Project Narrative – GWMP Capital Bikeshare Stations 2018

The Memorial Parkway (GWMP), in partnership with Arlington County, proposes to install two additional Capital Bikeshare stations on GWMP-managed property. The stations complement existing stations throughout Arlington County, in addition to the many stations throughout the region.

The Capital Bikeshare program is a regional transportation amenity for visitors and residents and has quickly become a critical form of public transportation. Continued participation in the system fulfills the goal of enhancing bicycle use at the park. Increasing bicycle use reduces traffic congestion, fossil fuel use and air emissions, and provides an additional and affordable form of access to destinations throughout the park.

Plans for the two Capital Bikeshare stations are as follows.

(1) Park Location: Along the Trail, east of the main parking lot. Size: 17 docks, and a terminal that measures 7’-11” tall by 1’ 8” wide. Pre-Treatment: The dock would be situated on a new 52.4" long by 15' wide concrete pad located east of the parking lot adjacent to the , approximately 5' to 10' north of the trail; the 4" tall slab will sit atop a 4" to 6" of gravel base, resulting in a limit of disturbance of 8" to 10" below finished grade. A crane will not be required for the installation of the station, installation is coordinated with Airport Authorities. Proximity: The Bikeshare station is located off the trail so bikes can be docked and un- docked easily without impacting trail operations.

(2) Theodore Roosevelt Island Location: The north side of the southern parking lot. Size: 16 docks, and a terminal that measures 7’-11” tall by 1’ 8” wide. Pre-Treatment: The dock would be mounted directly in the asphalt parking area. The station measures 30' long by 18' wide located in the northwestern corner of the south parking lot adjacent to the Mount Vernon Trail and will occupy 3 parking spots. A curb ramp will be constructed at this location to provide safe access from the station directly to the trail and temporary recycled rubber parking blocks are to be installed to prevent Bikeshare riders from entering the parking lot from the station. Proximity: The Bikeshare station is located in the parking lot so that trail operations will not be impacted.

The station locations were selected based on their proximity to visitor destinations, access to compatible modes of transportation such as Metro and bike paths, and connectivity to other Capital Bikeshare stations. Furthermore, the map frames at each station will have no advertisements and will be limited to public service announcements for activities within the park.

In accordance with Section 106 of the National Historic Preservation Act of 1966, as amended (NIPA), the Advisory Council on Historic Preservation's regulations (36 CFR Part 800), and provisions set forth in the 2008 Nationwide Programmatic Agreement with the , the National Park Service (lt{PS) - George Washington Memorial Parkway (GWMP) seeks your review and comment on a proposed undertaking by Arlington County to install two Capital Bikeshare stations at sites administered by the GWMP, those being the parking lots at Theodore Roosevelt Island and Gravelly Point. Both sites are connected to the NPS roadway system and part of the historic districts and cultural landscapes of the GWMP, Mount Vernon Memorial Highway, and Theodore Roosevelt Island, properties listed in the National Register of Historic Places.

Theodore Roosevelt Island is an approximately 90 acre wooded island in the within the District of Columbia. The island as a memorial was established by Congress on May 21, 1932, through Public Law 72-146, to commemorate the vision and passion of Theodore Roosevelt, the 26th president of the United States. As a lifelong steward of the nation's natural resources. his passion for conservation is reflected in thê natural, scenic qualities of the island itself. The site features a |7-foot tall bronze statue of the president, as well as aplaza, fountains, and four granite tablets inscribed with Roosevelt's tenets on citizenship. Access to the island is gained via a pedestrian bridge from northem Virginia, adjacent to which are two parking lots. Theodore Roosevelt Island is a documented cultural landscape.

Gravelly Point is an approximately 75 acre recreational area located along the Potomac River north of the Ronald Reagan Washington National Airport in Arlington County, Virginia. The area is mostly flat and contains areas for picnicking and sports fields. The Mount Vernon Multi-Use Trail passes through this area from Theodore Roosevelt Island down to Mount Vernon. Given its proximity to the airport, the site is also a very popular spot for aircraft enthusiasts to watch planes take off and land, Gravelly Point falls within the cultural landscape of the Mount Vernon Memorial Highway.

Arlington County proposes to install bikeshare docking stations in the parking lot areas at both Theodore Roosevelt Island and Gravelly Point, as shown on the attached plans. As these sites are very popular with the public, it is hoped these stations will encourage more environmentally friendly forms of transportation and lessen the number of motor vehicle trips and the demand for parking spaces. The associated capital and operating costs for the project will be paid for by Arlington County, in addition to being partially funded through the Federal Lands Access Program (FLAP), which is designed to improve access to National Parks. The specific locations for the stations have been chosen based on their proximity to the Mount Vernon Multi-Use Trail and for the minimal disruptions to existing park infrastructure. Arlington County will restore any disturbed pavement or land to its prior condition (or better). As this activity constitutes new installation of a transit system, it does not fall under the NPS streamlined review process as outlined in the 2008 Nationwide Programmatic Agreement

Installation of the two bikeshare stations will be similar at both proposed locations. At the Theodore Roosevelt Islands site, an alteinating, 16-dock station is to be situated in a 3O-foot long by l8-foot wide area located in the northwestern corner of the southern parking lot adjacent to the Mount Vernon Trail. In an effort to make the station a more temporary installation, no concrete pad is to bo installed at this location. Instead, the station will be mounted directly onto the asphalt paving. At the Gravelly Point site, a one-directional, 16-dock station is to be situated on a 52-foot long by 15-foot wide concrete pad situated to the east of the parking lot next to the portable toilets and north of the Mount Vernon Trail. The 4 inch- tall pad will be level with the adjacent trail and seated on a bed of gravel 4 to 6 inches thick, making the limits of disturbance 8 to 10 inches below ground surface. The stations typically include a 7 foot l1 inch tall terminal with attached solar panel and a 6 foot 8 inch tall map display.

Throughout the duration of this project, GWMP staff members attempted to minimize potential effects to the historic properties. Multiple locations have been considered in an effort to make the stations less conspicuous within the landscape and resolve potential conflicts between pedestrians and bicyclists. At Theodore Roosevelt Island, the station was relocated away from the entrance to the island and had its concrete pad removed, which lowers the overall station by 6 inches and makes the installation more temporary in nature. Additionally, a recent parking lot improvement project introduced new landscape planting that will help visually screen the station. At Gravelly Point, the station was moved out of a historically planned viewshed towards downtown Washington, DC and now takes advantage of screening offered by the portable toilets. Furthermore, this location will not feature a map display, thereby reducing the overall massing of the station. At both locations, the use of aesthetically compatible plantings will be explored to see if opportunities exist for additional screening.

NPS cultural resource professionals have recommended the current proposal as being compatible with and less impactful to the historic characteristics of the GWMP, the Mount Vernon Memorial Highway, and Theodore Roosevelt Island that qualify them for inclusion in the National Register of Historic Places. While there will be an effect to historic properties (i.e., visual impact), it does not rise to the level of adverse effect, especially considering bikeshare rental stations are ubiquitous throughout the DC metropolitan region and are not anticipated to draw the undue attention of the casual observer. Installation of the bikeshare stations will introduce a new, non-historic element to the cultural landscapes of these historic properties, but one that is small in scale and ultimately reversible. While ground disturbance is required for the installation for one of the two stations (Gravelly Point), the proposed area of potential effect (APE) is located in an area that has historically been altered with substantial amounts of marine dredge fill. An archeological assessment conducted in 2008 by Elizabeth A. Comer Archaeology concluded that archeological material may survive in this area, but if so, would be located under approximately 20 feet of fill. At the Theodore Roosevelt Island parking lot, the station is to be mounted directly upon the asphalt surface and thus requires no ground disturbance. This area has already experienced disturbance when the parking lot was installed during the mid-l960s and later rebuilt during a 1993-1994 roadway improvement project. Therefore, the potential for the project to adversely impact archgological resources is incredibly low.

The NPS has concluded that this undertaking will have no adverse effect on any historic properties.
