[email protected] I. EXECUTIVE SUMMARY 1. Since 2008 when the People’s Republic of China (“China”) was last reviewed under the Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (“the Convention”), torture by government authorities has increased. Deaths of detainees in Chinese prisons have caused alarm to be raised over China’s disregard for its obligations under the Convention, particularly towards Tibetans, Uyghurs, and Southern Mongolians, who are at increased risk of torture and cruel, inhuman, or degrading treatment in prison facilities.
