PURPOSE OF THE PROPOSED ACTION: It is critical that school safety is address and enhanced. Palmetto Bay is proud to partner with the Miami-Dade County Public Schools. Our children are a top priority. The Miami-Dade County School Board is poised to update their action and legislative plans. Some of their requests will be directed toward Palmetto Bay (specifically #3, request that the County and local municipalities collaborate with M-DCPS to provide an ongoing additional law enforcement presence around local school facilities as possible.).

It is unfortunate that Palmetto Bay (all local governments, County and municipal) are pre-empted by the Florida Legislature to take much of the action required. This requires an updated legislative plan requesting new and greater assistance from the State of Florida. We can and should be supportive of our School Board’s critical plan to the extent that it is not in conflict with our own plans. I have personally spoken with School Board Members including Current Chair, Ms. , District 4, Ms. Susie V. Castillo, District 5 and our own School Board Representative, Dr. Lawrence S. Feldman, District 9 on this issue, prior to preparation of this memo and updated legislative plan resolution. The Miami-Dade County School Board will be seeking funding from the Florida Legislature for, in part, hardening and modifying its school grounds in response to school attacks and will seek increase in police both internally and in coordination with local adjoining jurisdictions – including Miami-Dade county and applicable municipalities. Please note that the School Boards own resolution is subject to modification at any time up to approval. I will work to keep this memo and the appropriate resolution current. A Palmetto Bay urgent resolution is provided and I ask this matter is added onto our Wednesday February 21 meeting as a special council meeting.

This Resolution is consistent with our policy of ongoing collaboration with the Miami- Dade County School System, and specifically updates our agreement to and resolution actually supporting the 2017 legislative plan of the Miami-Dade County School Board. This item is of critical concern and there has been insufficient time to bring this matter forward to the EAC, but I have asked our Clerk to include the EAC members on service Re: Emergency Resolution supporting the Miami-Dade County School Board updated Legislative Plan – student safety February 19, 2018 Page 2 of 3

of this memo and the resolution in order for them to comment or attend this meeting if they wish to comment. Time is short for the 2017 legislative session, unless they go into special session of school safety. I therefore request additional co-sponsor and, more importantly, immediate action on this resolution.

Note that I have met with our Commissioner Daniella Levine Cava along with our neighboring municipal officials. This is an issue that crosses governmental jurisdictional lines.

Request that the Superintendent to review protocol and procedures associated with responding to critical incidents at school sites and report back to the School Board by March 21, 2018; 2. Modify the Board’s Legislative Priorities at both the State and Federal levels to include the urgent request for funding to enhance school and student safety; and 3. Request that the County and local municipalities collaborate with M-DCPS to provide an ongoing additional law enforcement presence around local school facilities as possible.

SCHOOL SAFETY: I am proposing the additional ask for funding of additional officers by the State of Florida. The budgeted staffing levels do not provide for specific officers to be dedicated in and around specific schools. Additionally, we have to fact in the numbers of pre-schools and private schools located within Palmetto Bay. The listing is as follows:

It is important to note that no private school is served by an accredited police department as Miami-Dade Public Schools. The number of private schools located within Palmetto Bay present additional challenges for our police.

MAJOR POINTS/REASONS FOR THE PROPOSED ACTION: Approval of this Resolution confirms to our agreement through our ongoing partnership and educational compact to support our local public schools.

PRELIMINARY ESTIMATE OF THE COST OF IMPLEMENTATION: ZERO on the policy attached to the schools – there will be substantial cost – to be considered by separate resolution seeking an appropriation from the State of Florida to cover costs of additional MDPD/Village Policing Unit as cited under subsection 3, above, specifically that: “3. request that the County and local municipalities collaborate with M-DCPS to provide an ongoing additional law enforcement presence around local school facilities as possible.”

SOURCE OF FUNDS TO PAY SUCH COSTS: No anticipated addition to our lobbying budget. Police budget – to the extent possible.

SUBJECT: DEPLOYMENT OF SCHOOL SAFETY PROTOCOLS

The issue of school security and student safety is in the forefront of everyone’s thoughts. As I am sure you are aware, parents and students alike have been reaching out to communicate their suggestions and concerns. We are all too aware of the atmosphere of uncertainty and we will continue to address each concern as it raised. Earlier this evening a conference call was held with members of Cabinet where a number of safety protocols were laid out for the coming week. Beginning immediately, teachers will be instructed to lock their classrooms during the school day so that anyone seeking to gain entry will be required to have a key or to knock. Further, effective immediately, all school security personnel supervision will be enhanced, new and strict directives related to performance have been issued, and all will be required to wear a recognizable uniform, without exception, in order to increase visibility. In addition, a multipronged system of safeguards is being deployed with implementation to begin as soon as possible. Some facets of this system include: requiring all students and personnel in secondary schools to have and display identification badges, implementing a reduction in the points of entry to school sites for both employees and students, ensuring redundant and failsafe notification mechanisms for critical incidents, as well as a number of other strategic security measures. We are also joining with other stakeholders in seeking resources from state and federal sources to augment our program of school safety. As the week begins, there is no doubt that students will have the tragedy of Stoneman Douglas High School on their minds. Counselors and faculty members remain available to help students process these events. Finally, we recognize that many in the community and the media have opinions regarding the safety of schools and how best to secure them. We recognize that people of good intentions and good will want to offer suggestions and engage in dialogue about what should have been done, what could have done, and what comes next; however, what we know for certain is that uncertainty and multiple opinions regarding this subject only serves to increase the stress level for students and teachers. The coming weeks will be difficult. We understand that expecting children to focus on academics as usual will be a challenge, but as the adults, as the educators, it is our role to help them feel safe and secure in their learning environment. Rest assured that we are focused on this task and will continue to keep the Board, parents, and the community informed as we deploy addition safety procedures. A top priority for Miami-Dade County Public Schools is the safety and security of our students, faculty, and staff. As such, procedures should be clearly defined for school site administrators, region and district staff, mental health service professionals, and school resource officers to properly assess critical incidents at school sites, particularly involving students, the necessary and immediate services to properly respond to these incidents, and any follow up activities.

In light of the tragedy that occurred at Marjory Stoneman Douglas Senior High School, as well as the other mass shootings that have occurred around the country at an alarming rate, it is clear that additional resources are necessary to enhance school safety. Currently, M-DCPS spends approximately $50 million in safety and security but receives less than $10 million for this purpose in legislative allocations. We currently fund school police, but there is a need for additional officers. We have made capital investments in security technology but the need is greater to cover 45 million square feet of space. We have focused on efforts to identify and direct students to counseling, but there is a need for more mental health professionals in our schools. Finally, as we know, the safety of youth within our community cannot be the exclusive responsibility of Revised the School Board. As we have in the past, we must call upon the resources across our community to assist us, particularly through the leveraging of police resources that could provide enhanced visibility around our schools.

So while it is always prudent to examine current practices, which this item requests the Superintendent do, it is also the intent of this item that we, as the School Board, amend our State and Federal Legislative priorities to include an urgent request for funding targeted at safety, security, and infrastructure enhancements, as well as recurring funding for licensed mental health personnel in schools, along with training to identify troubled youth. Finally, this item recommends we request the County and local municipalities collaborate with M-DCPS to provide an ongoing additional law enforcement presence around local school facilities, as possible.
