Welcome

From the Council of the Oceania Athletics Association

Greetings from and a warm welcome to the Athletes, Officials, Team Managers and many other friends of Oceania Athletics Association.

It is with much pleasure that we welcome you to Suva, .

There is no doubt that this Championship event is sure to bring plenty of excitement to Suva, with 11 Federations, it is sure to be an exciting Championship.

We welcome our Sponsors of the Championships and thank them for their continued support of Athletics in the Oceania Region and in particular Fiji.

The Local Organising Committee for these Championships has worked tirelessly to bring these Championship to fruition and we take this opportunity to thank each of the Members of the LOC in particular Selwyn Williams for his leadership in ensuring these Regional Championships will be a resounding success.

#Melachamps16 Section 2 - Code of Behaviour Athlete’s Code of Behaviour - Be a good sport - Compete for enjoyment - Strive for personal excellence - Work hard for your team as well as yourself - Treat all team mates and opponents as you enjoy being treated yourself - Compete by the rules - Control your behaviour on and off the field - Learn to value honest effort, skilled performance and improvement - Respect all technical officials and abide by their decisions

Team Manager’s /Coach’s Code of Behaviour - Set a good example for your athletes - Encourage and create opportunities to develop individual skills - Teach your athletes to be respectful of officials and fellow competitors - Give all interested athletes a chance to participate - Remove from the field of play any of your athletes whose behaviour is not acceptable - Ensure that your own knowledge of the sport is up to date - No member of the team management of the opposite gender should enter the team change rooms until all team members have completed changing - It is most unwise for any team official to be in a situation where the official is alone with a team member without the knowledge of the team management - Abide by Oceania Athletics Association policy which prohibits smoking and the consumption of alcohol by Team Management and Coaches at any time whilst in the direct supervision of athletes - Respect officials and do not enter the field of play during competition

Code of Ethical Behaviour of Technical Officials The duty of an official is to act as an impartial judge of an athletics competition. This duty carries with it an obligation for the official to perform with accuracy, consistency, objectivity and the highest sense of integrity. - Assist in the safety and welfare of athletes - Be a positive role model in behaviour and personal appearance - Feel confident about the decisions being made and accept responsibility for all actions taken - Value the individual - Answer any and all questions asked by an athlete - Use common sense to ensure that the “spirit of competition” is not lost - Be impartial and do not coach athletes whilst officiating - Work as part of a team - Avoid any situation which may lead to conflict - Be courteous, respectful and open to discussion and interaction - Refrain from any form of harassment towards athletes and/or fellow officials - Be courteous, respectful and open to discussion and interaction - Refrain from any form of harassment towards athletes and/or fellow officials

#Melachamps16 Section 3 – General Information

The following information is provided to assist with your participation in the 2016 Melanesian Championships in Athletics. It outlines a number of general procedures that have been implemented to ensure that the Championships proceed smoothly and hopefully it will answer a number of questions.

SUVA, FIJI

Fiji is located in the South Pacific, 3000 km (1875 miles) east of Australia and about 1930 km (1200 miles) south of the Equator. It comprises 322 islands. The two largest are the extinct volcanoes of Viti Levu and Vanua Levu. There is much of scenic and historic worth in Fiji, including its sugar cane and cocoa plantations. The capital, Suva, has many old shops and markets selling artefacts and handicrafts. Places of interest include the National Museum, situated in the lush surrounds of Thurston Gardens, and the old Parliament Buildings.

History and Culture Fiji is a blend of fascinating ancient cultures. Tranquil villages nestled in out of the way places. Rituals such as the Yaqona (Kava) ceremony are enacted as they have been for centuries and visitors are welcomed as honored guests. Come and discover our history, be entertained by our legends and tales, find out about our culture and learn our ways. Teach yourself a little of our language.

Airports Fiji has two international airports - Nadi, the principal gateway and Nausori, near Suva.

Language The official language is English, which is also taught in schools. The other main languages are Fijian and Hindustani. Chinese and Urdu are also heard in the markets.

Religion A multiracial, multicultural nation, Fiji is represented by major religions of the world. Visitors will see Christian churches, Mosques, Sikh and Hindu temples in the towns and the countryside. The majority of Fijians are of the Wesleyan persuasion, but all the other Christian denominations are represented. Visitors are welcome at Sunday worship throughout the Fiji Islands

Climate Tropical. Southeast trade winds from May to October bring dry weather. The rainy season is from December to April. In February the mean maximum daily temperature is 30o and the minimum is 26o. The average relative humidity is 72% and the mean monthly rainfall for February is 200mm.

Electricity The electrical current in Fiji is 240 volts AC 50 Hz. Fiji has three pin power outlets identical to Australia and New Zealand. If your applications are 110v check for a 110/240v switch; if there is none you will need a voltage converter. Leading hotels and resorts offer universal outlets for 240v or 110v shavers, hair dryers, etc.

Communications Telephone: IDD is available. Country code: 679. Outgoing code: 00. International calls can be made from hotels via an operator. Roaming agreements in operation. Network provider is Vodafone or Digicel. If you need a Fiji Sim Card, you will be able to get one at the Airport – free of charge. Sim card top-up cards are available at the airport!

Food and Drink Mains water is normally heavily chlorinated, and whilst relatively safe may cause mild abdominal upsets. Bottled water is available and is advised for the first few weeks of the stay. Milk is pasteurized and dairy products are safe for consumption. Local meat, poultry, seafood, fruit and vegetables are generally considered safe to eat.

Currency The Fijian dollar is the basic unit of currency, available in denominations of $5, $10, $20, $50. Coins: 5c, 10c, 20c, 50c and $1.

Banking Fiji is well represented by banking groups. These include: The Australia and New Zealand Banking Group (ANZ), Bank of South Pacific, Colonial National Bank, Westpac Banking Corporation and

All groups have head offices in Nadi with branches and agencies throughout Fiji. Normal banking hours are from 9:30am to 3:00pm Monday to Thursday and to 4:00pm on Friday. All banks are closed on Public Holidays. ANZ operates a 24-hour service at Nadi International Airport’s Arrivals Concourse.

ANZ offers ATM services in Suva, Nausori, Nadi, Nadi Airport, Lautoka, and Labasa. National Bank and Westpac offer EFTPOS services in Suva, Nausori, Sigatoka, Nadi, and Lautoka.

#Melachamps16 Health and Medical Fiji is free of major tropical diseases, including malaria. It has an effective, western-style medical system. Fresh water reticulated in Suva, Lautoka and the other major towns has been treated and is safe to drink. Hospitals are located in the major centres and there are health centres in rural areas. Hotels and resorts usually have a qualified nurse on the premises and a doctor on call. As in all travel it is recommended to take out a comprehensive health insurance. Other mosquito born viruses are present however appropriate clothing and repellent will assist in avoiding illness.

Restaurants A number of restaurants, bars and a food court are located in downtown Suva as well as Sports City and Damodar City Shopping Centre catering for various types of cuisine all within 5 minutes’ walk from ANZ Stadium.

Attire Visitors to Fiji should bring a light tropical wardrobe. Bathing suits, shorts, T-shirts and as they will soon discover "sulus" (known also throughout the Pacific as pareau, lavalava or sarong) are a must for both men and women. The wrap-around "sulu" is Fiji’s most distinctive and versatile form of dress. It is women who obtain the most benefit from the "sulu". There are at least ten different ways in which it can be used, even for evening wear. Ask your resort staff for hints on tying and wearing your "sulu". Visitors are asked to be careful not to offend local sensibilities. Wearing bikinis and ultra-brief, swimming costumes is fine at the resort but not when visiting villages or shopping in town. At such times it is easy to take a sulu to use as a wrap-around so no offence is caused. Both men and women should be careful to respect local feelings.

Shopping/Business and shopping hours: Handicraft, jewelry including traditional, souvenir, souvenir garments and other duty free items. Shopping hours are from 8.00a.m. - 7.00p.m. Sunday and public holiday trading is also permitted.

Shopping facilities: Handicrafts shops, drapery shops, supermarkets, shopping mall pharmacy. Shopping facilities are also available in major hotels within the Suva area. Although many hotels and resorts have shopping on site, Nadi town is a popular shopping destination. Jewelry, cameras, high fidelity audio equipment, clothes handicrafts artefacts, souvenir items, original artworks are among the many items on offer.

Transport available: Bus services provide from 5.30am to 11pm. Taxi and carrier services are provided 24 hours’ service. Rental cars are available 24 hours, tour and boat transfers from main land to outer islands from hotel desks can also be arranged. It is only walking distance away from the Central Business District of Suva, Tennis Courts & Fitness Gym and Victoria Parade (the main avenue) which will take you past an array of restaurants, clubs, stores, banks and airline offices.

All rooms are air-conditioned and have several TV channels, direct dialling telephone and Tea, Coffee making facilities. Mokosoi Restaurant offers A ’la Carte Menu at reasonable prices. The restaurant opens for Breakfast, Lunch and Dinner offering an excellent selection of International, Chinese dishes & Indian specialities. Room Service is also available from 7:00am to 9:30pm.

Tropic Towers (Kiribati, Papua New Guinea, Solomon Islands) 86 Robertson Road

The Apartment Hotel is located in a quiet peaceful area of Suva on a hill overlooking the beautiful harbour. It is only a short walk to the main city and everything the city has to offer. There are 47 spacious and fully serviced single, double and three-bedroom-apartments. All units are self-contained with kitchen facilities including stove, refrigerator and kitchen utensils. The apartments also include a TV, radio, telephone and air-conditioning. There is a laundry with dryer and iron for you to use as well as a 7-day laundry service. The in- house bar invites you to an ice-cold drink after a hot day in the city.

Suva Apartments (New Caledonia, Vanuatu, Wallis and Futuna) 17 Bau Street The Suva Apartments are 20 self-contained serviced apartments located behind Fiji Olympic House. The apartments are close to the centre of town. Standard rooms have a stand fan in the bedroom and ceiling fan in the sitting room as well as TV and toaster. All rooms are fully self-contained with cooking facilities, refrigerator and telephone, which is operated with a tele card that can be purchased at the reception. All rooms are serviced every second day including linen and towel changes. A washing machine and dryer are available and staff will also provide laundry service for a nominal sum.

Nausori International Airport (Suva Airport) Approximate driving time is 30 minutes from the Athletes’ Village. 18

Payment Accommodation is to be paid for the non-quota athletes by Team Management prior to arriving in Suva, unless prior arrangements have been made. All funds will be paid to the Executive Director.

Meals For those teams staying at the Peninsula Hotel, you will be supplied with Breakfast and Dinner and will receive a per diem for Lunch, where a meal is not supplied by the Local Organising Committee. Meal vouchers will be given out to all athletes staying at the Village. Athletes who are not staying at the Village will not be given a meal voucher. Times for meals will be posted at the hotel.

For those teams staying at Suva Apartments and Tropic Towers you will be allocated a per diem for each meal.

Allergies It is important that all food allergies are reported to the Village Mayor before athletes arrive at the Village. This will ensure that all procedures are in place to cater for the athletes’ needs.

Technical Information Centre (TIC) The TIC will operate at ANZ Stadium during competition. Outside of competition Federations are asked to contact the Competition Manager, Anthony Curry who will liaise with the Technical Delegate and TIC Manager.

Security The security of personal belongings will be the responsibility of the individual. It is recommended that each team supervise their own areas and security of the competitor’s bags.

Money Exchange There are a number of banking options available in Suva: If you follow McGregor Street for a 15-minute walk to the West part of Suva, you will find numerous ATMs from different banks such as ANZ, Westpac and local banks on Scott Street and around. Western Union Money Exchange, BSP and Westpac are also available at Sports City and Damodar City Shopping Centres located 5 minutes’ walk from ANZ Stadium.

Transport The Local Organising Committee has arranged ground transport. Teams staying at the Athlete Village will be transported from the airport to their accommodation on arrival and from their accommodation to the airport on their departure to and from the track for training and on the days of competition and to and from any official functions or social activities

Damage to Property It will be the Team Manager’s responsibility to ensure that the athletes under his/her care do not cause damage to the rooms of Hotels.

Any damage caused by athletes will be paid for before departure by Team Managers or billed to the Federation.

Athletes causing the damage will face the OAA Disciplinary Tribunal and accept the penalties (if any) given.

Officials’ Accommodation

Suva Motor Inn Corner of Gorrie and Mitchell Street

Situated in quiet surroundings with picturesque views of seascapes and bushland the Suva Motor Inn is an easy stroll to the heart of the city. On the edge of the central business district guests will be close to the waterfront, sports grounds, government buildings, the President’s Residence, museums, restaurants and bars.

The hotel complex features a tropical courtyard encompassing a two tiered swimming pools. The onsite restaurant and bar offers Fijian cuisine and is open for breakfast, lunch and dinner. The 47 modern one and two bedrooms’ suites feature cable or satellite television, movies, high-speed internet access (at a charge), kitchenettes and air-conditioning.

Transport

There will be transport available to and from the hotel. A bus schedule will be available at the hotel.

During the competition, including training and warm-up, medical services will be available. These will include a Physio, Doctor’s and St John’s Medical.

Duty of Care The Duty of Care will remain with Team Management for the entire period of their stay in Suva. Availability of Ice Ice will be available at the Stadium for the athletes.

Doping Control Drug testing may be undertaken at the Melanesian Championships. The Local Organising Committee has provided an adequate facility in which the sampling and secure storage of samples can be conducted.

Please ensure that your athletes understand the procedures. Make sure that someone responsible who knows the procedures attends the process with them. It is a very personal experience and if it is the first time that they are required to complete the procedure, they may find it very embarrassing. They have no choice in the matter, once asked by a member of the Drug Testing Agency.

Pre-Existing Conditions Any team members who enter the Village with a pre-existing condition will be charged for medical, dental or physiotherapy costs incurred.

All teams are required to attend the Youth Expo on July 6 at the Peninsula Hotel 11.00am – 1.00pm.

Ceremonies

Opening Ceremony – 6th July 2016, 3.30 PM, ANZ Stadium

The bus will leave the Village at 3pm. Buses will be filled to ensure all the athletes get to the assembly point in a timely manner so please be assembled and ready to go by 2.45pm.

For Technical Officials the Opening Ceremony location is approximately 2km or a 5-minute drive from your accommodation at Suva Apartments.

Buses will transport athletes back to the Village from 6pm.

Closing Ceremony – 9th July 2016, 4.30 PM

The Closing Ceremony will be held at ANZ Stadium following conclusion of the last event from 4.30pm – 5.30pm. Athletes will then be transported back to the village.

The Closing Dinner will be held from 7.00pm – 11.00pm at the FMF National Gymnasium. Buses will transport teams and officials.

The main task of the Technical Information Centre is to ensure a smooth liaison between each Team and the Organising Committee, the Technical Delegate and the Competition Management of the Championships regarding technical matters.

The Technical Information Centre will be located at: ANZ Stadium

The TIC will be open during competition hours and two hours prior to competition and one hour after competition.

The Technical Information Centre will be responsible for:

Entries Each Federation may enter a maximum of three competitors in an individual event. Each Federation may enter one relay team in each of the contested relays.

No additional entries will be accepted at the Technical Meeting, except in exceptional circumstances. Federations may however, substitute athletes already entered in the events, where required.

Uniforms a. It is an Oceania Athletics Association requirement that all athletes, selected as part of a Federation team, must wear their official Federation uniform. b. A photograph of each Federation’s competition uniform, front and back, must be submitted to the OAA Office prior to or when entries close. c. All clothing worn by competitors must conform to the requirements of IAAF Rule 143.

#Melachamps16 Competition Numbers a. Competition numbers will be supplied by the Local Organising Committee. b. Competition numbers will be given to Team Managers who will be responsible for issuing them to all athletes from their Federation. c. The vest numbers issued to competitors for these championships must be worn firmly attached with no fewer than four pins so the entire number and sponsorship information can be easily read. No part of the number shall be folded under. d. Athletes will be issued a total of 3 bibs. IMPORTANT – The first bib with the name will go on the front, the second bib with the name will go onto the athlete’s bag, and the bib with the number will go on the back of the athlete’s uniform. e. Relay teams will be issues a Federation bib which will be place at the front. f. The OAA will enforce IAAF Rule 143.8 which disqualifies an athlete from competing if he/she tampers in any way with the competition number. If an athlete loses their numbers, or it is tampered with it will be the Team Manager’s responsibility to replace them at a cost of $30 FJD per set.

Confirmation of Entries a. Confirmation of entries is the responsibility of Team Managers. b. The Local Organising Committee (LOC) will provide each Team Manager with a copy of their entries upon arrival. c. Team Managers should check these entries and return with substitutions/deletions to the Competition Manager within 24 hours of arrival. d. An updated list of competitors and events will be provided at the Technical Meeting. e. Confirmation of entries must be received at the Technical Information Centre (TIC) by noon on the day prior to the conduct of the event. f. Team Managers must notify any late scratching to the Technical Information Centre (TIC) not later than one hour before the scheduled starting time of each event. Where an athlete is injured during warm-up the TIC should be notified immediately. g. After close of confirmation of each event, heat allocations and lane draws will then be conducted for those events requiring them. Draws for all events will be posted on the notice board outside the Technical Information Centre (TIC) as soon as they become available.

Team Managers will be provided with results at the end of each day and a complete set at the end of the Championships. 28

#Melachamps16 Additional Heats and Elimination Rounds If additional heats or elimination rounds are required, all entrants for that event will be notified through their Team Manager.

Scratching An athlete shall be excluded from participation in all further events in the competition, including relays where: a. a final confirmation was given that the athlete would start in an event but then failed to participate, so that it was not practicable to delete that name officially from the list of starters for the event b. he/she qualified in preliminaries or heats for further participation in an event, but then failed to participate further.

The provision of a medical certificate, endorsed by a medical officer appointed or approved by the OAA and /or Organising committee, may be accepted as sufficient reason to accept that the athlete became unable to compete after confirmation closed or after competing in a previous round but will be able to compete in further events on a subsequent day of the competition. (IAAF Rule 142.4 and notes (i) (ii)).

Call Room Procedures a. All athletes are required to report to the Call Room prior to their event. b. Athletes will proceed to the start of their event from the Call Room accompanied by an official. Athletes who proceed to the event site not having gone through the Call Room and, not accompanied by an official, may not be allowed to compete. c. There will be one Call time. The times at which athletes should report to the Call Room prior to scheduled start time of their event are:

Discus, Javelin, Hammer, High Jump 50 minutes Long Jump, Triple Jump, Shot Put 40 minutes Relays 25 minutes Track 20 minutes

d. This time allows for all Call Room procedures and movement to the competition site. The remainder of the time may be used to complete the warm-up at the competition site, if the site is not in use for another event. e. If an athlete is already competing in another event at the designated call time, the Team Manager must notify the Call Room of this prior to the designated call time. f. Confiscated items will not be taken off athletes in the Call Room. They may remain in your bag but not be used at the event site or until you have exited the Field of Play through Post Event Control. g. All teams will be supplied with a call room schedule. 29

The number of rounds and heats to be conducted for all track events, and the number of athletes who progress to the next round, will be determined in accordance with IAAF Rule 166.

Rules for progression and qualifying rounds are as follows. These are the numbers of athletes checked-in and over-ride the IAAF Rules, and remain subject to changes directed by the Competition Director and/or Technical Delegate.

#Melachamps16 Starting Heights Starting heights and progressions will be confirmed at the Technical Meeting along with progressions.

Private Implements a. Athletes who wish to use their own throwing implements during the Championships must lodge them with the Technical Manager in the Equipment Room before 2 hours prior to the event starting. The implements will be impounded until after the event when athletes may collect them from the Technical Manager. b. Personal implements lodged with the Local Organising Committee will be added to the pool of implements to be used in the competition and may be used by any athlete, not just the athlete who lodged it.

Starting Blocks Starting blocks must be used for all events up to and including 400m and only those supplied by the Local Organising Committee (LOC) may be used.

Spikes The maximum spike length is 7mm for all events except high jump and javelin, which has a maximum spike length of 9mm.

Relay Confirmations Relay confirmation sheets must be completed by the Team Manager and handed into the Technical Information Centre (TIC). The composition of the team and the running order shall be officially declared no later than one hour before the first published call for the first heat of each round of competition. Further alterations may be made on medical grounds only if verified by a medical officer appointed by the Local Organising Committee (LOC) until the final call for the particular heat/final in which the team is competing. (IAAF Rule 170.18)

Relay –Medley Relay The medley relay team will consist of 4 athletes. The order of running will be 100m, 100m, 200m and 400m. The relay will start at the normal 4x100m start, first change (100m - to - 100m) at the 4x100m first change, second change (100m - to - 200m) at the 4x100m second change, 200m runner runs in lanes to the scratch line of the 4x100m third change (corresponds with 100m start line) then breaks from lanes and final exchange (200m - to - 400m) is in the 4x400m takeover zone for the final 2 exchanges for the 4x400m. The final runners line up in the same order as the start list, they will not be in lanes but "compressed". If any team is clearly in front, then if anyone changes order, that is allowed in accordance with Rule 170.20/ 170.21 (providing there is no jostling or obstruction), however it is likely that the final runners will stay in the start order.

Medal Presentations Medal presentations will be made as soon as possible after the event.

 All place getters are asked to assist with this procedure by going with an official at the completion of the event.  Team Managers are requested to assist in ensuring athletes are readily available and are wearing their approved team uniforms or team track suit. (IAAF Rule 143.1)

Protests and Appeals  Protests must be lodged initially with the Referee as per IAAF Rule 146 within 30 minutes of the announcement of the result.  Appeals to the Jury are to be made in writing on the appropriate appeal form which can be collected from the Technical Information Centre (TIC). The cost of an appeal will be $100 FJD Appeals can be made by either the Athlete or the Team Manager and should be lodged in the Technical Information Centre.  At these Championships an approved team official may be present to assist an athlete whenever an athlete is being addressed or questioned by a Referee or Jury of Appeal.

Exhibition Events  Athletes competing in Exhibition Events will report to the Call Room according to the Call Room schedule.  Athletes will not be permitted to go directly to a field or track event.  Athletes competing in field events will receive 3 trials.  All track events will be conducted as finals. Athletes competing in track events will be seeded according to age.  The IAAF Start Rule will be applied to all Exhibition Athletes over the age of 16 years.  Exhibition Masters and Para-sport Athletes will compete under Masters Rules and IPC Rules.  No medals will be presented for athletes competing in Exhibition Events or Masters Events.  A Certificate of Participation will be issued following the Championships for all athletes competing in Exhibition Events.  Masters Athletes will receive 4 attempts in Field events.  Para-sport athletes will receive 6 attempts in Field events.

If Federations wish to display other advertising on clothing or bags, they must ensure that their athletes are aware that any unacceptable advertising will be taped in the Call Room before entering the arena.
