Vol. 52, Issue No. 52, 30 Dec, 2017 In the Gujarat assembly elections 2017, political parties indulged in tokenism vis-à-vis selection of women candidates and foregrounding a mandate for women’s development. The BJP’s rhetoric of “vikas” and Congress party’s experiment of bringing together three dissenting groups for inclusive development will unravel in time. Usually, comments on the results of state legislative assembly elections focus on different factors, formula, strategies, campaign content, and political actions of the winning political party, and limitations of the losing political party(s) and independent candidates. The results of the Gujarat assembly elections are definitely not a foregone conclusion, especially for the Bharatiya Janata Party. This article takes a nuanced look at the factors that will affect the final outcome on 18 December even as it carries voices at the ground level in the state in the run-up to the polls on 9 and 14 December. Weeks before Gujarat voted, Kamlesh Patel was weighed down with worries, clueless about seeking a resolution to the problems before him. He was tasked to execute the fiats issued by Gandhinagar and Delhi and not take initiatives. Lakhtar town is part of the Dasada reserved Scheduled Caste (SC) seat that the BJP has won since 1990. Just once in 2002 the seat had gone to the Congress. Dasada has 30,000 Patel voters but Kamlesh was directed to keep off his community which, he admitted, had become so hostile to the BJP that he felt unwanted in its company. This was so, he says, even after he visited every Patel home in the neighbourhood following the violent stir for reservation, spearheaded by the Patidar Anamat Andolan Samiti (PAAS) in August 2015. The community was hurt and angry after 13 persons were killed by the police, homes were searched and PAAS activists were rounded up.

    Violent Clashes in Gujarat Might Affect Diamond Trade : Protests by Gujarat’s community seeking reservation under OBC quota turned violent on Tuesday, 26th August. After police took Hardik Patel, the convener of the Patidar Anamat Andolan Samiti, into custody, violent clashes broke out in different parts of Gujarat – Ahmedabad, Surat, Mehsana, Rajkot. Hardik Patel was released shortly, but the violence had spread by then. According to a PTI report, clashes were reported in Vadaj, Vastrapur, Nikol and Paldi areas of Ahmedabad. Stone pelting was reported in Vadaj area after the Patel community members tried to enforce the bandh. "Police lobbed a tear-gas shell and also baton-charged crowd when two groups of Patels and dalits clashed with each other," PTI quoted police inspector DR Dhamal of city control room as saying. Shops have been vandalized and at least four buses burned down in several areas. Protesters also burned down two government vehicles in Surat. Policemen were attacked in Kapodra area of the city. A curfew has been imposed in both Surat and Ahmedabad. According to a DNA report, Section 144 was imposed in areas under Kapodra Police Station and Sarthana Police Station in Surat on the night in question. News reports have also carried stories of curfew being imposed in Mehsana city and the towns of Unjha and Visnagar in the district on the orders of the Mehsana collector. With Surat and other parts of Gujarat being a huge hub for diamond manufacturing and trade, these clashes are likely to have a damaging effect on business, at least for the short term.

    Quota for Patels? The neo-middle class syndrome and the (partial) return of caste politics in Gujarat1 Christophe Jaffrelot The political trajectory of the Patels (also known as Patidars2) in Gujarat, which shifted in the 1980s for the first time in post independence India, is changing its course again - and in relation to the same issue : reservations. Representing 12.3% of the population of the state, this dominant caste of farmers which had rallied around the Congress behind Vallabhbhai Patel in the 1920s-1940s remained behind the ruling party after independence, while it benefited from the abolition of the zamindari system (especially in Saurashtra) in the 1950s and quickly seized the opportunity of growing and marketing commercial cash crops such as tobacco, cotton, sugar cane and groundnut, with some of them moving to the cities as business prospered. Ghanshyam Shah emphasises the fact that at the same time “The Patidars follow[ed] many of the cultural practices of the Vanyas and consequently elevated their position from the middle to high caste”3. – as evident from their partial rallying around the Swaminarayan movement. However, they distantiated themselves from Congress in the 1980s when the then Chief Minister, Madhavsinh Solanki capitalised on his caste federation, the Kshatriyas (made of Kolis – low caste – and Rajputs4) to form a large non-upper caste coalition also made of Harijans, Adivasis and Muslims, the KHAM. Solanki’s quota politics based on the promise of reservations to the OBCs allowed him to win the 1980 and 1985 elections but alienated the Patels who were at the forefront of violent anti-reservation demonstrations - which resulted in Solanki’s resignation in 1985, soon after the elections.
