Commission members were appointed by the chairs and ranking minority members of the House and Senate Appropriations Committees and Subcommittees for VA, HUD and Independent Agencies; the Senate Banking, Housing and Urban Affairs Committee and its Housing and Transportation Subcommittee; and the House Financial Services Committee and its Housing and Community Opportunity Subcommittee. The Commission was charged with examining, analyzing, and exploring: “(1) the importance of housing, particularly affordable housing which includes housing for the elderly, to the infra- structure of the United States; “(2) the various possible methods for increasing the role of the private sector in providing affordable housing in the United States, including the effectiveness and efficiency of such methods; and “(3) whether the existing programs of the Department of Housing and Urban Development work in conjunction with one another to provide better housing opportunities for families, neighborhoods, and communities, and how such programs can be improved with respect to such purpose.” (P.L. 106-74, Sec. 206(b)) Note: At the same time that it established the Millennial Housing Commission, Congress created the Commission on Affordable Housing and Health Facility Needs for Seniors in the 21st Century. The Seniors Commission was established to report on the housing and health needs for the next generation of seniors, and to offer policy and legislative recommendations for enhancing services and increasing the available housing for this rapidly growing segment of our society. The 22 commissioners appointed to this task were drawn from across the country and from across the spectrum of housing ideologies and experience. We are particularly pleased, therefore, to have achieved concurrence among all but one of the appointed members. The Commission included former elected officials; participants on previous national commissions; housing researchers, builders, managers, and owners; planners and public administrators; and leaders of community development organizations. Our findings and recommendations obviously reflect the great diversi- ty of philosophy and experience represented, but on one thing we all agree—we unequivocally care about housing and some fundamental precepts. First, housing matters. It represents the single largest expenditure for most American families and the single largest source of wealth for most homeowners. The development of housing has a major impact on the national economy and the economic growth and health of regions and com- munities. Housing is inextricably linked to access to jobs and healthy communities and the social behavior of the families who occupy it. The failure to achieve adequate housing leads to signifi- cant societal costs. Second, there is simply not enough affordable housing. The inadequacy of supply increas- es dramatically as one moves down the ladder of family earnings. The challenge is most acute for rental housing in high-cost areas, and the most egregious problem is for the very poor. We recognize that our country is engaged in a war that affects our vital interests, and that we have experienced a serious economic downturn from which we are entering a tentative recovery. There is a serious public debate as to which tax and spending policies will best support the sound fiscal management that our nation requires. Even within this context, resources for affordable housing provide important economic, social, and societal benefits. The inexorable growth in the numbers of families, of those working in service sectors, and of immigrants seeking to take part in the American Dream—coupled with community opposition to high-density development, the gentrification or abandonment and deterioration of an increasing percentage of our housing stock, and the growing affordability gap between haves and have- nots—require that the government of the United States seriously address the question of how our society can produce and preserve more housing for more American families in a more rational, thoughtful, and efficient way in the decade ahead. As affordable housing production is increased within the context of healthy, inclusive communities, the economy is strengthened, more families share common American values, and economic opportunity is increased for many. We are pleased to present the Millennial Housing Commission’s recommendations, which we hope will engage the elected officials of our democracy to meet these challenges.     Chapter 2 Tax expenditures and housing Judith Yates This chapter provides an assessment of the scale and distribution of the key tax expenditures for housing in the Australian tax system. The aggregate estimates of these tax expenditures suggest they are extremely large (of the order of $50 billion per year in total), with the vast majority arising from the concessions to owner-occupied housing. They are also distributed perversely, with the greatest benefits going to high income households at a time when they need them least. The chapter indicates some changes that might be made to make the tax treatment of housing more efficient and more equitable. 1 Introduction The aim of this chapter is to provide an assessment of the scale and distribution of the key tax expenditures for housing in the Australian tax system and to indicate some of the changes that might be made to make the tax treatment of housing more efficient and more equitable. The key tax bases that are relevant to housing in the Australian tax system are, at a federal level, the (individual) income and consumption (GST) tax bases and, at a state 1 or local level, the transactions (duties) and wealth (land taxes and rates) tax bases. A brief description of the various tax laws for housing is in Chapter 1 of this volume. Essentially, the imputed rent and capital gains of owner-occupied housing are exempt from income tax. The cost of financing the purchase and other expenses are not deductible. Rental properties are subject to income tax, including CGT, and are eligible for a 2.5% annual depreciation allowance on the construction cost of the building.

Some of these policies played an important role in triggering the recent financial and economic crisis and could also slow down the recovery.     The Impact of Market Imperfections on Real Estate Returns and Optimal Investor Portfolios Crocker H. Liu, New York University Terry V. Grissom, Texas A&M University David J. Hartzell, University of North Carolina This study investigates the consequences of several imperfections associated with real estate markets on pricing and optimal investor portfolios from a CAPM context. CAPM assumptions are relaxed to recognize illiquidity, the consumption and investment attributes of owner-occupied housing, and a mildly segmented market structure. The study finds that relaxing the CAPM assumptions lead to a separate pricing paradigm for financial assets, income-producing real estate and owner-occupied housing respectively, that a "dividend effect" arises for real estate as the result of illiquidity, and that illiquidity reduces the extent to which investors hold real estate in their portfolios. Introduction Most theoretical research on the investment decisions of investors and equilibrium asset prices focuses almost exclusively on financial assets although some literature exists on other asset classes such as human capital (c.f. Mayers [13] and Brito [5]) and durables (c.f. Bosch [3] and Grossman and Laroque [12]). One class of assets excluded from much theoretical inquiry in the past is real estate. The unstated implication is that the results of equilibrium asset pricing and investor's portfolio demand for stocks is directly applicable to real estate. However, real estate and the market within which it trades exhibit certain features that might distinguish the pricing of real estate from that of financial assets. The purpose of this study is to use the capital asset pricing model (CAPM) framework to investigate what consequences arise from recognizing real estate imperfections on the pricing of real estate and other financial assets and on the composition of optimal investor portfolios.

Low-income homeowners regardless of race are least likely to be able to take advantage of the mortgage interest deduction. They pay for a benefit that they cannot receive. Middle- and upper-income black homeowners are less likely than middle- and upper-income white homeowners to benefit from federal tax laws supporting homeownership in different ways. The appreciation of most middle- and upper-income black homes is significantly less than the appreciation of middle- and upper- income white homes. As a result, those black homeowners will not benefit as much as white homeowners from the tax provisions that exclude from income gain on the sale of their homes.

Abstract We use micro-level data to study the joint evolution of prices and rents on residential property. We first decompose the change in the price of occupant-owned property into three components: (1) changes in rent; (2) changes in the relative price of investor- and occupant-owned property; and (3) changes in the price-rent ratio. We show that (3) accounts for most of the variation and argue that this significant implications for theories of the 2000s housing boom and bust. Using a dataset that allows us to compute it at the property level, we show that the price-rent ratio moves similarly across all property types, but varies significantly by geography. Potential homeowners compare that market rental rate as a tenant with an implicit rental rate that reflects the cost of owning a home. The tax advantages tend to make owning more advantageous than renting for higher-income households, but lower-income households can find renting cheaper than owning.

    Measurement of house price bubbles: a case in Sydney Dr Xin Janet Ge School of the Built Environment, University of Technology, Sydney [email protected] Abstract Recent debates have been focusing on whether there is a housing-price bubble in Sydney. The Median Multiple (median house price divided by gross annual median household income) for Sydney is nine times, compared to 6.2 times in New York and 7.3 times in London (Demographia, 2014). The median price of an established home in Sydney has now reached $811,837, i.e., 17 per cent increase in the year to June 2014 (APM, 2014). A US economist and demographer (Dent, 2014), predicts that Australia’s property prices could drop by as much as 50 percent in the coming years. In contrast, others believe that the Sydney housing price will not fall dramatically. Real estate markets play an important role in the overall economy. The unsustainable housing prices greatly impact on the banking industry, distort consumer confidence and induce collapse or instability into the normal economic activities. Changes in housing prices are caused by the fundamental factors of demand and supply. An unsustainable bubble exists when ‘fundamental’ factors do not seem to be justified; i.e., the high prices today are caused by investors who believe that the selling price is higher tomorrow. This research analyses the Sydney housing price performances over the last ten years and compares the local rentals and income to detect indicators which lead to overheating in the housing market. The analysis will contribute to the prediction of house price trends for the future and assist government to formulate relevant housing policies.
