Chapter 2 Tax expenditures and housing Judith Yates This chapter provides an assessment of the scale and distribution of the key tax expenditures for housing in the Australian tax system. The aggregate estimates of these tax expenditures suggest they are extremely large (of the order of $50 billion per year in total), with the vast majority arising from the concessions to owner-occupied housing. They are also distributed perversely, with the greatest benefits going to high income households at a time when they need them least. The chapter indicates some changes that might be made to make the tax treatment of housing more efficient and more equitable. 1 Introduction The aim of this chapter is to provide an assessment of the scale and distribution of the key tax expenditures for housing in the Australian tax system and to indicate some of the changes that might be made to make the tax treatment of housing more efficient and more equitable. The key tax bases that are relevant to housing in the Australian tax system are, at a federal level, the (individual) income and consumption (GST) tax bases and, at a state 1 or local level, the transactions (duties) and wealth (land taxes and rates) tax bases. A brief description of the various tax laws for housing is in Chapter 1 of this volume. Essentially, the imputed rent and capital gains of owner-occupied housing are exempt from income tax. The cost of financing the purchase and other expenses are not deductible. Rental properties are subject to income tax, including CGT, and are eligible for a 2.5% annual depreciation allowance on the construction cost of the building. -

These seminars bring together civil society, business representatives, policy makers, academics and interested citizens to discuss and exchange views on tax avoidance and tax evasion. Further events are planned throughout 2018 in Austria (17 May), France (8 June), Italy (19 September) and Ireland (9 October). The Commission hopes that the roadshow seminars will further encourage active engagement on tax fairness principles at EU, national and local levels. In particular, a main aim seems to be to spread the tax debate currently ongoing at the EU-level into member states as well. Commission launches VAT MOSS portal 19 April The European Commission has launched a Mini-One Stop Shop (MOSS) portal for VAT purposes. The new MOSS portal provides comprehensive and easily accessible information on VAT rates for telecom, broadcasting and e- services, and explains how the MOSS can be used to declare and pay VAT on such services. 1 Commission proposes EU rules for whistleblower protection, covers tax avoidance as well 23 April The European Commission has published a new Directive for the protection of whistleblowers. -

CHAPTER G An Analysis of the Graded Property Tax Robert M. Schwab and Amy Rehder Harris Introduction In most jurisdictions, land and improvements are taxed at the same rate. The District of Columbia is no exception to this general rule. Consider two homes in the District, each valued at $100,000. Home A is a modest home on a large lot; suppose the land and structures are each worth $50,000. Home B is a more sub- stantial home on a smaller lot; in this case, suppose the land is valued at $20,000 and the improvements at $80,000. Under current District law, both homes would be taxed at a rate of 0.96 percent on the total value and thus, as Figure 1 shows, the owners of both homes would face property taxes of $960.1 But property can be taxed in many ways. Under a graded, or split-rate, tax, land is taxed more heavily than structures. -

Based on the analyses in which land is used as a factor of production, we can confirm that the taxation of land will lead to an increase in the growth rate of the economy. Particularly, we show that the introduction of a tax on land rents, a tax on the value of land or a stamp duty will cause the net price of land to decline. Further, we show that the nationalization of land and the redistribution of the land rents to the young generation will maximize the growth rate of the economy. The first two papers study fiscal policies towards inbound foreign direct investment (FDI), while the third studies international trade policy. These papers together contribute to our understanding of government incentives to use fiscal instruments to improve domestic welfare in open economy settings. Chapter II studies a small country’s incentives to tax foreign investors. A central result in the theory of international taxation argues that small countries should not impose taxes on inbound FDI (Gordon, 1986). -

Modern principles of capital taxation for open developing economies indicate the need to find the correct balance between the encouragement of private investment and the financing of social infrastructure, both of which are necessary for sustainable growth. This balance can be sub-optimal when countries compete for foreign investment by granting tax incentives or applying conflicting principles in determining the tax base. Optimal Benefit-Based Corporate Income Tax Simon M Naitram∗ Adam Smith Business School, University of Glasgow June 26, 2019 Abstract I derive an optimal benefit-based corporate tax rate formula as a function of the public input elasticity of profits and the (net of) tax elasticity of profits. I argue that the existence of the corporate income tax should be justified by the benefit-based view of taxation: firms should pay tax according to the benefits they receive from the use of the public input. I argue that benefit-based corporate taxation is normatively fair. Since the public input is a location-specific factor, a positive benefit-based corporate tax rate is also feasible even in a small open economy. The benefit-based view gives three clear principles of corporate tax design. First, we should tax corporate profits at source. Second, the optimal tax base is location-specific rents. Third, profit shifting is normatively wrong. An empirical application of the formula suggests the optimal benefit-based corporate tax rate on public corporations in the United States lies in the range of 35 to 52 percent. Some of these policies played an important role in triggering the recent financial and economic crisis and could also slow down the recovery. The chapter makes some recommendations for efficient and equitable housing policies that can also contribute to macroeconomic stability and growth. 3 II.4. HOUSING AND THE ECONOMY: POLICIES FOR RENOVATION Summary and conclusions Badly-designed housing policies played an important role in triggering the recent economic and financial crisis. This chapter investigates how housing policies should be designed to ensure adequate housing for citizens, support growth in long-term living standards and strengthen macroeconomic stability. Governments intervene in housing markets to enhance people’s housing opportunities and to ensure equitable access to housing. These interventions include fiscal measures, such as taxes and subsidies; the direct provision of social housing or rent allowances; and various regulations influencing the quantity, quality and price of housing. Housing policies also have a bearing on overall economic performance and living standards, in that they can influence how households use their savings as well as residential and labour mobility, which is crucial for reallocating workers to new jobs and geographical areas.
