RR\1230082EN.docx 5/8 PE691.378v02-00 EN SHORT JUSTIFICATION On 30 May 2018, the European Commission submitted a proposal for a Regulation of the European Parliament and of the Council establishing the Justice programme. This programme has three main objectives: - facilitating and supporting judicial cooperation in civil and criminal matters, promoting the rule of law, independence and impartiality of the judiciary; - supporting and promoting judicial training, with a view to fostering a common legal, judicial and rule of law culture; - facilitating effective and non-discriminatory access to justice for all, and effective redress, including by electronic means (e-justice). The promotion of rule of law will benefit from a specific support, and the Commission will report annually on the performance of the Programme and the use of the funds for each specific objective, including actions linked to promotion of gender equality. The European Parliament confirmed the common understanding reached with the Council on 17 April 2019, through the adoption of a legislative resolution (first reading). The interinstitutional negotiations were concluded on 18 December 2020 and, at its meeting of 3 February 2021, the COREPER decided to accept the outcome of those negotiations. The Committee on Legal Affairs and the Committee on Civil Liberties, Justice and Home Affairs held a confirmation vote on the relevant compromise text on 4 February 2021. Since the Council’s first reading position adopted on 19 April 2021 fully reflects the agreement reached in early second reading interinstitutional negotiations after legal linguistic verification, your rapporteurs recommend that it be endorsed by the European Parliament without amendments, so that the Regulation can be adopted swiftly and enter into force as soon as possible.
