Southwick & Widley Parish Council Minutes of Parish Council meeting held in the Montgomery Room, D-Day Memorial Hall, Southwick on Monday 9 th October, 2006 at 7.30pm Present: Mrs J.Bazelgette ( Chairman) Mr. J. Houghton (Vice-Chairman) Mr. B. Welch Mrs J. Luxmore Mr. S. Nicholls Mrs. S. Grant Mr. A Richards Mr. J. Cooper Also present: Reverend Bob Green - Chaplain to Southwick and Boarhunt Parishes 3 members of the public. In attendance Stella Leppard - Clerk to the Council. Apologies for absence Mr. P. Hill and Major Alison Munro. The Minutes of the previous meeting The minutes had been circulated, and were confirmed and signed by the Chairman. Proposed by Mrs. Sheila Grant and Seconded by Mr. Brian Welch. Matters arising: Mrs. Luxmore pointed out that she thought it unlikely that the Estate's insurance would cover damage to the clock. Clerk to check with Estate Office. The Chairman commented that she was please that Mr. Sheldrick had been able to address the Council at the last meeting. Mr. Richards pointed out that damage to Rooks Bridge had not been repaired as was thought at the last meeting. Mr. Cooper agreed to raise the matter with Highways Department. The Chairman asked Mr. Cooper if he would investigate the state of some of the village signs. 18 Closure of Purbook Heath Road - Mr. Cooper said that there were no plans for closure of this road. The Chairman has spoken with Ruth Ellis at the Rowans about the parking around the area. It was agreed that there were problems. The Estate has donated a piece of land that they propose to use for car parking - however, there could be problems with the planning department. Mr. Cooper will speak with the Planning department with regard to this matter. Traffic Calming and speed limits would probably not have the required effect. Welcome new Councillor The Chairman welcomed Mr. Alan Richards to the Council. Public Business There were no public matters raised. Correspondence 1. Copy of Southsea Town Plan 2. HCC - copies of Hampshire Now received 3. Hampshire Youth Band - requesting donations - decided against. 4. Details from Winchester Area Community Action - re Mini bus for hire which will be garaged in Swanmore. 5. Letter from Miss Mansbridge requesting the use of the Park for wedding photographs on 18/08/2006. Permitted with usual provisos. 6. Hampshire County Council - September Council minutes 7. HCC - Planning for the Future - leaflets 8. HCC - details of Mineral & Waste Development Framework. 9. SEERA - information/provisions/ questionnaire ref Gypsy and Travellers 10. National Association of Local Councils- Aimual Report. 11. HAPTC - Information on Allotment Land 12. HAPTC - Employment Equality 13. HAPTC - Link/Local Plan/Countryside Access 14. WCC - Ref Winchester District Transport Review and questionnaire. 15. WCC - Forward Plan Key Decisions 16. Hampshire Police - letter seeking members for the Police Authority 17. Letter postponing Councillor Lipscombe's proposed visit to October meeting and suggesting that a date in the new year would be suitable 18. Letter requesting Precept for 2007/2008 - to be submitted by 31/1/2007 19. Form to be completed re Membership of Community Action 20. Correspondence ref grant for Widley Burial Ground. 19 Playing Held matters The Clerk had been in contact with Hampshire Playing Field Association. They have a Grants meeting on 18* October and the Council have been sent the necessary forms to apply for a grant towards the extra cost of the erection of the new goal posts. A quotation for the replacement seats on the swings had been received - the cost £155 - the Coimcil agreed to accept this. A report had been received that their may have been a car driving around the field -Mr Houghton had found no tracks to suggest this was correct. Recently the field had been used by a wedding party - again without permission. Street lighting matters The damaged light in the Car Park adjacent to the hall has now been repaired. Two lights - one at the junction of Priory Road and the entrance to the and the other on the path at the rear of the Naval Cottages are still not working. These lights are the property of Defence estates - Clerk to write to Major Munro. Roads & Highway matters There was discussion about water on the B2177. A possible problem with the adjacent ditch. Mr. Cooper is meeting with Highways department within the next few days about various problems in the area - Widley Walk - Denmead Road - Drivetts Comer - the junction of Back Lane with Denmead Road. Planning matters The plans for Portsdown West have received the permission with certain provisos about landscaping. Copies for plans for the Proposed Army Museum were received - the council agreed on no comment. Members business Mr. Richards mentioned the sign in Belney Lane and Comphouse Lane had been washed out of the ground. Mr. Cooper said that with regard to Waterlooville West there was to be a site visit on 25* October - not public but that there will be a informal meeting about the outline application at Havant at 10.00 am on 31^ October 2006. There will be much more discussion with regard to the roads etc before building commences. 20 Mrs. Luxmore said that the Village Hall Committee has asked if the Council would contribute towards the wall that they had had repaired. It was pointed out that the the Council had received no information or quotations about the cost of this work and could not authorise any such payment. Mr. Nicholls asked if there was a village liaison officer - for alerting residents of incidents around the village. His neighbour elderly Mr. Castle had been the victim of robbery/confidence tricksters at the weekend. It was agreed that the Council would place a poster on the notice board warning of the problem. Mr. Nicholls asked if the Council had moved forward on the Youth Shelter yet. It was agreed that the goal post problems needed to be sorted first. June Bazalgette read to the Council the letter of resignation from the Clerk. There was a notice on the board advertising the vacancy and it would appear in the next newsletter. She wondered if it were possible for the position to be a job share - the Council may need to consider clerk's salary when discussing the precept. In the past she had spoken to the Estate about the possibility of renting and office - but this would be too costly. Bob Green asked if there had been any outcome regarding Councillor Allgood's visit to view the road problem at the junction of Back Lane and West Street? Parking close to the junction was mentioned - traffic calming not thought to be suitable - speed limit reduction also would probably not work.
