(Bogor Agricultural University / IPB, Indonesia), M.Sc (University of Newcastle Upon-Tyne, UK) DEPARTMENT OF HISTORY AND POLITICS FACULTY OF ARTS UNIVERSITY OF WOLLONGONG 2002 ABSTRACT This thesis adopts an interdisciplinary approach. It examines the development of marine and coastal policy in Indonesia and explores how well Indonesia is governing its marine and coastal space and resources and with what effects and consequences. This thesis uses a policy analysis framework, with legislative and institutional activity as the basic unit of analysis. Three factors are identified as having been the major influences on the evolution of marine and coastal policy in Indonesia. These are international law, marine science and “state of the art” marine and coastal management. The role of these factors in the management of the coastal zone, living and non-living marine resources, marine science and technology, the marine environment and relevant international relations are analysed and discussed in the Indonesian case. This thesis concludes that Indonesia’s major challenges in terms of sustainable marine and coastal development are (a) to establish an appropriate management regime, and (b) to formulate and implement a combination of measures in order to attain the objectives of sustainable development. The basic problem is the fact that currently, Indonesia is not a “marine oriented” nation. Therefore, marine and coastal affairs are not at the top of the public policy agenda. Principles of international instruments have influenced the establishment of marine and coastal policy and management in Indonesia. However, in the implementation of sound management practices, Indonesia faces many challenges. The distinctive characteristics of Indonesia as an archipelagic nation underpin the basic philosophy of marine and coastal policy and management. With the increasing priority of marine and coastal policy in national development, science and environmental aspects have been able to play a greater role in policy development. ii A number of lessons can be taken from the Australian experience that may have some relevance to how Indonesia meets the challenges of implementing its new marine and coastal policy. For example, Indonesia needs to follow the lead of Australia, establishing national principles, goals and objectives for the sustainable of Indonesia’s marine and coastal resources and the conservation, protection and restoration of the marine and coastal environment. The solution for major marine and coastal management problems between federal and states, such as Offshore Constitutional Settlement (OCS) and Intergovernmental Agreement on the Environment (IGAE), offer an attractive alternative for the implementation of regional autonomy in Indonesia. Also, there is a need for multi-stakeholder involvement throughout the policy development process. In readiness for the 21st Century, the Guidelines of State Policy (GBHN) 1999 stated a shift of paradigm from ‘terrestrial oriented’ towards ‘marine oriented’ development. Indonesia started to give more priority to marine and coastal development and now faces the challenges posed by the transition from issue analysis and planning to the implementation of policies. One way or the other, it is reasonable to conclude that new forces and new needs are likely to bring change and improvement to marine and coastal governance in Indonesia over the next decade or so. iii ACKNOWLEDGMENT With deep appreciation in my heart, the first and most grateful acknowledgment goes to my supervisors, Associate Professor Sam Bateman and Associate Professor Ron West, whose invaluable guidance, constant encouragement, and friendly support throughout my graduate years made this work possible. Updating the seabird fauna of Jakarta Bay, Indonesia. Marine Ornithology 45: 11–16. Jakarta Bay, with an area of about 490 km2, is located at the edge of the Sunda Straits between Java and Sumatra, positioned on the Java coast between the capes of Tanjung Pasir in the west and Tanjung Karawang in the east. Its marine avifauna has been little studied. The ecology of the area is under threat owing to 1) Jakarta’s Governor Regulation No. 121/2012 zoning the northern coastal area of Jakarta for development through the creation of new islands or reclamation; 2) the condition of Jakarta’s rivers, which are becoming more heavily polluted from increasing domestic and industrial waste flowing into the bay; and 3) other factors such as incidental take. Because of these factors, it is useful to update knowledge of the seabird fauna of Jakarta Bay, part of the East Asian–Australasian Flyway. In 2011–2014 we conducted surveys to quantify seabird occurrence in the area. We identified 18 seabird species, 13 of which were new records for Jakarta Bay; more detailed information is presented for Christmas Island Frigatebird Fregata andrewsi. To better protect Jakarta Bay and its wildlife, regular monitoring is strongly recommended, and such monitoring is best conducted in cooperation with the staff of local government, local people, local non-governmental organization personnel and birdwatchers.

The largest and best documented are the events of 1770 and 1859 in the Molucca Sea region, of 1629, 1774 and 1852 in the Banda Sea region, the 1820 event in Makassar, the 1857 event in Dili, Timor, the 1815 event in Bali and Lom- bok, the events of 1699, 1771, 1780, 1815, 1848 and 1852 in Java, and the events of 1797, 1818, 1833 and 1861 in Sumatra. Most of these events caused damage over a broad region, and are asso- ciated with years of temporal and spatial clustering of earthquakes. The earthquakes left many cit- ies in ‘rubble heaps’. Some events spawned tsunamis with run-up heights .15 m that swept many coastal villages away. 2004 marked the recurrence of some of these events in western Indonesia. However, there has not been a major shallow earthquake (M ≥ 8) in Java and eastern Indonesia for the past 160 years.

Two vessels of a domestic shipping line appear to have served as a transport vector for the Asian green mussel Perna viridis (Linnaeus, 1758) between regions. This species is indigenous in the western but not in the eastern part of the archipelago, separated historically by the Sunda Shelf. The green mussels collected from the hulls of the ferries when in eastern Indonesia showed a significantly lower body condition index than similar-sized individuals from three different western-Indonesian mussel populations. This was presumably due to reduced food supply during the ships’ voyages. Although this transport- induced food shortage may initially limit the invasive potential (through reduced reproductive rates) of the translocated individuals, the risk that the species will extend its distributional range further into eastern Indonesia is high.

The record is examined within the context of a coarse fraction stratigraphy which is a lithologic index of CaCθ3 preservation, and an oxygen isotope stratigraphy which provides a chronostratigraphy and a record of climate change. Variations in the relative abundance of 27 planktonic foraminifer species primarily reflect fluctuations in the intensity of CaCθ3 dissolution. CaCθ3 dissolution covaries with climate fluctuations at a cyclicity of about 100 k.y. Glacial-aged sediments are generally well preserved, as indicated by faunal and lithologic indices. Interglacial-aged sediments show poorer preservation. The -100-k.y. cycles are superimposed upon the long-term Brunhes Dissolution Cycle. This cycle is characterized by an interval of poor preservation centered between 400 and 550 ka and is bounded by good preservation events at 25 and 750 ka. Ecological factors also control variations in the foraminifer fauna. Changes in ecology are inferred from downcore fluctuations in the relative abundances of foraminifer species that have a similar level of resistance to dissolution. We focus on three species (Neogloboquadrina dutertrei, Pulleniatina obliquiloculata, Globorotalia menardii) with a relatively high resistance to dissolution.

    PART 2 SHRIMP FISHERIES IN SELECTED COUNTRIES 155 Shrimp fishing in Australia AN OVERVIEW Australia is greatly involved in shrimp21 fishing and its associated activities. Shrimp fishing occurs in the tropical, subtropical and temperate waters of the country, and ranges in scale from recreational fisheries to large-scale operations using vessels of up to 40 m in length. Australia also produces shrimp from aquaculture and is involved in both the export and import of shrimp in various forms. Many Australian shrimp fisheries are considered to be extremely well managed and a model for other countries to emulate. Moreover, the availability of recent information on Australian shrimp fishing and management issues is excellent. DEVELOPMENT AND STRUCTURE The main Australian shrimp fisheries can be roughly divided by area and management responsibility.22 Ten major shrimp fisheries are recognized in the national fisheries statistics (ABARE, 2005). Summary details on these fisheries are given in Table 20. The nomenclature of the main species of Australian shrimp is given in Table 21. Some of the more significant or interesting Australian shrimp fisheries are described below.
