Deeley, Bishop of Portland, was the principal celebrant at the Mass of Christian Burial celebrated on Monday, August 4, 2014, at St. Athanasius & St. John Church of Holy Savior Parish, Rumford, Maine; the Very Rev. Paul Plante was the homilist. Members of the Diocesan Priests’ Benefit Plan are reminded to offer three (3) Masses for his intention.  Mrs. Delcina “Del” Chappelle, 80, who died on Wednesday, July 30, 2014, in Bangor. Del is the sister of Rev. Rudolph “Rudy” J. Leveille, a priest of the Diocese of Portland. A Mass of Christian Burial was celebrated on Saturday, August 2, 2014, at Holy Family Church of the Parish of the Resurrection of the Lord, Old Town.  Sister Bertha Bergeron, OSU, 85, who died on Saturday, August 16, 2014. Malo, VF, will be the homilist.  Mrs. Loretta “Cookie” Allen, 70, who died on August 23, 2014. Mrs. Allen worked as rectory secretary at St. Mary Parish (now part of Parish of the Precious Blood) in Presque Isle for over 40 years. A Mass of Christian Burial was celebrated on Thursday, August 28, 2014, at St. Mary Church in Presque Isle. Please pray also for the consolation of their friends and families, natural and religious.

Liturgical Notes & Upcoming Events

Blue Mass: The annual Blue Mass, during which prayers are offered for those who protect and serve our communities as first responders (police, firefighters, wardens, EMTs, etc.) and those who have given their lives in the line of duty, will be celebrated by the Most Reverend Robert P. Deeley at the Basilica of Saints Peter & Paul in Lewiston on Sunday, September 14, 2014, at 10:00 a.m. All are invited to participate; concelebrating priests and assisting deacons should bring an and a green . Red Mass: The annual Red Mass, which is held to invoke God’s blessing and to ask for his guidance in the administration of justice, will be celebrated by the Most Reverend Robert P. Deeley at the Cathedral of the Immaculate Conception in Portland on Friday, September 26, 2014, at 11:00 a.m. All are invited to participate; concelebrating priests and assisting deacons should bring an alb and a red stole. A luncheon will follow the Mass at the Portland Regency Hotel. Details about the luncheon, including information on how to reserve a space, can be found later in this mailing. Liturgy of the Hours – Time: Volume IV is in use currently. Begin using Volume I with Evening Prayer I of the 1st Sunday of , Saturday, November 29, 2014.

Finance & Administration

Mileage Reimbursement Rate: Effective April 1, 2014, the diocese has authorized the use of the previously approved (January 1, 2014) IRS reimbursement rate of $0.56/mile for “business travel.” Upon presentation of documentation that indicates the day, the main points of travel, the distance, and the nature of the business travel, parishes and diocesan offices are permitted to reimburse at the rate of $0.56/mile. The travel be related to one’s assigned duties for the parish or the diocese, have documentation, and cannot include commuter miles (that is, miles driven between your residence and primary office/place of work).

Special Collections: These collections will be taken in all churches of the diocese on the designated weekend. Unless otherwise indicated, all collections must be remitted to the Diocesan Finance Office by the second Friday after the collection. Links provide resources to assist you in

promoting these collections through bulletin inserts, announcements, prayers, etc. Please encourage parishioners to be generous stewards by supporting the important needs that exist in your parish, at the diocesan level, and for the universal Church.

Sacraments & Related Information

Death Registers – Recommendation: Death registers should include all funerals that are done in the parish, whether the ministry includes the entire Rite of Christian Burial (Vigil/Wake Service, Mass of Christian Burial, Committals/Burials), or simply one or more parts of the entire Rite. The death register should include the names of all the deceased on whose behalf the parish has exercised this ministry, not only for registered parishioners. If a deceased had a funeral in another parish or diocese and is being brought home to your parish or back to Maine for burial, then the presumption is that the deceased’s name is already recorded in the death register of another parish. On the other hand, if the deceased did not have any kind of funeral service elsewhere, then the committal service you perform should be recorded in your parish’s death register.

Requesting & Processing of Marriage Dispensations: All requests for marriage dispensations should now be sent to the Department for Canonical Services. If you have any questions regarding a dispensation, please contact Shannon Fossett at 773-6471, extension 7854.

When are Pending and/or Restrictions have been Imposed: Please remember that all weddings, including convalidations, may not be scheduled if there is an pending for one or both of the parties. A wedding may not even be “penciled in” until the of nullity has been finalized. Occasionally, parties receive a restriction () from remarriage. This is a medicinal measure aimed at preventing a repetition of serious problems that were present in a prior marriage. If there is a restriction, a party is not free to marry. A wedding may not be scheduled, even tentatively, unless a restriction has been lifted by the appropriate authority. Please contact the Tribunal with any questions about scheduling a wedding or lifting a restriction.

The Sacrament of Marriage: The definition of marriage as the union of one man and one woman has changed in Maine law. Priests and parish staff must express themselves accurately when discussing this subject. For example, sometimes we hear people say that every marriage celebrated in the Church is sacramental, which is not true. The theology on this matter was settled long ago. Only the marriage between two baptized persons is the sacrament of matrimony. The marriage of a baptized person with a non-baptized person is not a sacrament. Nonetheless, with the proper dispensation(s), a marriage between one baptized person and one non-baptized person can be recognized as valid, although not sacramental. All marriages, sacramental or not, must be exclusively between one man and one woman. This definition flows not from Church, sacramental or law but from the very nature of marriage in natural law. Sacraments Celebrated in Institutions:  Hospitals - When baptisms and other sacraments that require recording in registers occur at local hospitals, they are to be recorded in the sacramental books of the local parish.  Colleges - Effective January 1, 2009 (because of the canonical suppression of Our Lady of Wisdom Parish, Orono, and the subsequent erection of the Parish of the Resurrection of the Lord, Old Town), all sacraments celebrated for college students are to be recorded in the sacramental books of the local parish. In particular, all weddings on college campuses are now recorded in the marriage register of the local parish and the PMI file is to be kept in the parish files.

Sacramental Registers: With more and more parishes holding joint celebrations of the Easter Vigil as well as joint celebrations of the sacraments of confirmation and first , the Bishop’s Office regularly receives inquiries about the proper procedure(s) for recording the sacraments involving individuals from multiple parishes. The Code of requires the sacraments to be recorded in the register of the parish where the sacrament is celebrated, and the parish where each individual was baptized must be notified. Note that in parishes where the celebration of the initiation sacraments did not take place, a notation is to be made in the register of the date and place where the sacrament was celebrated for that year. For example, “On June 3, 2009, the sacraments of confirmation and were administered at St. Mary Major Parish, East Hampton, ME, for the following parishioners: X, Y, Z, etc.” When multiple parishes have merged into a new canonical parish:  a new, single set of official sacramental registers, regardless of the number of locations (i.e., churches) within the new parish, must be used; and  old/previous registers are no longer to be used for recording but must be retained and safeguarded along with the records of the newly erected parish.

Disposal of Old/Outdated Liturgical Books: With the of the new translation of the Third Typical Edition of the , parishes have asked about the proper disposal of old copies of books used exclusively for the celebration of Mass, the other sacraments, and other liturgical rites and rituals. Disposal of items used for sacred liturgy should be handled with respect. For example, such liturgical books should be burned and/or buried on church grounds/cemeteries. Parish archives are encouraged to retain a copy of old liturgical books.

UPDATED: Celiac Sprue Disease & Low-Gluten Hosts: The number of individuals suffering from celiac sprue disease is increasing, as are the number of requests for accommodations (i.e., low-gluten hosts). To facilitate such requests, two letters should be sent to the Bishop’s Office (510 Ocean Avenue, Portland, ME 04103-4936):  the communicant should ask their physician to provide the Bishop's Office with a written testimony of the diagnosis and a recommendation for the use of low-gluten hosts, and  the pastors of these individuals should write the Bishop’s Office and request permission to use low-gluten hosts. For more information about how to obtain permission to use or to contact vendors to purchase low-gluten hosts, please contact the Moderator of the Curia, the Chancellor, or the Bishop’s Executive Assistant, Mrs. Christine Pitteroff at [email protected] or (207) 773-6471 ext. 7821.

Advisories:  Please contact the Chancery (either the Chancellor or the Moderator of the Curia) if you are contacted by or have information about the following individuals or organizations about whom the Office of the General Secretary of the USCCB has issued the following advisories:

 Fr. Gauthier Buyidi Kamosi Kibwanga: a priest of the Sacred Heart of the Province of the Democratic Republic of Congo has been ordered by his provincial to return to Congo. He has refused and may be in the U.S. or but has no faculties to function as a priest.  Reverendo Padre Jonathan Mahajire, OSB Cam: claims to be the Superior of the Community of the Camaldolese Benedictines in Tanzania and has made fraudulent attempts to funds for projects in Tanzania, Rwanda and The Democratic Republic of Congo.  Please beware of any and all mailings that you may receive (both through electronic and postal service) that promise your parish, school, cemetery, or other organization a bequest, inheritance, grant, or other sum of money in exchange for a "good faith/gesture donation or commission." Such offers are "too good to be true;" please do not respond in any fashion.

Changing Address? If a priest or parish has a change of address for any location with mail delivery (whether residence, office, parish center, church, school, etc.), please send the old and the new addresses to [email protected]. By using this centralized system, Chancery will be able to collect, update and notify all of its departments/offices of address changes simultaneously. Thank you for your cooperation with this process that is intended to serve you better.

Directives for Visiting Priests (clarification) - Distinction between the need for a vs. a Letter of Suitability: Please remember that pastors should always exercise caution in admitting priests to ministry in the parish, especially when they are unknown to them or their parishioners. Even if known personally by the priests of the parish, a visiting priest must have his canonical superior (bishop or religious superior) send a letter of suitability to Bishop Deeley. If the letter is sent directly to the parish, then a copy must be provided to the Bishop. If the Bishop receives the letter, a COPY of the original will be emailed to the parish, and the original will be kept in the parish file at Chancery.

The only time a celebret suffices is if the cleric is visiting the area (i.e., relatives) and will be in attendance as a concelebrant (neither as the principal celebrant nor as the homilist). The celebret must be dated within the year. If there are any concerns relative to the status of a visiting priest, please consult Sr. Rita-Mae Bissonnette, Chancellor.

Conversely, if a priest or deacon of the Diocese of Portland is going to exercise ministry outside our diocese, then a Letter of Suitability should be requested from the Bishop’s Office, ideally two to three weeks before the event. It is understood that advance notice may not be possible if you are going to celebrate a funeral, but all other requests should be planned.

Diocese of Portland to Hold Special Collection for the Middle East on Sept. 6-7

August 28, 2014

PORTLAND---In response to a request by the United States Conference of Catholic Bishops for a nationwide effort to provide relief to innocent victims in the Middle East, Bishop Robert P. Deeley has authorized a special collection for the weekend of September 6-7, 2014, to assist in providing humanitarian aid and pastoral support to these fellow Christians in the face of ongoing violence and persecution. Parishes should remit the proceeds as they would for any special collection, with a deadline for Friday, September 19 (as noted in the Varia).

The proceeds will support the efforts of Catholic Relief Services (CRS) as it addresses urgent needs by offering assistance to persecuted Christians and begins work on long- term church reconstruction. As the conflict worsens in the Middle East, millions of refugees and displaced people need our support.

 In Iraq, the deteriorating security situation has caused mass displacement with nearly 200,000 people now living in collective centers.  In Gaza, hundreds of innocent civilians have been killed, and the rapid escalation of violence has devastated current prospects for peacebuilding.  In Syria, more than two million people, mostly women and children, have sought refuge in neighboring countries.

CRS has committed an initial $650,000 in private funds to reach 10,000 families and estimates a total of $4 million will be needed for short and long-term recovery needs.

Bishop Deeley to Lead Special Pilgrimage to Quebec City in October 2014

Registration Deadline Has Been Extended to September 27

Celebrate the roots of Catholicism in the United States and Canada and experience the grace-filled opportunity to pass through a Holy Door during a journey of faith being led by Bishop Robert P. Deeley.

At the invitation of Cardinal Gérald Lacroix, Bishop Deeley is leading a pilgrimage to Quebec City for the celebration of the 350th anniversary of Notre-Dame de Québec Basilica-Cathedral, the first Catholic parish in North America outside the Spanish colonies. The pilgrimage includes passage through one of only six Holy Doors in the world and the only one located outside of . Passing through a Holy Door symbolizes acceptance of Christ’s invitation to cross the threshold of faith and is an opportunity to ask God for the graces and that may come from a visit to a Holy Door.

The pilgrimage also includes visits to other spiritually significant locations including Sainte-Anne-de-Beaupré and the tombs of Marie de l'Incarnation and Saint François de Laval.

Bishop Deeley will celebrate Mass on each day of the trip, including Saturday Mass in the basilica-cathedral.

2014 Blue Mass, Basilica of Saints Peter & Paul in Lewiston

Bishop Robert P. Deeley will celebrate the 2014 Blue Mass on Sunday, September 14, at 10 a.m. at the Basilica of Saints Peter and Paul in Lewiston. The Mass annually recognizes the dedication and self-sacrifice of law enforcement officers, firefighters, and emergency personnel. Blessings will be bestowed upon all who contribute to the public health and safety of Maine, and prayers will be offered for those who have given their lives in the line of duty. All are welcome to attend this celebratory event. Members of EMS, fire, law enforcement, and other public safety agencies are encouraged to wear their uniforms. 2014 Red Mass, Cathedral of the Immaculate Conception in Portland

Bishop Robert P. Deeley will serve as the principal celebrant and homilist at the 2014 Red Mass on Friday, September 26, at 11 a.m. at the Cathedral of the Immaculate Conception in Portland. , , government and people of all faiths are invited to attend the Mass, which is held to invoke God’s blessing and to ask for his guidance in the administration of justice. The symbolize the presence of the Holy Spirit and are reminiscent of the traditional bright scarlet robes worn by the attending royal judges centuries ago. A luncheon will follow the Mass at the Portland Regency Hotel. Justice Joseph M. Jabar of the Maine Supreme Judicial Court will serve as the luncheon’s keynote speaker. Choose Life Maine, Inc. is a specialty license plate project aimed at satisfying the state’s legal requirements to make a CHOOSE LIFE MAINE specialty license plate available for Mainers. The license plates will raise awareness about the culture of life in Maine and serve as a silent witness to women who are troubled by their pregnancies and who may be encouraged to keep their babies. If motorists maintain their CLM license plate, the state will allocate $10 from the annual renewal fees to Choose Life Maine, Inc. which, in turn, will allocate the fees to Maine’s pregnancy support centers. The estimated minimum benefit per center would be $950 to $1,000 annually.

The Maine Bureau of Motor Vehicles requires that we pre-sell at least 2,000 specialty plates before the bureau can submit a bill to the state legislature for its consideration. If the legislation is approved, buyers will receive a voucher from the Maine Bureau of Motor Vehicles to pick up their new license plate. If the legislation is rejected, the money will be refunded.
