EXECUTIVE SUMMARY Shri.JAISON VARGHESE is the Owner residing at Parappuram House, Koovappady P.O, Ernakulam District,Kerala. Shri. Jaison Varghese was granted Letter of Intent over an area of 0.9990 Ha of Patta land in Sy.No. 397/4-1,397/4-2,397/7-2,398/4,398/5,397/6 of Koovappady Village, Kunnathunad–Taluk of Ernakulam District, Kerala State under 3(1) and 9 of rule Kerala Minor Mineral Concession Rule2015. • Shri.JAISON VARGHESE is the Consent owner of the quarry Permit area. • Shri. JAISON VARGHESE is the Authorized signatory for the Quarry operation. Quarry Permit details: • Extent of quarry: Area 0.9990Ha • Type of mine Permit area: Patta Land. • Letter of Intent issued by Department of Mining and Geology on 28.04.2017- DOE/297/E2/17 2. INTRODUCTION OFTHEPROJECT/BACK GROUND INFORMATION The Environmental Clearance application for quarrying of Granite building stone applied by Shri. Jaison Varghese is situated in Sy.No-397/4-1,397/4-2,397/7-2,398/4,398/5,397/6 at Koovappady Village, Kunnathunad Taluk, Ernakulam District, Kerala State.The subject area is owned by the proponent. The subject and is Patta Land an does not belong to government or reserved for any other purpose.The subject area is also not fit for agriculture and is away from public properties and there is no objection of the public or any litigation. The Quarrying plan is being prepared under3(1)and 9 of rule Kerala Minor Mineral Concession Rule2015”&the same is approved by the office of the Department of Mining and Geology, Ernakulam. The applicant that to obtain Environmental clearance in accordance with EIA Page 6 of 20 Notification 2006 and its amendments thereafter, from DEIAA, constituted in accordance with the notification dated January15th 2016 by Ministry of Environment &Forest, Govt. Of India. The area is found to have prominent exposure of building stone covering most of Permit area. Detailed study of the area has been done by the applicant by sampling exposed blocks of building stone and depth of the surrounding working pit. In view of the proposal for development and production of building stone, the applicant end stop produce with a maximum capacity of 58,656 TPA by carrying out medium scale quarrying by engaging semi-mechanized. Opencast method of quarrying. The quarrying plan is prepared for an extent of 0.9990 Ha and the application for Environmental clearance along with this report is here with submitted to DEIAA constituted by MOEF for obtaining Environmental clearance. Present Proposal: The present proposal is submitted to the District Level Environmental Impact Assessment Authority, notified by ministry of Environment & Forest under the EIA Notification 2006 as per the orders of the honorable Supreme Court dated 27.02.2012 directing that lesse of Minor Minerals including their renewal for an area of less than 5.0ha be granted/renewed after getting Environmental Clearance from MOEF and recent Notification of January15, 2016 of MoEF, Govt of India. Need for the project: Rapid industrialization and growth in infrastructure has made global as well as domestic demand for building stone. So number of building stone manufacturing quarries &crushing units with manufactured-sand Units (industries) are coming up in this sector .Building stone is the chief raw material in this sector, for building constructions & road formations. The size& quality parameters for supply of the mineral will be as per the requirements of the use rindustry. Based on the demand, the applicant intend produce the required quantum of building stone for the developmental projects. As per EIA notification 2006 project proponent is submitting the proposal to get clearance for production capacity of 58,656 tons/annum from District Level Environmental Appraisal committee /District level Environmental Impact Assessment Page 7 of 20 Authority of Kerala constituted by MOEF,GOI for the purpose of grant quarry Permit for which notification for grant is issued. The extent of the area is small and shall be worked by semi-mechanized method. Employment potential: The proposed Man power is around 18 including technical & professional competent staff experienced in quarrying &allied activities. The employees will be assigned job relating to drilling, the handling of the building stone and waste & other routine works in the quarry. The quarry shall provide direct employment to 20 people. The working hours at the quarry will be8 hours/day for 300 days/year. 3. PROJECT DESCRIPTION The site is geographically located between North Latitude 10°8'57.5"N to10°8'55.2" N and East longitude. 76°29'27.6"E to 76°29'28.3"E In the field studies it is observed that the quarry Permit are falling in uncultivable waste lands, non-forest .The area is essence consists of stone/rocky ridges and slope/gradient in all directions. The highest elevation is 30m and lowest elevation is 8m above MSL. Developments in the city and surrounding area have taken a fast stride in the last two decades. The Information Technology Institutions at Kakkanad, the International Airport at Nedumbassery, the new bridge linking Vypeen islands to the main land and the high impact residential and commercial developments in the city and the surrounding areas have caused direct and indirect development impacts in many sectors. These are exerting tremendous stress on the infrastructure components. The most apparent issues in Kochi City are the increasing traffic congestion and the degradation of urban environment. It is in this context that the Structure Plan for the central city of Kochi approved by Government in the year 1991 and the subsequent variations are reviewed. The zoning regulations of the Structure Plan were revised in the year 2007. Inspite of these, it is seen that all these attempts do not ensure satisfactory planned development in the city of Kochi and the immediate influence area around. Anticipating the future development needs and the population growth, it is envisaged that a revised Development Plan for Kochi city Region has to be prepared, published and got approved by Government. This Development Plan is expected to guide the constituent local governments within the city Region in their respective development actions and also guide them to formulate their individual development policies so as to be part of the whole.

Every effort has been taken to estimate the severity of flooding and inundation areas likely to be affected due to the failure of Idamalayar Dam. These estimates are based on available primary and secondary data. Every effort has been made to foresee varied emergency possibilities and develop appropriate notification procedures for timely rescue and relief operations. However, implementation of the Emergency Action Plan (EAP) involves many agencies, who are required to work in a coordinated manner to reduce the consequences of the emergency triggered by the dam site condition.
