ORDER 1. Entry of Tourists from Outside the State Shall Not Be GOVERNMENT OF MEGHALAYA HOME (POLITICAL) DEPARTMENT No. POL.75/2020/Pti/100 Dated, Shillong the 28" May, 2021 ORDER Whereas, it is observed that the number of COVID-19 cases in the State continues to rise sharply and hospital bed occupancy is nearing saturation; Therefore, in supersession to all orders issued in respect of Containment Measures in the State, the following shall be enforced in the State w.e.f. 318t May, 2021 until further orders. Entire State: 1. Political, public, social and religious gatherings are not permitted including conferences, meetings and trainings Entry of tourists from outside the State shall not be permitted and all tourist spots shall remain closed. Sports activities are not permitted. Inter-State movement of persons shall be restricted. This shall not apply for transit vehicles of Assam / Tripura / Manipur / Mizoram. 5. International Border Trade shall be regulated by the Deputy Commissioners. East Khasi Hills District: 6. Lockdown shall be extended in East Khasi Hills District till 5:00 AM of 7'" June, 2021. 7. The Deputy Commissioner, East Khasi Hills District shall make suitable arrangements for availability of essential commodities in the localities on need basis. 8. Home Delivery Services are permitted subject to prior permission and regulation by the Deputy Commissioner, East Khasi Hills District. 9. Inter-district movement of persons from and to East Khasi Hills District shall be restricted. 10. All Central Government offices other than those notified by Home (Political) Department vide Notification No. POL.117/2020/Pt.1I/136, dated 28-05-2021 shall remain closed. 11. All State Government offices other than those notified by Personnel & A.R (A) Department vide Notification No. PER.62/2020/57, dated 28-05-2021 shall remain closed. 12. State Bank of India, Main Branch, Laitumkhrah Branch and Secretariat Branch shall function with limited staff for the purpose of government transactions only. 13. All other Banks are permitted to open on 31% May, 2021 and 1% June, 2021 with limited staff for the purpose of urgent transactions only. They shall close by 4:00 PM. 14. All Post Offices are permitted to open on 24, 3° and 4" June, 2021 with limited staff. 15. Ecommerce activities and courier services are permitted subject to regulation by the Deputy Commissioner, East Khasi Hills District. 16. Hardware Stores are permitted to open on need-basis with prior permission of the Deputy Commissioner, East Khasi Hills. 17. In-situ Construction works for Government Projects that does not involve movement of labour are permitted with due intimation to the Deputy Commissioner, East Khasi Hills District. In-situ Construction works of Private Projects that does not involve movement of labour are permitted subject to prior permission and regulation of the Deputy Commissioner, East Khasi Hills. 18. Funeral gathering to be restricted to 10 persons with prior permission of the Deputy Commissioner, East Khasi Hills. 19. Weddings are not permitted. Exemptions: 1.     Eco-Architecture II 159 Earthquake resistant characteristics of traditional Khasi houses in Shillong, India B. I. O. Dahunsi & A. K. Mittal Structural Engineering Division, Central Building Research Institute, India Abstract Shillong, the capital of the state of Meghalaya, is located in the highest risk zone (V) of earthquake vulnerability in India. The area has witnessed several earthquakes including the one that occurred in 1897 during which most of the town was destroyed. Some of the buildings that survived the earthquake included some traditional Khasi houses. The earthquake resistant features of such traditional buildings were studied. Basically, the traditional Khasi houses are built on raised platforms. The roofs are of thatch while the walls may be from materials such as stone masonry with lime mortars, lime rendered mud walls or thatch depending on prevailing weather conditions. Mud and stone walls are common in areas with heavy rainfalls. The structural system consists mainly of post and beam timber frames having pillars buried into the ground. The floor is supported at intervals by limestone or wooden pillars. Some of the characteristics of the traditional Khasi houses in Shillong that are in conformity with modern building code requirements include the fact that they are not usually built on hill tops and they have symmetrical oval shapes which are devoid of sharp corners, thereby avoiding stress concentrations which is a major source of failure at wall corners during earthquakes. Nails are not used in the constructions, and the grooves and tongues that are utilized allow for dissipation of seismic loads. The roofs are made of light materials so that fatalities from failed roofs are limited.

    First direct flight operations flagged off on Imphal – Shillong route under UDAN New milestone achieved in strengthening aerial connectivity with North East India The first direct flight operations between Imphal (Manipur) & Shillong (Meghalaya) was flagged off yesterday under the RCS-UDAN (Regional Connectivity Scheme — Ude Desh Ka Aam Nagrik) of the Government of India. The operationalization of this route fulfills the objectives of the Government of India to establish strong aerial connectivity in priority areas of North East India. The aerial connectivity between the capital cities of Manipur & Meghalaya has been a long- awaited demand of the people of the region. Due to the non-availability of any direct mode of transportation, people were compelled to cover a long 12-hour journey by road to reach Shillong from Imphal or they had to take a flight to LokpriyaGopinathBordoloi International Airport, Guwahati, then bus service to reach Shillong. The completion of the entire journey took more than 1 day to reach Shillong from Imphal or vice-versa. Shillong is the second city to be connected with Imphal under the UDAN scheme. Till date, 361 routes and 59 airports (including 5 heliports and 2 water aerodromes) have been operationalized under the UDAN scheme. The scheme is envisaged to establish strong aerial connectivity in all States and UTs of the country which hitherto were not connected, laying the foundation of a new regional segment in India’s aviation market.
