The Politics of Architecture and Urbanism in Postcolonial Lagos, 1960–1986 DANIEL IMMERWAHR Department of History, University of California, Berkeley This is a preprint of an article to appear in the Journal of African Cultur- al Studies 19:2 (December 2007). It will be available online at http://journalsonline.tandf.co.uk/ After independence, the Nigerian government faced a number of choices about how to manage its urban environment, particularly in Lagos, Ni- geria’s capital. By favoring a program of tropical modernist architecture for its prestige buildings in Lagos and British New Town style for its housing estates there, the government sought to demonstrate both its in- dependence from European culture and its ability to perform the func- tions of a modern state. And yet, the hopes of government officials and elites for Lagos were frustrated as Lagosians, in response to new eco- nomic and demographic forces, shaped a very different sort of city from below. The Nigerian government’s retreat to Abuja and its abandonment of Lagos mark the failures of urban policymaking in Nigeria. 1. Colonial and Postcolonial Cities In the past twenty-five years, historians have devoted a good deal of attention to the spatial aspects of colonial rule. The ―colonial city‖ has emerged as an archetype fundamentally different from the metropolitan city. Anthony King‘s pioneering work (1976, 1990) emphasized the im- portance of the world economy in determining the shape of colonial ci- ties, and a number of case studies, including those of Janet Abu-Lughod (1980), Gwendolyn Wright (1991), Anja Nevanlinna (1996), and Zeynep Çelik (1997) have further explored the consequences of colonial urban policy. -

EXTERNAL AI Index: AFR 44/24/97 UA 368/97 Fear of ill-treatment / legal concern / possible prisoner of conscience 26 November 1997 NIGERIAOgaga Ifowodo, aged 34, lawyer, member of the Civil Liberties Organisation (CLO) Amnesty International is concerned at the continued detention of Ogaga Ifowodo, a member of the Civil Liberties Organisation (CLO), a leading human rights organization in Nigeria. Ogaga Ifowodo has been in incommunicado detention, without charge or trial, since his return to Nigeria from the United Kingdom (UK) on around 6 November 1997. On 13 November the security police, the State Security Services (SSS), confirmed his detention at their offices in Ikoyi, Lagos. No reason has been given for his arrest. It appears that Ogaga Ifowodo may have been detained as a consequence of his visit to the UK at the time of the Commonwealth Heads of Government Meeting, 24 to 27 October. A number of human rights defenders and several Nigerian non-governmental organizations were present in Edinburgh, where the meeting took place, to demonstrate their support for action by the Commonwealth to help restore democracy and respect for human rights in Nigeria. Restrictions by the Nigerian Government on freedom of movement, usually by seizure of passports or detentions, have made it increasingly difficult for human rights defenders to leave or return to Nigeria openly or without fear of arrest. BACKGROUND INFORMATION The Commonwealth Heads of Government Meeting maintained the suspension of Nigeria’s membership of the Commonwealth, imposed in November 1995 after the political executions of the writer Ken Saro-Wiwa and eight Ogoni co-defendants. -

Marriage Registration According to sources, Nigerian laws recognize Islamic, customary and statutory [registry (US n.d.)] marriages (Nigeria n.d.a; Doma-Kutigi, 2019, 25). A journal article on certifying Islamic marriages in Nigeria by Halima Doma-Kutigi, who teaches law at Nasarawa State University and Baze University in Nigeria, indicates that each marriage type is "distinct and separate" from the others (Doma-Kutigi 2019, 22, 23), while the US reciprocity schedule explains that specific requirements apply to each one (US n.d.). Sources report that customary and Islamic marriages are not required to be registered (US n.d.; Doma-Kutigi 2019, 22) or have no government record (Nigeria n.d.a). The US Department of State's reciprocity schedule states that [i]ndividuals will sometimes, when necessary, swear an affidavit in a court that they are married in order to provide written proof of such a marriage. Some Local Governments will issue a certificate based on that affidavit by virtue of the Registration of Customary Marriage [by-l]aws. Absence of an affidavit or certificate of this kind cannot be taken as lack of marital status. (US n.d.) Doma-Kutigi indicates that by-laws allowing local authorities to register customary marriage exist in "most" states (Doma-Kutigi 2019, 29). -

SUBNATIONAL GOVERNANCE AND SOCIO-ECONOMIC DEVELOPMENT IN A FEDERAL POLITICAL SYSTEM: A CASE STUDY OF LAGOS STATE, NIGERIA. SO Oloruntoba University of Lagos ABSTRACT The main objective of any responsible government is the provision of the good life to citizens. In a bid to achieve this important objective, political elites or exter- nal powers (as the case may be) have adopted various political arrangements which suit the structural, historical cultural and functional circumstances of the countries conerned. One of such political arrangements is federalism. Whereas explanatory framework connotes a political arrangement where each of the subordinate units has autonomy over their sphere of influence. Nigeria is one of three countries in Africa, whose federal arrangement has subsisted since it was first structured as such by the Littleton Constitution of 1954. Although the many years of military rule has done incalculable damage to the practice of federal- ism in the country, Nigeria remains a federal state till today. However, there are concerns over the ability of the state as presently constituted to deliver the com- mon good to the people. Such concerns are connected to the persistent high rate of poverty, unemployment and insecurity. Previous and current scholarly works on socio-economic performance of the country have been focused on the national government. This approach overlooks the possibilities that sub-na- tional governments, especially at the state level holds for socio-economic de- velopment in the country. The point of departure of this article is to fill this lacuna by examining the socio-economic development of Lagos state, especially since 1999. -

This paper takes a look at the emerging trend of political corruption in Nigeria which is Corruption With Tribal Marks. Using Peter Ekeh’s conception of the “Two Publics” in Africa, the author argues it will be difficult to fight corruption with the present trend it is taking. The study also looks at the nature of the Nigerian state (colonial and post-colonial) and the instrument(s) through which it promotes political corruption. The paper also cites recent cases of corrupt politicians in Nigeria using Chinua Achebe’s work, A Man of the People. The paper further argues that de- ethnicization of corruption in Nigeria will take more than just a political process, but psychological and socialisation processes. Keywords: corruption with tribal marks, tribalism, post-colonial states, political corruption and ethnicization of corruption. 2 Introduction Nigeria is one of the legacies of British imperialism in Africa. The country’s multi-ethnic nature will provide the key to understanding its political problems. Since its independence in 1960, one of the main scourges that have bedevilled the Nigerian state is the pervasive nature of corruption. It is because of this that scholars have, at different times, devote considerable studies to the understanding and explanations of perhaps Nigeria’s biggest socio-political problem. -
