NEW IMAGINARIES OF WAR: HOW HAMAS AND THE ISLAMIC STATE ADVANCE THEIR POLITICAL OBJECTIVES ON A VIRTUAL BATTLEFIELD A thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy (College of Humanities and Social Sciences) at Massey University, Albany Campus, New Zealand Francesca Annemarie Mold 2017 ABSTRACT This thesis argues that Hamas and the Islamic State, two non-state armed groups located in the Middle East, each carefully calibrate their own war-fighting activities with their communications approaches in order to achieve their respective political objectives. Drawing on scholarship focusing on non-state armed groups and political communication, as well as other secondary sources such as specialist journalism, the thesis critically analyses online communications material distributed by Hamas and the Islamic State through official and affiliated websites, digital publications, YouTube clips, tweets, and other social media platforms. While there is a striking degree of conformity between the sophisticated, comprehensive, and disciplined communications approaches used by these two groups, the thesis argues that key differences during especially intense periods of conflict — specifically, between June and October 2014 — reflect the divergent ways in which Hamas endorses, and the Islamic State disrupts, the prevailing world order as each pursues their own cause. It also notes that much of the recent scholarship highlighting the use of social media by non-state armed groups overestimates the impact of the virtual world on the actions of their followers in particular and attempts to influence the hearts and minds of a global audience more broadly. ii ACKNOWLEDGEMENTS My thanks go to my supervisors, Dr Nigel Parsons and Associate Professor Grant Duncan, for agreeing to supervise this project, as well as to Dr Vicky Walters for her expert guidance in helping me shape the research proposal. INTRODUCTION Non-state armed groups (NSAGs) have become more prominent in world affairs since the end of World War II. One reason for their rise is the sharp increase in the frequency, intensity, and duration of civil conflicts (Harbom & Wallensteen, 2007) conducted by an increasingly “assertive and brutal” range of actors described by the United Nations (UN) as a “new generation of belligerents” (Javan & Wieland-Karimi, 2014, p. 7), rather than by national armies. These groups also engage in organised violence that is transnational in nature, as globalisation facilitates flows of money and weapons across borders, and enables support drawn from diaspora sharing common religious values and political aspirations (Kaldor, 2012; Mulaj, 2010). This violence makes these groups central to questions of security in contemporary world politics, bringing them to the attention of the world’s Great Powers (Mulaj, 2010). NSAGs are worthy topics of scholarly inquiry because they can control significant territory and populations, have powerful war-fighting capabilities, and use violence that is “deliberately spectacular and terror-provoking” (Archetti, 2013, p. 7) in a manner that affects, and therefore resonates with, a global audience. Some of these groups seek power within the existing Westphalian world order where sovereign states are preeminent. These groups covet authority over territory inhabited by a fixed population that owes allegiance to a government capable of entering into relations with other states (Kilcullen, 2015). Other NSAGs seek a different form of statehood that is at once ancient and modern, such as those modelled on an Islamic khilafah (caliphate). They seek to disrupt the prevailing world order. While groups seeking either form of statehood are often depicted as “illegitimate deployers of coercion” (Mulaj, 2010, p. 15) by those wanting to maintain their own standing in the existing world order, they demonstrate legitimacy by becoming de facto governments in areas under their control, providing public and social services as well as economic development (Krause & Milliken, 2009; McQuinn & Oliva, 2014). In order to secure external recognition, NSAGs need substantial local and external support, often from a powerful state providing financial and political resources (Mulaj, 2010).     Anti-Semitism: A Pillar of Islamic Extremist Ideology In a video message in August 2015, Osama bin Laden’s son, Hamza bin Laden, utilized a range of anti-Semitic and anti-Israel narratives in his effort to rally Al Qaeda supporters and incite violence against Americans and Jews. Bin Laden described Jews and Israel as having a disproportionate role in world events and the oppression of Muslims. He compared the “Zio- Crusader alliance led by America” to a bird: “Its head is America, one wing is NATO and the other is the State of the Jews in occupied Palestine, and the legs are the tyrant rulers that sit on the chests of the peoples of the Muslim Ummah [global community].” An undated image of al-Qaeda terrorist Osama bin Laden and his son, Hamza Bin Laden then called for attacks worldwide and demanded that Muslims “support their brothers in Palestine by fighting the Jews and the Americans... not in America and occupied Palestine and Afghanistan alone, but all over the world…. take it to all the American, Jewish, and Western interests in the world.” Such violent expressions of anti-Semitism have been at the core of Al Qaeda’s ideology for decades. Even the 9/11 terrorist attacks were motivated, in part, by anti-Semitism. Mohamed Atta, a key member of the Al Qaeda Hamburg cell responsible for the attacks, reportedly considered New York City to be the center of a global Jewish conspiracy, and Khalid Sheik Mohammed, who masterminded the attack, had allegedly previously developed several plans to attack Israeli and Jewish targets.

The dominant narrative that has emerged to explain a series of horrific cases is misleading, sensationalist and has in itself promoted a number of harms. This article examines how racist framings of ‘Muslim grooming gangs’ exist not only in extremist, far-right fringes but in mainstream, liberal discourses too. The involvement of supposedly feminist and liberal actors and the promotion of pseudoscientific ‘research’ have lent a veneer of legitimacy to essentialist, Ella Cockbain is an associate professor at University College London in the Department of Security and Crime Science and a visiting research fellow at Leiden University. Her research focuses on human trafficking, child sexual exploitation and labour exploitation. In seeking evidence- informed responses to complex issues, she has worked closely with organisations across the public, private and third sectors. Her book Offender and Victim Networks in Human Trafficking was published by Routledge in 2018. Waqas Tufail is a senior lecturer in Criminology at Leeds Beckett University. His research interests concern the policing, racialisation and criminalisation of marginalised and minority communities and the lived experiences of Muslim minorities. He is a board member of the International Sociological Association Research Committee on Racism, Nationalism, Indigeneity and Ethnicity, serves on the editorial board of Sociology of Race and Ethnicity and is co-editor of Media, Crime, Racism (Palgrave Macmillan, 2018).

    ICCT Policy Brief October 2019 DOI: 10.19165/2019.03.9 ISSN: 2468-0656 Women in Islamic State: From Caliphate to Camps Author: Gina Vale Within the territorial boundaries of the Islamic State’s (IS) ‘caliphate’, women were largely confined to the domestic sphere. Their roles centred on support to militant husbands and the ideological upbringing of children. The physical collapse of IS’ proto-state marks a significant turning point in women’s commitment and activism for the group. Many IS-affiliated women are now indefinitely detained within Kurdish-run camps in North-eastern Syria. The harsh living conditions therein have fostered ideological divides. While some show signs of disillusionment with IS’ ‘caliphate’ dream, others have sought to re-impose its strictures. This paper contributes to the understanding of women’s roles across the lifespan of the Islamic State, and the efficacy of independent female activism to facilitate the group’s physical recovery. It argues that IS’ post-territorial phase has brought greater autonomy and ideological authority to individual hard-line detainees. However, beyond the camps, women’s influence and ability to realise IS’ physical resurgence remains practically limited and dependent on male leadership. Introduction An increased focus on the participation of women in violent Islamism1 has not ended misconceptions plaguing Countering Violent Extremism (CVE) policies2 and questions remain about the threat posed by women associated with violent Islamist groups.3 Ill-informed perceptions of women’s contributions to these movements can have serious ramifications, including deferential treatment in courts, insufficient intervention programming, and failure to disrupt the next wave of women involved in violent-Islamist inspired activity. While it is important to understand the motivations of women participating in violent Islamist movements, it is also critical to recognize the ideology of the organizations they join. A better comprehension of this phenomenon helps policymakers and practitioners anticipate new and evolving threats concerning women in violent extremism.

    Islamic State, Identity, and the Global Jihadist Movement: How is Islamic State successful at recruiting “ordinary” people? By: Alyssa Chassman1 Abstract What conditions breed radicalization? How does Islamic State capitalize on those conditions to maximize their recruitment numbers? The foreign fighter phenomenon has puzzled academics, particularly as the crisis in Iraq and Syria has seen an influx of foreign fighters from “ordinary” backgrounds. This analysis attempts encapsulate why Islamic State is successful at recruiting foreign fighters by looking at their recruitment strategies in practice in conjunction with secondary analysis of identity theories and sociological processes of recruitment. The analysis finds that identity crises are key factor in the process, and IS recruiters are methodical in their approach of how they interject their ideology on the hearts and minds of the vulnerable. Less than two weeks later the group was proscribed by the British government under the Terrorism Act 2000.

May 2013: The kidnapping started slowly. 1 At first, it did not feel like a kidnapping at all. Daniel Rye delivered himself to the hostage-takers quite willingly. He was 24 years old, a freelance photographer from Denmark, and he had gone to the small town of Azaz in northern Syria. His translator, a local woman, said they should get permission to work. So on the morning of his second day in Azaz, only his second ever in Syria, they went to see one of the town’s rebel groups. He knocked at the metal gate to a compound. It was opened by a boy of 11 or 12 with a Kalashnikov slung over his shoulder. “We’ve come to see the emir,” said his translator, using the word – “prince” – that Islamist groups have for their commanders. The boy nodded at them to wait. Daniel was tall, with crew-cut blonde hair. His translator, a woman in her 20s with a hijab, looked small next to him. The emir came with some of his men. He spoke to Daniel and the translator, watched by the boy with the Kalashnikov. The emir looked through the pictures on Daniel’s camera, squinting. There were images of children playing on the burnt-out carcass of a tank. It was half buried under rubble from a collapsed mosque, huge square blocks of stone like a giant child’s toy.
