a slick image of neutrality against severe criticism from the Communist states, which accused Switzer- land of covertly allying with the Western camp. Two Swiss Communists were sentenced for slander, and their trials are emblematic of how a neutral coun- try coped with the Western anti-Communist battle. -
