CHAPTER 5 AIRLINE AND AIRCRAFT MOVEMENT GROWTH “AIRPORTS...ARE A VITAL PART OF ENSURING THAT OUR NATION IS ABLE TO BE CONNECTED TO THE REST OF THE WORLD...” THE HON WARREN TRUSS, DEPUTY PRIME MINISTER 5 Airline and aircraft movement growth The volume of passenger and aircraft movements at Canberra Airport has declined since 2009/2010. In 2013/2014 Canberra Airport will handle approximately 2.833 million passengers across approximately 60,000 aircraft movements, its lowest recorded passenger volume since 2007/2008. The prospects for a future return to growth however are strong. Canberra Airport expects a restoration of volume growth in 2015/2016 and retains confidence in the future of the aviation market in Canberra, across Australia, and particularly the Asia Pacific region. Over the next 20 years passenger numbers at Canberra Airport are projected to reach 9 million passengers per annum with some 153,000 aircraft movements in 2033/2034. Canberra Airport, with its extensive infrastructure upgrades in recent years, is well positioned to meet forecast demand with only minor additional infrastructure and capitalise on growth opportunities in the regional, domestic and international aviation markets. 5.1 OVERVIEW Globally, the aviation industry has experienced enormous change over the past 15 years including deregulation of the airline sector, operational and structural changes in the post-September 11 2001 environment, oil price shocks, the collapse of airlines as a result of the global financial crisis (GFC), and the rise of new global players in the Middle East at the expense of international carriers from traditional markets. Likewise, Australia has seen enormous change in its aviation sector – the demise of Ansett, the emergence of Virgin Australia, Jetstar, and Tiger Airways, the subsequent repositioning of two out of three of these new entrant airlines and, particularly in the Canberra context, the collapse of regional airlines. -

REGULATION OF AIR TRANSPORT IN NSW PUBLIC CONSULTATION COMMENTS BY REGIONAL EXPRESS Regional Express Holdings Limited (Rex) is the listed entity which owns two regional airlines operating intra New South Wales scheduled services – Regional Express (Rex) and Air Link. It also has a charter and freight subsidiary Pel – Air Aviation which operates contracted air freight services to regional centres as well as passenger and freight charter services. Rex is Australia’s largest independent regional airline and the largest regional airline operating services intra New South Wales. Rex operates thirteen Saab 340 aircraft between Sydney and fifteen regional centres on some 550 flights weekly. Air Link operates two Beech B1900D, five Piper Chieftain and three Cessna 310R aircraft on services linking Sydney with eight regional communities some via a hub in Dubbo. In New South Wales, Rex operates services on four competitive, unregulated routes as well as being the licensed sole operator on eleven routes. Air Link operates on one competitive unregulated route and is the licensed sole operator on seven intrastate routes. The comments in this response cover the views of both Rex and Air Link. Rex has been very successful in developing all of the route markets on its network achieving substantial passenger growth on the back of a significant reduction in average fares. The average fare on the Rex network today is 40 percent below that which applied four years ago. Even adding in the fuel surcharge necessary to alleviate the impact of spiralling fuel prices (which only recently reduced by $3.00 to $24.00 per sector) Rex’s average fares are 20 percent below the levels which applied four years ago. -

Rural & Regional Affairs and Transport Legislation Committee ANSWERS TO QUESTIONS ON NOTICE Additional Estimates February 2012 Infrastructure and Transport Question no.: 86 Program: 2.4 Division/Agency: (AAA) Aviation and Airports Topic: Archerfield Airport’s 2011/12-2031 Draft Master Plan Proof Hansard Page/s: 63 (14/02/2012) Senator Fawcett asked: Senator FAWCETT: The Archerfield plan at the moment indicates simultaneously a proposed extension of runway 28 right and at the same time has zoned an area for light industrial that would be slap in the middle of the runway and safety area. So, there is a direct conflict there straightaway, because if that development goes ahead then the runway extension cannot go ahead, which means the airport loses the potential to expand its operations. Why did that get approved? Mr Mrdak: The Archerfield master plan is currently in the process of development. There is an approved master plan, but Archerfield is currently going through the process of obtaining approval of a new master plan. To the best of my knowledge, we have sought resolution of a number of issues that we identified with the draft master plan, and Archerfield is currently working through those issues and we are awaiting a response from the airport. Senator FAWCETT: So, a conflict like that, if it was in this current plan, would not be approved? Mr Wilson: I would have to take the detailed question on notice rather than try to provide you with an answer off the cuff in regard to the technical aspects of the operation of an airport, but the underlying premise, as Mr Mrdak indicated, was that we would provide advice in regard to the ongoing operation of the aviation sector. -

With community support, Canberra Airport has developed into an Airport that is truly worthy of Australia’s National Capital city. This is delivering economic growth and jobs for the region. In recognition of this, Canberra Airport was awarded the Australian Capital City Airport of the Year Award in 2002, 2007 and 2013 and is acknowledged by the ACT and NSW Governments as a global gateway to Canberra and Southern NSW. The additional aviation capabilities and built-in capacity developed through the extension and strengthening of the main runway (Runway 17/35) in 2006 and the redevelopment of the new terminal between 2009 and 2014 reinforces Canberra Airport’s critically important role as the only curfew-free airport between Brisbane and Melbourne capable of handling B747 and A380 aircraft1, its role as Australia’s newest international gateway, its increasing role as an airfreight hub and as a back-up for Sydney’s increasingly crowded skies. To this end, to respond to the needs of the region’s community and business, this 2020 Master Plan foreshadows a focus on harnessing the capacity of this new quality aviation infrastructure for growth in air services, both domestic and international. This focus will include further improvements to the Airport’s aircraft navigation aids. -

CHAPTER 6 FREIGHT OPERATIONS “Working in partnership with land use and planning, transport can play an integral part in supporting the emergence of industrial areas and economic hubs, such as Canberra’s international airport and its future air freight potential for the Capital region and beyond.” ACT GOVERNMENT – MOVING CANBERRA 2019–45 6 Freight Operations Airfreight arriving and departing Canberra Airport has a long history over many decades. This movement of freight by air has been, and continues to be, carried by a mix of aircraft over a 24-hour cycle. Freight is carried by defence aircraft, domestic passenger aircraft and dedicated domestic aircraft and from time to time international freight aircraft. The opportunity arising from international passenger services at Canberra Airport will soon systematically broaden the airfreight capability for government and business operations within the region and provide a new driver for growth of freight hub operations through Canberra Airport. Over 95 percent of the international airfreight task into and out of Australia is carried by passenger aircraft. Over the 21 years since privatisation, Canberra Airport has seen an ongoing range of overnight airfreight operations catering to the existing needs of Canberra and the region, as well as a range of other overnight aircraft movements including defence, ad- hoc VIP and domestic passenger aircraft. This is expected to continue and diversify with the opportunity of overnight international passenger services arriving and departing Canberra Airport. Singapore Airlines operates a daily passenger service Canberra non-stop to Singapore departing Canberra between 11pm and midnight each evening. Qatar also operate a daily passenger service departing Canberra to Doha, via Sydney, between 1pm and 2pm each afternoon. -

Zurich, 14 December 2020 MEDIA RELEASE QANTAS APPOINTS SWISSPORT AUSTRALIA AT AIRPORTS IN SYDNEY, MELBOURNE AND CANBERRA Swissport has been appointed by Qantas as its preferred partner for ground services at Australia’s busiest airports in Sydney and Melbourne, as well as Canberra Airport, which serves the nation’s capital. The 5-year agreement was reached after a rigorous tender process and will cover up to 70,000 flights per year. Swissport Australia has been appointed preferred ground services partner for Qantas in Sydney (SYD), Melbourne (MEL) and Canberra (CBR). Qantas` outsourcing review focussed on safety, operational performance, cost, experience and financial viability and involved ramp services and fleet presentation at ten Australian airports. The work will be awarded subject to consultation and finalization of contracts. “We are proud to be trusted by the Qantas Group with their ground operations at Australia’s two busiest airports, in addition to the nation’s capital, and to further grow our partnership in Australia,” says Glenn Rutherford, Executive Vice President Swissport Asia-Pacific. “For almost 20 years, Swissport has been the largest local provider of ground services for the Qantas Group. 29 AUGUST 2014 MEDIA RELEASE REX - AUSTRALIA’S MOST PROFITABLE PASSENGER AIRLINE GROUP FOR 3rd CONSECUTIVE YEAR At its full financial year (FY) results presentation yesterday, Regional Express Holdings Ltd (Rex) announced a Profit Before Tax (PBT) of $10.7 million for the year ended 30 June 2014. This represents a drop of about 45% from the prior year, but is slightly improved from the half year when it reported a PBT reduction of 59.8%. Commenting on the results, Rex Executive Chairman Mr Lim Kim Hai said, “The Australian economy continued to deteriorate in the period under review and resulted in 38,000 fewer Rex passengers, or a reduction of 3.4%.” He added that the year also saw record average fuel prices. “On top of that, we had the burden of increased government taxes in the form of the carbon tax and a significant increase in the fuel levy to fund the Civil Aviation Safety Authority. All of these taxes implemented by the previous Federal Government just add more nails in the coffin of the aviation industry,” Mr Lim said. "As foreshadowed in my earlier warnings to the Federal Government, aviation in Australia is in deep crisis with Qantas and Virgin Australia losing a combined $4.4 billion at pre-tax level for FY14. Regional aviation is even harder hit - we saw another two carriers collapse in the last nine months." "The environment is so toxic that incredible as it sounds, Rex is not only the most profitable passenger airline group for the third consecutive year, it has more accumulated PBT than Qantas or Virgin Australia over the last nine years." "This clearly demonstrates the prolonged and endemic crisis that is gripping Australian aviation, and I call on the Abbott government to urgently start implementing the concrete initiatives promised in the Coalition’s Policy for Aviation issued in August 2013 prior to the federal election one year ago. -
