Three councillors were elected for each of the six wards, Cyfarthfa, Dowlais, Town, Penydarren, Plymouth, Merthyr Vale. The council took over the functions of the Merthyr Tydfil Board of Health, in particular responsibility for public health, housing highways and bridges, as well as the taking over the functions of Merthyr and Dowlais Burial Boards.
