Wisconsin requires statewide ballot measures be approved by both houses in two consecutive Legislative sessions in order to be put before voters. A constitutionally-protected transportation fund was first presented as Senate Joint Resolution 23 by 36 bipartisan sponsors, and was voted upon on by both houses on May 17, 2011.
