HEALTH CARE UPDATED HEALTH INFORMATION All youth 4-H State Fair participants must update (or have staff update) their health and emergency contact information in 4HOnline if needed, as soon as possible after accepting a State Fair trip. Health information for adult volunteers is required for individuals who travel out of county/tribal community as a Minnesota 4-H volunteer. This information should be entered directly into the volunteer profile in 4HOnline. If accessing 4HOnline is not an option, the health information page of the Minnesota 4-H Volunteer re-enrollment form should be used. MEDICATIONS Prescription medication can be very dangerous if administered inappropriately. The medication policy and procedures are designed to help keep all youth safe. The policy and procedures apply to all youth (participants or employees) age 17 and under who:  Stay overnight in 4-H provided sleeping quarters AND/OR  Require medication at a daytime program where a parent/guardian is not present Medications must be administered according to the following procedures:  Participants may bring and keep non-prescription/over-the-counter medicines and prescription topical medications in their possession and use as needed. Standard over-the-counter medications will also be available from the nurse or the designated individual.  Participants who require prescription quick-relief medication for potentially life-threatening conditions (e.g. asthma inhaler, bee sting kit, insulin pens) may keep this medication in their possession and use as needed. Parents/guardians are responsible for ensuring the health information in 4HOnline indicates the need for this medication and the section approving self- administration of medication is checked. Parents/guardians will complete the Authorization for Giving Medication: Minnesota 4-H Youth Development Form so the nurse or designated individual is aware of the participant’s potentially life-threatening condition, in case of an emergency.  All other prescription medications will be collected, recorded, stored and administered according to the following protocols: at home by parents/guardians, in the county/tribal community by Extension employees and at 4-H programs by the nurse or designated individual.  The exception is when a parent accompanies and stays at the event because they have children attending. Prescriptions can then be kept and administered by the parent, we do not collect them in these cases.  Medications will be accepted, recorded, stored and distributed at State Fair as follows:  Livestock Encampment - medication stations, located close to the 4-H Livestock Office in the Cattle Barn between 7:00 a.m. and 9:00 p.m.  General Encampment, Lama Encampment, State Ambassadors & State Arts-In participants - nurse’s office in the 4-H Building, 3rd floor dormitories Please review the details for prescription medication requirements online: z.umn.edu/sfhealthcare ILLNESS OR INJURY DURING THE STATE FAIR A registered nurse is on site 24 hours a day and the dormitory staff have access to an emergency vehicle 24 hours a day.  The nurse's office is on the third floor of the 4-H Building and is available for registered 4-H participants and chaperones ONLY. All others must be referred to the State Fair First Aid Station which is located next to the 4-H Building.  If an accident or illness occurs, the 4-H member or chaperone should be referred to or brought to the nurse immediately. The nurse on duty will determine whether to refer the individual for further treatment. During this assessment, every attempt will be made to reach the parent/guardian or alternative emergency contact.  Should a life-threatening emergency occur, emergency help will be sought immediately. The nurse will contact the hospital directly.  It is important that any illnesses or injury that occurs during a 4-H experience at the State Fair be documented by the 4-H nurse on duty. This will serve as evidence later if 4-H accident insurance is needed. The participant is responsible for notifying the nurse of the illness or injury. Page 4 of 16 2019 State Fair Guide ACCIDENT INSURANCE 4-H members and Minnesota 4-H volunteers attending the State Fair are covered by supplementary accident insurance during their 4-H experience. This insurance does not cover expenses related to illness or pre-existing conditions.

In the dorm after lights out hours. Once lights are out no cell phones are to be on. This includes talking on the phone, text messaging, social media and games. 3. During any shows or presentations by 4-H’ers or any other group. Cell phones should be off or on silent to avoid disturbance. Just use common courtesy. This is for participants and general public.

Page 10 of 16 2019 State Fair Guide PARKING OVERNIGHT PARKING DURING THE FAIR Overnight parking will be made available on a first-come-first-serve basis in the Continuing Education Conference Center lot on St. Paul Campus and also by the Water Tower Lot on St. Paul Campus during Livestock Encampment. These are non-staffed lots. The closest entrance onto the grounds from the lots is just to the East of the Continuing Education Conference Center lot or the West entrance. NOTE: Each county/tribal community is allowed only 2 overnight parking passes per encampment (i.e. 2 for Livestock Encampment, 2 for General Encampment and 2 for Lama Encampment). The passes are $10/night. Talk with your local 4-H Staff if overnight parking is needed. You may need to coordinate parking/carpooling. ACCESSIBLE PARKING Parking spaces designated for vehicles with a valid disabled persons parking identification placard are located in many State Fair lots on a first-come basis. See a State Fair map for locations. LIVESTOCK INFORMATION HAY, BEDDING, FEED AND EQUIPMENT: 4-H Beef exhibitors will be charged $10 per exhibitor to assist with the added cost of wood chips in the barn and tie out areas. This fee will be assessed to each exhibitor at State Fair registration time on Form 1. Beef exhibitors should plan to bring all feed. All 4-H Poultry and Rabbit exhibitors will be provided with shavings, but should bring their own feed. All other species – Dairy, Sheep, Swine, Goats – (both dairy and meat) and Lama will not receive any hay or bedding allotments. Even your initial bedding must be brought from home. There is a monetary allotment provided by the Minnesota State Fair. The allotment is per animal in the county livestock delegation and will be equal to Dairy ($8), Sheep, Swine, Goats and Lama ($5). If this allotment is not used, it will not be refunded to the county. Each county livestock delegation should plan to store only daily needs in the barn and can store additional quantities in county livestock trailers parked in the livestock trailer area, which is across the street from the fairgrounds. No big bales of straw will be allowed in the barn after 8:00 a.m. on Thursday. A convenient shuttle system is supplied by the Minnesota State Fair to bring feed, bedding and supplies onto the grounds during the day. 4-H families can buy feed and bedding individually from the State Fair Forage Department. Check with your county staff to see if your county has a charge agreement in place or if you will need to pay by cash. Feeding, watering and cleaning equipment will not be provided. 4-H’ers should provide their own equipment and counties should bring cleaning equipment such as brooms, forks, etc. LOADOUT OF LIVESTOCK AND EQUIPMENT ON THE SUNDAY OF LIVESTOCK ENCAMPMENT: z.umn.edu/livestockloadout will provide you with complete details for the loadout process for 4-H livestock and livestock equipment. Be sure to review this information to determine how and when animals and equipment will be released on Sunday. 4-H SHOW ATTIRE FOR ALL LIVESTOCK EXHIBITORS: Each species vary in what is considered proper attire for the show ring experience. Review information and plan your show ring attire accordingly. The official livestock show shirt will be provided and is required at all livestock shows. Please see the details for each specie at: z.umn.edu/showringattire. LIVESTOCK INTERVIEWS: Livestock Interview Testing will take place on St. Paul Campus in Ruttan Hall on Wednesday, August 21 from 10:00 a.m. - 7:00 p.m. and on Thursday, August 22 from 8:30 - 11:30 a.m. Transportation/busing will only be available on Wednesday to/from the Compeer Arena and Campus. Please allow at least 2 hours to complete the process. Youth will first engage in a 30 minute educational program and then take their online test. In 2019 our educational focus will be on how the animal goes from fair to the dinner table, highlighting the fabrication process with industry expert panelists. There is an Early Bird Incentive!! The first 200 youth to take their test on Wednesday, August 21 will receive a special giveaway! Note that staff will be on hand to assist those youth with special needs (i.e. a test reader). Just make sure to ask when you arrive. HERDSMANSHIP/SPEAKING UP FOR ANIMAL AGRICULTURE: A critical component of herdsmanship is the way exhibitors positively interact with fair visitors.
