Jim Durkin SYNOPSIS AS INTRODUCED: Appropriations and reappropriations for capital projects for the Department of Commerce and Economic Opportunity for the fiscal years beginning July 1, 2018. OMB100 00323 SAD 10323 b A BILL FOR HB5431 OMB100 00323 SAD 10323 b 1 AN ACT concerning appropriations. 2 Be it enacted by the People of the State of Illinois, represented 3 in the General Assembly: 4 ARTICLE 0.5 5 Section 1. It is the intent of the State that all or a 6 portion of the costs of projects funded by appropriations made 7 in this Act from the Capital Development Fund, the School 8 Construction Fund, the Anti-Pollution Fund, the Transportation 9 Bond Series A Fund, the Transportation Bond Series B Fund, the 10 Coal Development Fund, the Transportation Bond Series D Fund, 11 and the Build Illinois Bond Fund will be paid or reimbursed 12 from the proceeds of tax-exempt bonds subsequently issued by 13 the State. 14 ARTICLE 1 15 DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY 16 Section 15. The sum of $1, or so much thereof as may be 17 necessary, is appropriated from the Build Illinois Bond Fund 18 to the Department of Commerce and Economic Opportunity for a 19 grant to the City of Rock Island for costs associated with 20 construction of a Martin Luther King Center Park. The sum of $19,700, or so much thereof as may 2 be necessary, is appropriated from the Build Illinois Bond Fund 3 to the Department of Commerce and Economic Opportunity for a 4 grant to the City of Morrison for costs associated with 5 renovations to the Farmers’ Market facility. 6 Section 35. The sum of $75,000, or so much thereof as may 7 be necessary, is appropriated from the Build Illinois Bond Fund 8 to the Department of Commerce and Economic Opportunity for a 9 grant to the City of Rock Island for costs associated with 10 capital improvements to Douglas Park. 11 Section 45. The sum of $2,217, or so much thereof as may 12 be necessary, is appropriated from the Build Illinois Bond Fund 13 to the Department of Commerce and Economic Opportunity for a 14 grant to the County of Rock Island for costs associated with 15 capital improvements to county facilities. 16 Section 65. The sum of $25,000, or so much thereof as may 17 be necessary, is appropriated from the Build Illinois Bond Fund 18 to the Department of Commerce and Economic Opportunity for a 19 grant to Avenues to Independence for costs associated with 20 renovations to the facility. The sum of $56,250, or so much thereof as may 2 be necessary, is appropriated from the Build Illinois Bond Fund 3 to the Department of Commerce and Economic Opportunity for a 4 grant to the City of Rolling Meadows for costs associated with 5 capital improvements to the storm water detention system. 6 Section 90. The sum of $25,000, or so much thereof as may 7 be necessary, is appropriated from the Build Illinois Bond Fund 8 to the Department of Commerce and Economic Opportunity for a 9 grant to the Elk Grove Township for costs associated with 10 improvements to street signs. 11 Section 100. The sum of $225,000, or so much thereof as 12 may be necessary, is appropriated from the Build Illinois Bond 13 Fund to the Department of Commerce and Economic Opportunity for 14 a grant to the Elk Grove Village for costs associated with 15 making repairs to the Greenleaf Lift Station. 16 Section 105. The sum of $277, or so much thereof as may 17 be necessary, is appropriated from the Build Illinois Bond Fund 18 to the Department of Commerce and Economic Opportunity for a 19 grant to H.A.V.E. Dreams for costs associated with renovations 20 to the facility. 21 Section 130. The sum of $450,000, or so much thereof as HB5431 -4- OMB100 00323 SAD 10323 b 1 may be necessary, is appropriated from the Build Illinois Bond 2 Fund to the Department of Commerce and Economic Opportunity for 3 a grant to the Village of Arlington Heights for costs associated 4 with the modification and installation of traffic signals. 5 Section 135. The sum of $100,000, or so much thereof as 6 may be necessary, is appropriated from the Build Illinois Bond 7 Fund to the Department of Commerce and Economic Opportunity for 8 a grant to the Village of Mount Prospect for costs associated 9 with the installation of pedestrian crosswalk signals. 10 Section 140. The sum of $100,000, or so much thereof as 11 may be necessary, is appropriated from the Build Illinois Bond 12 Fund to the Department of Commerce and Economic Opportunity for 13 a grant to the Village of Mount Prospect for costs associated 14 with renovations to the Neighborhood Resource Center. 15 Section 160. The sum of $50,000, or so much thereof as may 16 be necessary, is appropriated from the Build Illinois Bond Fund 17 to the Department of Commerce and Economic Opportunity for a 18 grant to the Village of Schaumburg for costs associated with 19 renovations to the Emergency Operational Center. 20 Section 165. The sum of $200,000, or so much thereof as 21 may be necessary, is appropriated from the Build Illinois Bond HB5431 -5- OMB100 00323 SAD 10323 b 1 Fund to the Department of Commerce and Economic Opportunity for 2 a grant to the Village of Mount Prospect for costs associated 3 with the procurement and installation of a generator. 4 Section 170. The sum of $250,000, or so much thereof as 5 may be necessary, is appropriated from the Build Illinois Bond 6 Fund to the Department of Commerce and Economic Opportunity for 7 a grant to the Orpheum Children’s Science Museum for costs 8 associated with expansion of the facility. 9 Section 175. The sum of $142,045, or so much thereof as 10 may be necessary, is appropriated from the Build Illinois Bond 11 Fund to the Department of Commerce and Economic Opportunity for 12 a grant to the Crisis Nursery for costs associated with 13 expansion of the facility located at 1309 West Hill Street in 14 Urbana. 15 Section 185. The sum of $200,000, or so much thereof as 16 may be necessary, is appropriated from the Build Illinois Bond 17 Fund to the Department of Commerce and Economic Opportunity for 18 a grant to the Urbana Park District for costs associated with 19 the construction of the Meadowbrook Park Interpretive Center. 20 Section 190. The sum of $3,605, or so much thereof as may 21 be necessary, is appropriated from the Build Illinois Bond Fund HB5431 -6- OMB100 00323 SAD 10323 b 1 to the Department of Commerce and Economic Opportunity for a 2 grant to the Champaign Park District for costs associated with 3 general infrastructure. 4 Section 195. The sum of $25,000, or so much thereof as may 5 be necessary, is appropriated from the Build Illinois Bond Fund 6 to the Department of Commerce and Economic Opportunity for a 7 grant to the Mental Health Center of Champaign County, Inc. for 8 costs associated with renovations to facilities. 9 Section 200. The sum of $31,923, or so much thereof as may 10 be necessary, is appropriated from the Build Illinois Bond Fund 11 to the Department of Commerce and Economic Opportunity for a 12 grant to the Preservation and Conservation Association of 13 Champaign for costs associated with renovations to the Harwood 14 Solon House. 15 Section 205. The sum of $200,000, or so much thereof as 16 may be necessary, is appropriated from the Build Illinois Bond 17 Fund to the Department of Commerce and Economic Opportunity for 18 a grant to the Disabled Citizens Foundation for costs 19 associated with the construction and renovation of group homes. 20 Section 225. The sum of $225,000, or so much thereof as 21 may be necessary, is appropriated from the Build Illinois Bond HB5431 -7- OMB100 00323 SAD 10323 b 1 Fund to the Department of Commerce and Economic Opportunity for 2 a grant to the City of Danville for costs associated with 3 renovations to the fire fighting training tower. 4 Section 240. The sum of $155, or so much thereof as may 5 be necessary, is appropriated from the Build Illinois Bond Fund 6 to the Department of Commerce and Economic Opportunity for a 7 grant to the Chicago Public School District 299 for costs 8 associated with capital improvements to the Armstrong G 9 Elementary International Studies School. 10 Section 245. The sum of $367, or so much thereof as may 11 be necessary, is appropriated from the Build Illinois Bond Fund 12 to the Department of Commerce and Economic Opportunity for a 13 grant to the Chicago Public School District 299 for costs 14 associated with capital improvements to the Belding Elementary 15 School. 16 Section 253. The sum of $10,000, or so much thereof as may 17 be necessary, is appropriated from the Build Illinois Bond Fund 18 to the Department of Commerce and Economic Opportunity for a 19 grant to the Chicago Public School District 299 for costs 20 associated with capital improvements to the Carl Schurz 21 Elementary School.

The $449.4 million spending plan showcases our commitment to Mayor Rahm Emanuel’s Building on Burnham vision, a comprehensive strategy to invest in the lakefront, river, natural areas and recreational opportunities in neighborhoods across the city. Our goal is to see every park brimming with children, families and seniors, and every program filled to capacity. In order for that to happen, we must continue to take a thoughtful approach to the decisions and investments that we make in all communities. The 2017 budget does just that.     2013 Chicago Park District Budget Summary To the Citizens of Chicago, It gives me great pleasure to present the Chicago Park District's 2013 budget, which features a responsible, balanced budget that increases programming at neighborhood parks, invests in children and families, and reduces a longtime structural deficit without an increase in taxes and fees for Chicago residents. The $410.9M spending plan is approximately 0.8% higher than the FY2012 budget. At the Chicago Park District, children come first. Our number one priority is to keep programs affordable and accessible to children and their families, while ensuring the financial health of the agency. Thousands of families count on park programs each day for sports, cultural and social enrichment. This budget invests in those families by increasing neighborhood programming that keeps the young people of our communities safe and engaged. The District's proposed budget does more for families, without burdening them with higher taxes and park fees. Programming and room rentals will remain flat at neighborhood parks, while program discounts continue for active duty personnel, their families and households with multiple children enrolled in Chicago Park District programs. Finally, the 2013 budget allows for a $1 million investment in summer camp scholarships for families who are most in need. In 2013, the Chicago Park District will add new programs, and expand some of its most popular ones to serve tens of thousands more children and families. This budget will also strengthen weekend family- oriented programming, and in 2013 the District will launch an expanded “Night Out in the Park” series, which will feature such popular programs as Chicago Shakespeare in the Parks, Circus in the Parks, Movies in the Parks and more.
