Overview
This document provides reference material for the technical team that configures TIBCO Foresight® Transaction Insight®. It includes information on use of external identifiers in data, managing confidentiality, controlling system security, and more. Due to the complexities of setting up these methodologies, you may wish to discuss your needs with TIBCO Foresight Technical Support before you begin.

This document details advanced Transaction Insight® activities that may require knowledge of: . EDI . Windows system administration . Overview
External identifiers let your users search for a document by entering an ID that your company uses to identify it. Use of external identifiers requires configuration of several areas, including validation and importing, as detailed in this section. Using an external identifier to find a Transaction Insight document:
If your Web.config enables ShowDocumentSummaryDetails, the bottom of the Document Summary page will display the external identifier values.

Instream® EDI DTL EDI Validation Importer Transaction DTL Insight Guideline INI with with cust rec cust rec
EDI is validated with a guideline that puts a custom record in the DTL file. This record contains the external identifier.
EDI and DTL files are sent to Importer to be imported into the Transaction Insight database. Importer’s INI file has modifications to accommodate the custom record.
Transaction Insight users can directly access these documents via the Document Search page or by linking from an external website.

Common Administration Settings
Choose the “landing page,” the page that the user will see after selecting an External ID from the Search Documents page or a link from an external website. To do this: 1. Log on to Transaction Insight as an administrator. 2. Under Common Administration, go to Admin | Settings | General Settings. 3. Scroll to the section Document Landing Page. 4. Choose Document View (user goes to the form) or Document Summary (user goes to the Document Summary page):

Validating
Guideline for Validation The guideline must generate a validation detail results file with a custom record containing the external ID to be used when searching and linking. This record must appear once for each application document in the file. You will need to add Custom Record business rules to your validation guidelines to accomplish this.
To create this guideline, enlist the help of someone familiar with EDISIM® Standards Editor to:
1. Enter Standards Editor and create a new guideline or update an existing one. Look at the List of Application Documents section of ApplicationDocTables.pdf. Note the “document level” for your transaction.
2. In the new guideline, add business rules to create a custom record at the same document level as the IDENT record will go. This will be at the main document level. This record name should match the useridzrec entry in Importer.ini, without the leading Z, which will be added automatically during validation.
Transaction Insight Reference Manual Setting up External Identifiers 6 If you will be using external IDs in other guidelines, use exactly the same custom record name in every guideline. See Custom Record Business Rules in BusinessRules.pdf for details. For an example, see page 10.
3. Save the guideline.
4. If it is a HIPAA document, merge it with a TIBCO Foresight guidelinePlus that has types 1-7 HIPAA rules and creates document-level IDENT records. For the names of these guidelines, see ForesightHIPAAguidelineList.pdf. If this is not a HIPAA document, be sure that it creates document-level IDENT records as described in FSUID_and_AppDocs.pdf.
5. Copy the resulting production guideline to Instream’s Database directory.

1. Import a 5010 837P. 2. Log in to Transaction Insight and go to its Search Documents page. 3. Click the External Identifiers Search tab.

5. Depending on your choice under Common Administration, you will see the Document Summary page or the form for that application document. If the search returned multiple documents, they will appear in a table with links to its Document Summary Page or form.
Accessing a Transaction Insight Form from Outside the Portal
If you know the document’s FSUID or unique ID and can log in to the portal, you can go directly to a document by specifying a URL from outside of Transaction Insight. You will go to either its document view or its document summary page (in read-only mode). This depends on the setting of Common Administration | Admin | Settings | General Settings | IsDocViewDefaultUIDLandingPage. If the FSUID or unique ID matches more than one document, you will see a list of all documents matched. You can then choose whether to go to the document summary or document view page.

Overview
Force Through lets you process documents within Transaction Insight that have uncorrected errors in one of two ways: . A Force Through button on a document’s form submits a document to an external directory even though it has uncorrected type 7 and 8 errors. . A Delete/Return button on an 837 document’s form creates two files in an external directory: the EDI and an XML file that lists the uncorrected error numbers, a status, and a comment entered by the user. You can only enable one of these.
Force Through for Type 7 and 8 Errors
If Type 7 and 8 Force Through is enabled, a form has a Force Through button that lets users submit documents that have uncorrected Type 7 and 8 errors. It works for any transaction and version as long as the uncorrected errors are all Type 7 and 8.
Setup
Web.config ExclusionSetting This causes the Force Through button to appear. ForceDirectory This specifies the directory where Transaction Insight saves forced documents.
Transaction Insight Reference Manual Force Through Processing 19 Excluding Certain Errors from Force Through You can specify certain errors that will prevent a document from being forced through. Go to Common Administration | Settings | Error Settings | HIPAA Level 7 Error Exclusion Settings and list the excluded errors:
Usage
1. Validate a document that has unfixed and non-excluded type 7 or 8 errors. If the status is Invalid and only type 7 and 8 errors are left, the Force Through button becomes active on the HIPAA form or Errors Not in Form page. If the document is valid, Force Through is not active. 2. Click Force Through. This places the EDI in the directory specified by ForceDirectory in Web.config. The status updates to Forcing or Forced. You can refresh the page to see the current status.

Forced The Force Through process successfully created an EDI file in the directory specified by ForceDirectory in Web.config. Forcing The Force Through process is currently running.

If Delete/Return Force Through is enabled, a form has a Delete/Return button that writes EDI and an XML file to a directory if the EDI has uncorrected errors. It works on any version of 837s and any error types.
Setup
Web.config
IsClaimForceThrough If on (set to ‘true’), the Delete/Return button appears on the form and Errors not in Form. ForceDirectory This specifies the directory where Transaction Insight saves forced documents.
Team Role Your user must be assigned to a team role which has the Delete/Return permission.
Usage
1. Validate an 837 from a form or Errors Not in Form page. If the status is invalid, the Delete/Return button becomes active.
2. Choose a status, add a comment, and click Delete/Return.
The Status changes to reflect your choice. You can refresh the page to see the current status.
Transaction Insight Reference Manual Force Through Processing 21 Transaction Insight writes two files to the directory identified by ForceDirectory in Web.config: . The EDI . An XML file that lists the error numbers, the status chosen by the user, and the comment entered by the user.

This feature lets you control which errors can be corrected. See Restricted Error Correction in TIB_transactioninsight_n.n_commonadmin.pdf.

Confidentiality Overview
Confidentiality lets you block out certain information in certain documents when viewed by certain Transaction Insight users. A typical example of confidentiality is preventing internal users from being able to tell that a claim was from one of their co-workers. The major steps are defining: 1. Which documents contain confidential data. 2. Which fields in these documents are confidential. 3. Who can see confidential data.
Confidentiality on the Document Summary Page
Extended fields display on the Document Summary page and these may include confidential data. To identify fields that should be blocked out on the Document Summary page for users who don’t have confidentiality permission: 1. In Common Administration, go to Settings | Document Fields in Common Administration. 2. Select the standard and transaction set. 3. Move the field to Confidential Fields. 4. Save.
Transaction Insight Reference Manual Managing Confidentiality 23 In this example, the extended field Name is being stored in the database, along with lots of other fields. We are preventing the name to display on the Document Summary page for users without Confidentiality permission.
Confidentiality on Transaction Insight Forms and Fields Not on Forms
Which Documents Contain Confidential Data
You will need to define which element determines whether confidentiality should be in effect for this particular document.
To do this:
1. Set up a transaction filter to capture some value from the data (Subscriber ID, for example) that determines whether this particular document is confidential. For instructions on setting up transaction filters, please see Filters_for_FPP.pdf. Use the same Z-record index for all transactions that are included in confidentiality. For example, if the ZZT01 record determines confidentiality for an 837P, it should do so for an 837I also.
2. Tell Transaction Insight which record it is. In Common Administration, go to the bottom of Settings | Document Fields and select the Confidentiality Z-Record index:
The Z-record in this example is ZZT01.
Transaction Insight Reference Manual Managing Confidentiality 24 3. Create a text file containing values that trigger confidentiality for this document. This file is a comprehensive list of all confidential identifiers. It is not just the new ones. If your Z-record contained subscriber IDs, this might be a list of Subscriber IDs for employees of your company. You wouldn’t want Transaction Insight Users from your company to know they are looking at data about a co-worker.
4. Load values from this file into the Transaction Insight database with TIUtilities -c parameter that points to the text file of identifiers, or use TIBCO Foresight® Studio’s TIUtilitiesLCI component. Example: TIUtilities.exe -c "C:\Foresight\identifiers\ID.txt" -dbtype "odbc" -db "DRIVER={SQL Server};SERVER=(local); DATABASE=TISQL;UID=1234;PWD=X892" -td "C:\logs" In this example, the text file is C:\Foresight\identifiers\ID.txt. Before displaying data in fields you have designated as confidential, Transaction Insight will check the value in its Z-record against the values that you loaded in the database. If there is a match, the confidential information will be blocked out for this document. To make changes later: 1. Update the file containing the identifying values. When finished, the file should contain a complete list of identifying values, not just the new ones. 2. Repeat the TIUtilities.exe –c command to replace the current database values with the ones from the file. The IDs in the file will be put in the database and ones that are no longer in the file will be deleted from the database.

Confidential information through the Statistics pages: 1. Under Roles, create a role to be used only by those who can see confidential information. 2. Select View Confidential Claims as well as any other permissions that you want them to have. 3. Assign this role to the users who can see confidential information. These users can now see confidential information on pages and forms opened through the Transmissions page.
Confidential information through the My Tasks pages: 1. Under Teams, create a team role to be used only by those who can see confidential information through My Tasks. 2. Select View Confidential Claims as well as any other permissions that you want them to have. 3. Assign this team role to the users who can see confidential information. These users can now see confidential information on pages and forms opened through My Tasks.
The Blockout Character
Web.config’s FormViewerCharacter key determines which character is used to block out the confidential data. It can be a keyboard character or an extended ASCII character: "FormViewerCharacter" value="*" > "FormViewerCharacter" value="█" >
For an extended ASCII character, turn on Num Lock and then use Alt+ ASCII code on the numeric keypad.
Access Control on Form Fields
Edit EdiAccessControl.xml, which is in your environment’s TIWeb\TI\EdiForms directory, to change what is being blocked on forms, and on the PDFs and XML files exported from forms. The file is preloaded with lines like these, which specify d o c um e n t/ loop/segment/element . These control access for fields:

A confidential field, as specified under Settings | Document Fields: . Causes the field's view and edit level to be considered 50. . Blocks out the data for roles that do not have View Confidential Claims selected, regardless of its Form View Level and Form Edit Level. . Shows the data for roles that have View Confidential Claims selected, if their Form View Level and Form Edit Level is at least 50. Database Information Security
Importer, TIUtilities, and TIMatcher To enhance database security, Importer, TIUtilities, and TIMatcher no longer write database information to log files. For additional security, you may choose to encrypt database information. To do this, update your configuration file and run the program with the -encryptini option, specifying the location of your .ini file. For example: TIUtilities -encryptini C:\example\TIUtilities.ini In this TIUtilities example the line beginning with "db=" is changed to "db_enc=" and the remainder of the line is encrypted. IMPORTANT: After this change, connection information is machine-readable only. Ensure your database connection information is accurate before encrypting it.
Transaction Insight Portal (Web.config) Transaction Insight portal stores database password information in the appsettings section of Web.config. To encrypt this information: 1. Authorization Summary
Authorization is restricting or granting access to Transaction Insight screens and partner information. The only resource that does not require explicit permission is the user’s own account information: User Name, Email address, Password, and Email frequency. If a user does not have permission to see a screen, it is removed from the menu entirely. The Transaction Insight administrator has easy, centralized maintenance and consistency through roles and partner groups. In addition, the administrator chooses which fields to store in the database for each transaction.

Controlled Access to Partner Information

Viewing actual data is restricted to those explicitly given permission through roles or team roles.
Viewing and Correcting Data with Errors An administrator uses the Teams page to set up teams that have access to data containing errors on Transaction Insight Portal’s Teams page. Each team gets certain types of data according to routing rules set up by the administrator.
The administrator also decides who is on the team and what each team member can do. The permissions are easily configured and maintained via reusable team roles. A role is a set of permissions, including separate options for each category of information below. Team roles are easy to configure centrally (“template roles”) and then further customized for each separate team, as described below.

Auditing Summary
Auditing is the logging of who did what, and when. Transaction Insight auditing features include: . Auditing can be enabled or not. . Auditing is all-or-none. Additional Security Recommendations
Overview
Transaction Insight is generally considered to be composed of separate areas of functionality: The web server (or portal), the database server, and the "back end" processing server. These functional areas can be distributed across one or more servers in varying ways. In addition to the security features available within Transaction Insight there are some general best practices that should be considered when securing Transaction Insight installation.
Network Security
Whether or not your server is exposed to the Internet, it should always be behind a firewall. Firewall rules should be used to restrict access to your server as much as possible. For the Transaction Insight portal, all traffic is HTTP over TCP using a single port. All other ports should be blocked. Consider blocking all traffic to your server by default and allowing only trusted IPs to connect. The best possible case for network security would be a direct VPN between your network and your users.
Passwords
Consider using Windows Authentication to connect to your database from Transaction Insight applications. Otherwise you will have to store passwords in one or more Transaction Insight configuration files. While those files can be individually encrypted, Windows Authentication is both more secure and less of an administrative burden.
Web Server
Any web server should be hardened as much as possible. Even internal servers benefit from hardening by reducing the overall number of attack vectors inside your network.

System Patching
Transaction Insight portal runs as a .NET application under IIS on Microsoft Windows. Microsoft provides patches and support for all of these technologies. Keep your system software as up-to-date as possible. Consider at least a monthly maintenance window for operating system and vendor software updates. Antivirus protection with a more frequent update schedule is also recommended.
IIS
Permissions The Transaction Insight web application runs as a .NET application under IIS. Actions performed by the application are executed as the Windows user defined by the "Application Pool". Give this user the minimum required permissions. For example while this user needs write permission to their temp directory, there is no reason to give them write permission on the application directory (TIWeb). HTTPS HTTPS helps to protect user credentials as well as any PHI, PII, etc. that may be transmitted during a user session. If your server is exposed to the Internet you MUST use HTTPS. This requires at least a server-side certificate. If possible use mutual (two-way) authentication. Use the most secure cryptographic protocols and cipher suites supported by your clients. Disable unused protocols and suites.
File System Encryption
It is generally recommended to encrypt the file system of the web server. This protects against the loss of any private information in the event of theft of the system. For general operation of Transaction Insight, no application user credentials or EDI data is stored on disk. When using the claims correction feature, EDI data is temporarily stored on disk during the validation operation. This temporary information is removed using standard operating system commands, which technically makes it possible to recover the information if the underlying storage device were to be stolen. If you are not using Windows Authentication to connect to your database server, you will also be storing database user credentials in the Web.config and various ini files. Microsoft Windows Server 2008 R2 and later support whole drive encryption with the "Bitlocker" feature.

Data Encryption
Some environments require data to be encrypted either at rest, in transit, or both.
Data in Transit Both Microsoft SQL Server and Oracle provide encrypted communications between client and server. Your environment may require the use of this feature.
Data at Rest Both Microsoft SQL Server and Oracle provide "Transparent Data Encryption.” As the name indicates, this is transparent to the application and requires no configuration changes to Transaction Insight.
"Back End" Server
File System Encryption
Data may reside on the "back end" server for varying lengths of time but even when data is deleted, it is usually with standard operating system commands. This can leave the data vulnerable to recovery if the underlying storage device is stolen. Your environment may require the encryption of data at rest. If so consider using whole drive encryption. Most vendors provide this option as part of the operating system.
