INTRODUCTION M/S Sumer MarbleMinewas sanctioned marble mines in village Tilehri tehsil BahoribandDistt. - Katni M.P. an area 9.595hect. for the period of 10 years since 07/06/2002 to 06/06/2012 by Mineral Resources Department, BhallavBhavan, Minsitry, Bhopal (MP),vide order No. F- 4-8/2002/12/1 dated on 19/03/2002(Enclosed as Annexure No.3). The application was submitted for renewal of mining lease at Mining Office Katnion 30/05/2011 and after settlement of the area has been reduced 7.620 hect. The letter from Collector Office (Mining section) for the proposal of the renewal application was sent to DGM via letter No.3824/Khanij/10/U- P/Navkaran/Marble/2011 dated 3/9/2012(Enclosed as Annexure No.5). Then consent letter issued from Directorate of Geology & Mining, Bhopal vide letter no. 18418/Khanij/na.kra.346/Marble/u- p/13 on dated 04/10/2013(Enclosed as Annexure No.8).This scheme is prepared under rule 12(2) (a) for the renewal of mining lease (MARBLE DEVELOPMENT ANDCONSERVATION RULES 2002) for systematic and scientific exploitation of marble.Open cast Semi mechanized mining is proposed for the extraction of marble by systematic and scientific mining. Initially the proposal for mining of marble block cutting will be worked to the depth of 20m.All the necessary precaution will be adopted for the safe and secured working of the deposit. Necessary measures will also be taken to mitigate the adverse effect of mining. A review the compliance position of salient features of the mining plan is discussed below briefly; PROPOSAL AS PER APPROVED MINING PLAN i) Exploration:During the earlier mining plan time area was prospected and explored the complete area and made the clear picture of deposit, therefore the mineral bearing area have to the proved the further depth wise, therefore the two bore holes were programmed in the pit bottom only. Approved mining plan could also proposed exploration of two bore-holes but due to Government statutory work related EC the mines could not be open then the proposal of bore hole are follow in this scheme. Control of Dust:- As per proposal, water sprinkling around the working area and transportation road in mine. iii) Exploitation: Lessee had started the mining operations after the execution of the lease deed. During earlier plan period lessee exploited about 13095 MT average productions,now the mining operations are closed by the Collector, Katni order for the requirement of Scheme of mining and environment clearance.During the last five years period of mining plan no production has been carried out by the lessee. Mining Lease is under process of getting environmental clearance since 2013 due to this production was nil in last five year periods. iv) Waste Management: Waste material generated during the production has been dumped progressively in the dump from which marble cutting and over burden has been mined out thus partially refilling the old pits and in the area. v) Afforestation: It was proposed to carry out the afforestation amounting to 25 trees per year on the reclaimed land after spreading the top soil cover and along the boundary but lessee has not carried out any plantation over the partially refilled land but planted about 50 saplings in this scheme period along the lease boundary but due to closure of mine hardly 15% has been survived. vi) Mine reclamation: It was proposed to reclaim the mined out pit. Lessee had partially reclaimed the mined out area with the waste material Murom and cutting of marble.

Keeping in view the experience gained in environmental clearance process over a period of onedecade, the MoEFCC came out with Environmental Impact Notification, SO 1533 (E), dated 14 th September 2006. Further, In pursuance to the order of Hon’ble Supreme Court dated the 27th February, 2012 in I.A. State of Haryana and Others etc., prior environmental clearance has now become mandatory for mining of minor minerals irrespective of the area of mining lease; And also in view of the Hon’ble National Green Tribunal, order dated the 13th January, 2015 in the matter regarding sand mining has directed for making a policy on environmental clearance for mining leases in cluster for minor Minerals, The Ministry of Environment, Forest and Climate Change in consultation with State governments has prepared Guidelines on Sustainable Sand Mining detailing the provisions on environmental clearance for cluster, creation of District Environment Impact Assessment Authority and proper monitoring of minor mineral mining using information technology and information technology enabled services to track the mined out material from source to destination.
