Present: Cllr. Cllr Beryl Salisbury (Chairman) Cllr. Gwilym O. Jones Cllr. Gordon Owen Cllr. William Victor Owen Cllr. Sharon Wyn Parry Cllr. Einir Thomas Cllr. Dyfed Williams Apologies: None 2. Declaration of Interest – none. 3. Minutes of the meeting held on the 19 June 2018 The minutes were accepted as being correct (Proposed Cllr. Sharon Parry, seconded Cllr. William Victor Owen ) 4. Matters arising from the minutes. 1. Playing Field – More gaps had appeared in the newly repaired safety surface but there was a possibility that the adverse weather conditions had affected the wet pour product. Cllr. Dyfed agreed to meet with McVenture Playgrounds Ltd. to discuss remedial work. They were also due to come and repair the swing. The Clerk would approach a local contractor for a estimate for repainting the equipment. 2. Maintenance – the repairs to the stone walls at Tre Ifan was complete. 3. Highway Maintenance: The Ty’n Main road was still not cut – the clerk would make further enquiries about this. 4. Place Shaping- first meeting 22.5.2018 – The clerk had collated a list of local groups and business and compiled a mapping document that could be used to consult with residents. 5. New Model Standing Orders 2018 – the clerk would complete this for the next meeting 6. Footpaths – GMS had made a start on cutting the footpaths. Cllr. Any other matters arising from the minutes;– It was noted that parking on pavements was still an issue by the garage on Minffordd Road. The clerk would contact IOACC to find out whether they could help resolve the matter. 5.1 Planning Decisions 32C204A Baron Hill, Llanfair yn Neubwll: Full application for the erection of kennels (day care only) and cattery for business use, the installation of a cess pit together with the creation of a new vehicular access. - The application for the erection of kennels (day care) is refused, application for a catery business and installation of a cess pit is approved. 32C209 – Ty Capel, Ffordd Caergybi, Caergeiliog. Full application for alteration to the existing pedestrian access to form a vehicular access – approved. It was also noted that the Village Hall Management Committee had received correspondence regarding the erection of a boundary wall between the two properties, members were informed that the Village Hall’s Solicitors were dealing with this. 5.2 Planning Applications: 32C205B Gwaelod Bach, Caergeiliog – Full application for the demolition of existing dwelling and the erection of a replacement dwelling together with new access – no objection. 6. Isle of Anglesey County Council Correspondence - the following correspondence were noted: 1. Executive's forward work programme. 2. Active Travel Consultation 2018 3. Amlwch and North Anglesey Regeneration Plan 4. Standards Committee enquiry - Training and Development for Town and Community Councillors / Clerks – the clerk had responded to this stating that the Community Council had sufficient funding reserved to resource training for Elected Members and the clerk. 5. Llifon-Place Shaping – meeting Llanfaelog 24.7.2018, Cllr. Dyfed Williams and Cllr. Accounts 18/19: Submitted and confirmed the financial report for the period to 30.6. 2018 together with Bank Reconciliations and Statements. 10. Other Correspondence – the following were noted. 1. One Voice Wales - Training Sessions 2. Planning requirement in respect of the use of private sewerage in new development 3. Summer Newsletter Older Peoples Commissioner for Wales 4. One Voice Wales - June 2018 News Bulletin 11. Any Other Matters Following a proposal from Cllr. Gordon Owen it was unanimously agreed that Cllr. William Victor Owen would be the Council’s a second representative on The Towyn Trewan Board of Conservators. There were concerns about the number of caravan parks that were appearing in the area without planning applications. It was agreed that the clerk would find out more about the planning criteria for setting these up. It was agreed that the clerk would research prices for erecting a notice board. 12.     Topic Paper 5A: Developing the Selement Hierarchy 5A Anglesey & Gwynedd Joint Local Development Plan Feb 2016 Topic Paper 5 A : Developing the Settlement Background This is one of a range of topic papers prepared to offer more detailed information and explain the approach of the Plan to different topics and issues affecting the Joint Local Development Plan Area. This paper will look specifically at Developing the Settlement Strategy . It will explain the background which will help to identify the issues, objectives and options for the Deposit Plan. The Deposit Plan is the second statutory stage in the preparation of the Joint Local Development Plan (JLDP). The JLDP shapes the future growth of communities in the Joint Local Development Plan Area and will set out the policies and land allocations against which planning applications will be assessed. The Deposit Plan will be submitted to the Welsh Government, which will appoint an independent inspector to assess the soundness of the Plan in the Examination in Public. If the inspector considers the Plan to be sound it will be recommended for adoption. When adopted the JLDP will supersede the Gwynedd Unitary Development Plan (2009) for the Gwynedd Local Planning Authority Area and the Gwynedd Structure Plan (1993) and Ynys Môn Local Plan (1996) for the Ynys Môn Local Planning Authority.
