Redevelopment Proposed for Women's Shelter at 225 East 45th Street [Source: Community Board 6 email of 4/26/2021] The City's Department of Housing Preservation & Development (HPD) and the Department of Homeless Services (DHS) have unveiled a plan to sell a DHS-owned building at 225 East 45th Street to Project Renewal, a nonprofit that provides housing, healthcare, and employment services to homeless New Yorkers. Project Renewal currently operates the site as a homeless shelter for women. Project Renewal seeks to buy the building from the City and redevelop it into a new multi-use facility including: a women's shelter, supportive/affordable housing, and a medical clinic to serve both the residents of the building and the larger community.

As DHS is proposing to sell a City-owned building, this sale is subject to the Uniform Land Use Review Process (ULURP), a public review process that gives CB6 a chance to offer an advisory comment on the sale.

18

This project is not expected to officially enter the public review process until at least September 2021. That said, on April 26 HPD, DHS, and Project Renewal presented a preview of the project to CB6 at their joint meeting of the CB6 Housing & Homelessness and Land use and Waterfront Committees.

This project will help fulfill some of our district's most pressing needs: notably the need for more affordable and supportive housing. If you have questions about this project, you can contact CB6 at [email protected].

Fearing Plunging Rents, NYC Landlords Keep Apartments Off Market April 18, 2021, patch.com, by Matt Troutman Landlords have kept more than 50 percent of unrented Manhattan apartments off the market in hopes they can raise prices later...The practice of holding onto unrented apartments is called "warehousing" and it hit record levels during the pandemic. It's a sign landlords are waiting for prices to go back up in their favor, said John Walkup, co-founder of UrbanDigs...The percentage of "warehoused" apartments in the city pre-COVID was typically 20 to 25 percent...this wasn't a collective effort — individual landlords each came to the same business decision separately. He said they're now offering a bare minimum of apartments to cover their immediate expenses. Off-market apartments are now just over 50 percent, UrbanDigs data shows...[Allia] Mohamed is the CEO and co-founder of openigloo, an app that allows tenants to review and rate apartments and landlords. She said a future app update will collect comments on how many empty apartments are in buildings...Warehousing isn't illegal, but it "doesn't feel good," she said.

Related: New York Could Sue to Prevent Loss of Congressional Seat, Cuomo Says April 27, 2021, nynow.wmht.org, by Dan Clark New York could take legal action against the federal government to prevent the state from losing a seat in Congress after last year’s census count, Gov. Andrew Cuomo said Tuesday. Cuomo said the

margin by which New York is expected to lose that seat — 89 residents — is too slim, and could be the result of a mistake by the federal government…The state has actually gained about 800,000 residents…an increase of about 4%, according to the Census Bureau. But the population of other states in the country grew at a faster rate, outpacing New York. That meant that, proportionately, New York had to give up a seat in Congress to another state…If New York doesn’t succeed in court, the state will lose a seat in Congress for at least the next decade, knocking it down to 26 members in the House.

(opinion) City Councils Are Villains of the Housing Crisis Their members have too much power over what gets built—or, more often, what doesn’t. April 29, 2021, slate.com, by Henry Grabar

23

Theoretically, members of big-city governing bodies only have a say over big changes such as neighborhood upzonings—that is, when builders are allowed to construct taller, denser structures than before. In reality, however, thanks to outdated zoning codes and other city-run approvals, each local representative exerts a great degree of power over even minute changes to the cityscape...The New York City Council is preparing to give members just such veto power over the construction of hotels. Hotel builders say it will all but end new hotel construction just as tourism is getting back on its feet, pushing thousands of tourists into Airbnbs that eat up the city’s housing stock and discouraging budget visitors.

Scams

Beware Unemployment Benefit ID Theft Scammers took advantage of the pandemic by filing fraudulent claims for unemployment compensation using stolen personal information of individuals who had not filed claims. February 2, 2021, cpapracticeadvisor.com Taxpayers who receive an incorrect Form 1099-G for unemployment benefits they did not receive should contact the issuing state agency to request a revised Form 1099-G showing they did not receive these benefits. Taxpayers who are unable to obtain a timely, corrected form from states should still file an accurate tax return, reporting only the income they received. States issue Forms 1099-G to the taxpayer and to the IRS to report what taxable income, such as refunds or unemployment benefits, were issued by state agencies. Additionally, if taxpayers are concerned that their personal information has been stolen and they want to protect their identity when filing their federal tax return, they can request an Identity Protection Pin (IP PIN) from the IRS.
