Agenda Any interested person or group may address the City Commission on any agenda item when recognized by the presiding officer or upon request of any Commissioner. Also, any interested person or group may address the City Commission on any matter of City concern not on the Agenda during the agenda item designated Public Comment. The comment of any member of the public or any special interest group may be limited in time. Such limitation shall not be less than five minutes unless otherwise explained by the presiding officer, subject to appeal by the Commission. Pledge of Allegiance 1. Roll Call 2. Consent Calendar The purpose of the consent calendar is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff or the public may ask that any item on the consent calendar be removed therefrom and placed elsewhere on the agenda for individual consideration by the Commission; and such requests will be automatically respected. If an item is not removed from the consent calendar, the action noted in parentheses on the agenda is approved by a single Commission action adopting the consent calendar. a. Consideration of approving minutes of the City Commission meetings of September 18, 2017 and September 25, 2017. Consideration of enacting an amendment to the Traverse City Code of Ordinances which would conditionally-rezone 340 East State Street from C- 4a to C-4b, which would allow the proposed building to be 60' tall rather than 45' tall, as requested by Jon Laureto and consideration of authorizing the related Conditional Rezoning Agreement. (Enactment recommended) (Marty Colburn, Russell Soyring) c. Consideration of adopting a resolution recommending approval of a new Microbrewer and Small Winemaker License to Traverse City Whiskey Company, (TCWC, LLC), and consideration of authorizing the City Clerk to issue the registration allowing operation of the licenses at 201 E. 14th Street. (Approval and adoption recommended) (Marty Colburn, Benjamin Marentette) d. Consideration of adopting a resolution recommending approval of a new Small Distillers License and Entertainment Permit to Mammoth Distilling, LLC, and consideration of authorizing the City Clerk to issue the registration allowing operation of the licenses at 221 Garland Street, Suite D. (Approval and adoption recommended) (Marty Colburn, Benjamin Marentette) e. Consideration of adopting a resolution recommending approval of a transfer Tavern License to Roaming Harvest, LLC, and consideration of authorizing the City Clerk to issue the registration allowing operation of the licenses at 127 S. Union Street. (Approval and adoption recommended) (Marty Colburn, Benjamin Marentette) f. Consideration of authorizing a contract with private property owners outlining their cost sharing responsibilities in connection with reconstructed a paved alley between West Front Street and Third Street; and consideration of authorizing a change order to the contract for the 201 7 Park Street Streetscape Project to add this work to the contract. Consideration of authorizing a professional legal services agreement with Sondee, Racine and Doren to retain Karrie Zeits as special city attorney during the City Attorney's upcoming medical leave, as recommended by the City Attorney per the City Charter. Consideration of waiving the competitive bidding process and authorizing a contract for construction engineering services related to the 2017-18 Water Reservoir Project. Consideration of authorizing a service order for recessed pavement markings to ensure paint resilience through the winter season for 11 locations which are primarily shoulder striping and/or bicycle lanes. Consideration of authorizing a blanket service order for snow removal and hauling from downtown for the 2017/2018 winter season. Consideration of adopting to make permanent the following traffic control orders: • #599, to improve visibility of the crosswalk and increase pedestrian safety by requiring motorists to yield on Woodmere A venue between Beitner Street and Hannah A venue; • #614, to provide for a contraflow bike lane by prohibiting parking on Seventh Street from Division Street to Maple Street; • #615, to provide for a contraflow bike lane by installing one way traffic signs that exclude bicycles; • #618, to allow general placement of meters and aid in the delineation of parking areas by designating a parking meter City Commission 5 October 2, 2017 Regular Meeting Agenda zone on Garland Street from Hall Street between 207 and 101 Grandview Parkway; • #619, to provide consistency with parking restrictions by installing related signs on the east side of Wellington Street from Front Street south to the alley; and • #620, to improve pedestrian safety by requiring motorists to stop for pedestrians in crosswalk on the west leg of the intersection of Front and Wellington Streets.
