INTRODUCTION

1.1 Preamble – About the FIM

Founded in 1904, the FIM (Fédération Internationale de Motocyclisme) is the worldwide governing body for and the global advocate for motorcycling with the authority to award world championships titles and to adopt the rules (including but not limited to the sporting, technical, medical and anti-doping and disciplinary and arbitration rules) it deems necessary for the organisation of motorcycling sports events.

The FIM is an independent association formed by 111 National Federations throughout the world and is recognised as the sole competent authority in motorcycle sport by the International Olympic Committee (IOC).

The FIM is also active and involved in the following areas: public affairs, road safety, touring and protection of the environment; it was the first international sports federation to impose an Environmental Code in 1994.

The FIM has extensive experience in sanctioning and regulating motorcycle sports events and owns, organises, stages, sanctions and/or regulates international events in a range of motorcycling disciplines including Road Racing (MotoGP, Superbike and Endurance), Motocross and Supercross, Trial, Enduro, Cross-Country Rallies and Speedway.

The FIM is the supreme and sole international authority empowered to control international motorcycling events organised under its aegis throughout the world including some 50 World Championships.

The FIM is the sole owner of any and all rights whatsoever, including but not limited to intellectual property and commercial rights* connected with, pertaining to or arising from or in connection with the championships and events (e.g. FIM Trial). The FIM controls and has the right to license third parties to use or exploit such rights.

The official titles of FIM and FIM Prize Events are the exclusive property of the FIM in all disciplines of motorcycling sport.

In particular, the FIM owns, co-organises and/or co-stages, sanctions and regulates the FIM Trial.

The FIM’s aforementioned commercial rights include the rights connected with, pertaining to or arising from or in connection with the Trial (including but not limited to the promotion and organisation of said event).

Based on the foregoing, the FIM has established this Event Manual to describe in as much detail as possible the obligations and rights of any promoter and/or organiser of the FIM Trial duly appointed by the FIM.

INTRODUCTION

1.2 Purpose of this Event Manual

The purpose of this Event Manual to assist any promoter and/or organiser of the FIM Trial World Championship event appointed by the FIM by providing information on the conditions laid down by the FIM in its various official documents for the promotion and/or organisation of the FIM Trial World Championship Event as well as information of a practical nature in order to ensure a smooth and perfect preparation of the said event.

This Event Manual shall be used and strictly followed by any promoter and/or organiser involved in the promotion and/or organisation of the FIM Trial World Championships & Prizes.

In the interests of all the stakeholders involved in this prestigious and venerable event, this Event Manual shall be regarded as a guide whose purpose is to contribute to, and ultimately ensure, the success of each edition of the FIM Trial World Championships & Prizes.

This Event Manual is structured in different parts. The idea is that the organiser or any potential organiser can read thru to have a general impression of the different points to organise and can go into detail following the link indicated in each section.

For the present year jointly with the International Sustainability commission we have incorporated several "sustainable tips" which help the organizer to incorporate measurements or actions that makes the event a sustainable event. All the aspects related with the environment have been regrouped in the manual in order to give them relevance and group them in a way that is easy for the reader to identify. This Event Manual is mainly focused on TrialGP events with one day competition. Some details might differ for a 2 day competition format (overseas events) or Trial des Nations.

This event manual is composed by 2 main parts: First part “the structure”: • Contents are composed by introduction points, general and practical information and the “Procedures and Deadlines” set up on chronological order from the Candidature Form to the day of the event.

Second part “Schedules”: • Contain more detail of the “Procedures & Deadlines”.

2.1. BEFORE THE PUBLISHING OF THE OFFICIAL CALENDAR

2.1.1 Candidature form Any interested organiser shall fill in the “Candidature form for Championships without a Promoter” Send this form to its National Federation for Validation before 31 March from the previous year. The National Federation need to send the filled and validated form to FIM Trial Coordinator. For the Trial des Nations a Candidature will need to be sent 2 years in advance.

Applications for FIM World Championships and Prize Events will be examined by the appropriate Commissions which will fix the dates, venues, classes, subject to the final approval of the Board of Directors.

2.1.2 Venue inspection A site venue visit between the Organiser, the FMNR (Organising National Federation) and the FIM will be scheduled. The organiser can not apply changes to the Inspection report without informing the FIM. In case of non-compliance with the homologation, point V General Terms and Conditions might apply.

2.1.3 Organiser’s Declaration of Commitment An agreement will be supplied by FIM and it needs to be filled in and signed by the organiser. The signed agreement must be sent to the FIM before the publishing of the Calendar.

2.1.4 Closed Circuit attestation A closed circuit attestation need to be filled and sent to the FIM CTR Coordinator together with the Delcaration of Commitment.. Form can be obtained following this link.

2.2 AFTER THE PUBLISHING OF THE OFFICIAL CALENDAR

2.2.1 Documentation

2.2.1.1 Venue information Venue Information needs to be provided to the FIM as soon as the contract is signed, so the information can be published on the TrialGP Notice Board. More detail about Venue Information in SCHEDULE L - Documents

2.2.1.2 Supplementary Regulations The Supplementary Regulations official form will need to be filled in the two FIM Official languages (English and French) by the organiser, validated and sent by the FMNR and to the FIM at least 2 months before the event. Updated templates can be obtained contacting the FIM Trial Coordinator.

2.2.1.3 Medical Provision Questionnaire Fill in and send back the Medical Provision Questionnaire to the FIM Trial Coordinator at least 2 months before the event. Template can be obtained by clicking here. More detail about the Medical Plan in SCHEDULE D - Medical

2.2.1.4 Environmental Plan & Map Creation of a Environmental Management plan and map to be sent to the FIM Trial Coordinator at least 2 months before the event. Please find some guidelines in SCHEDULE E - Environment

2.2.1.5 National / Local permissions / Insurance The local organiser must take account of and comply with all laws and regulations directly applicable to the organisation, management or promotion of the TrialGP event, including application for appropriate licences and approvals. Copy of this authorizations will have to be provided to the FIM Coordinator no later than 20 days before the start of the event and FIM Chief Steward.. The local organiser must take out adequate insurance in respect of any and all risks associated with the TrialGP event, which has the approval of the national federation of the country. 2.2.1.6 Entries The Riders and Assistants’ entries are managed and verified by the FIM. All entry fees will be paid to the FIM. More detail about the Riders Entries in SCHEDULE L - Documents

2.2.2 Planning

2 .2.2.1 Championship names, logos and design

The organiser will work on the promotion of the FIM Trial World Championship event respecting the guidelines indicated in: SCHEDULE A - Marketing & Design

2.2.2.2 Planning of the Course and Sections The organiser will plan the Course and Sections on the basis of its local possibilities and the information given by the FIM CTRS and/or any other authorized FIM Official. Please find all details in SCHEDULE B - Course and Section Planning

2.2.2.3 Areas, Facilities & Services The different areas including paddock, all other facilities and services such telecommunications networks on the spot must be completely and properly prepared in accordance with the FIM homologation and the FIM Standards for Organisers 2 days before the event.

The organiser need to provide the necessary organization staff who must be present at the entrance of the paddock to allocate places together with the FIM Championship Manager. Please find all details in SCHEDULE I - Areas, Facilities & Services

2.2.2.4 Event Signs Each local organiser is responsible for specifying and producing external signage to direct riders / teams, officials, staff, media, guests and the public to the event site. This should be done from all main routes / junctions with separate entrances being clearly marked where applicable. Please find all details in SCHEDULE J - Event Signs

2.2.2.5 FIM, FMNR Officials and planning of the Event Personnel Each event will have FIM Officials appointed by the FIM and FMNR officials appointed by the FMNR. The organiser will need to plan in advance the personnel that he will need according to a diversity of duties. More details in SCHEDULE C - Event Personnel

The organiser must reserve accommodation in a hotel near the venue for the FIM Officials and delegates. Exact number of rooms and dates to be checked with FIM Trial Coordinator. (The costs of this accommodation will be taken in charge by each official).

2.2.3 Requests

2.2.3.1 National TV Rights In case there is a National, Regional or Local TV interested on covering the event, they must contact the FIM Coordinator at least 10 days before the event. The request must include the Name of the National TV interested, contact person, if they will film on-site, and the intended use of the images.

2.2.3.2 Press Local Press Accreditation must be done at latest 7 days before the event. All requests must be sent to the FIM Communications Manager. Please find all details in SCHEDULE F – Press & TV

2.2.3.3 Event Accreditations

The FIM has designed a pass system to help identify the vehicles and / or persons involved in the event. Please find all details in SCHEDULE K – Event Accreditations

2.3 PROCEDURES DURING THE EVENT

2.6.1 Administrative & Technical Verifications

Administrative and Technical Controls will be managed by FIM. Please find all details in SCHEDULE L - Administrative & Technical Controls

2.6.2 Qualification A Qualification Section will be selected or created according to the Homologation visit. The running of the Qualification (Timing, scoring) will be managed by the FIM. The organiser must provide 1 Chief Section Observer for Q1 and Q2.

2.6.2 Prize-giving Ceremony Podium

A prize-giving ceremony will be prepared for each day of competition and managed by the FIM.

1. Use of championship name / logo / designs

Without exception use of the TrialGP name, logo and other associated designs is forbidden, unless prior written permission has been granted by FIM for each specific and individual use.

Local organisers are forbidden from producing or displaying any promotional materials / tools, including but not limited to posters, flyers, brochures, advertisements, web banners, websites, event programmes (free or paid for).

In all cases FIM will provide finished artwork that must not be modified in anyway for the purpose of producing approved items only, again having first received prior written permission for each specific and individual use.

Only items / designs approved by the above means can be used in conjunction with the promotion / organising of all TrialGP events.

For the avoidance of doubt all intellectual properties associated with the above remain with FIM, unless express written advice is provided to state otherwise.

2. Official Communications

All official communications including but not limited to press releases, advertorial, promotions directly relating to / or associated to any TrialGP event are forbidden unless prior written permission has been granted by FIM for each specific case.

All suitable and relevant information provided by the local organiser will be published on the official TrialGP website www.trialgp.com

The local organiser will not participate in or support any activities nor make any public announcements which may bring FIM / TrialGP into disrepute.

3. Sponsors / partners

Each local organiser is permitted a maximum of 6 main local sponsors / partners - all of which must be agreed in advance with FIM to avoid potential conflicts. FIM will guaranty the maximum visibility of this 6 sponsors. These must be confirmed a minimum of 90 days in advance of the event.

The local organiser must provide high-resolution electronic versions of their approved sponsor logos, plus national federation logo and club / organiser logo to ensure that they are displayed on all relevant promotional materials, including podium branding, posters, flyers, brochures, relevant pages of the TrialGP official website, event program, and all other ancillary material.

4. Onsite branding

Each local organiser is permitted to use up to 50% of the available event site banner space (positions to be determined by the TrialGP Championship Manager) to display the branding of its 6 main local sponsors plus any further sponsors / partners, for which they have received prior written approval. This includes but is not limited to the main event entrance, site roads, the paddock, the course, the sections, etc. The TrialGP Championship Manager will accommodate all reasonable requests from the local organiser, but the final decision shall rest with the TrialGP Championship Manager.

5. Ticket prices / sales

Each local organiser is permitted to set the prices / conditions of entry. These along with any promotions, concessions, discounted tickets / passes must be agreed a minimum of 90 days in advance of the event with FIM. Tickets must be available for general sale and online purchase a minimum of 90 days in advance of the event. The local organiser shall retain all proceeds from ticket money but a service charge (to be notified in advance in the agreement) will be deducted for card charges when the FIM on line system is used. All ticket information will be published on the official TrialGP website.

6. Trade / exhibition area

Each local organiser is permitted to create a trade / exhibition area. All financial aspects and the entire management of this area is the sole responsibility of the local organiser. The location / size and list of companies to be included in this area must be agreed a minimum of 90 days in advance of the event with FIM Championship Manager.

7. Other activities

Each local organiser is permitted to propose other activities that do not conflict with the overall TrialGP event / timetable. The entire management of these activities is the sole responsibility of the local organiser. The nature / location / size of area and list of the parties to be included in these activities must be agreed a minimum of 90 days in advance of the event with FIM. Any such activities must be agreed in writing prior to any announcement or publication

Schedule B – COURSE & SECTION PLANNING

1. Course distance It is recommended to have a course of minimum 10km per lap. The length of each lap shall not exceed: 20Km . Sustainability Tip: choose routes that cause the least possible impact to nature and the neighborhood. Consult the competent authority about the vulnerability of the area Ask for the relevant authorizations

2. Refueling Station / Park Assistance - PA2 - Guidelines If a refueling Station /PA2 is requested, it must be situated in a place near the Course and correctly indicated will have to be planned within the course , if possible in a middle point to guaranty the supply of fuel and or batteries. To make this point meet the security measures will have to be equipped as follows.

• 6 x 12 meters in a flat and fenced area. • Signalization of the place • 2 tents • 2 environmental mats, • “Sepiolite” or absorbing sand. • Security measures against fire (minimum 2 fire extinguishers) • 2 persons from the organisation for supervision purposes • Only two riders will be able to refuel at the time

Sustainability Tip: Article 9 in co-operation with the police, select the routes to and from circuits, tracks, etc. Which cause as Little annoyance as possible for the surroundings areas

The day of the administrative entries the riders / teams will need to be informed and reminded that each team will have to bring their own gasoline to the Refueling Station in a homologated can, with a sign indicating the name of the rider / team.

3. Course access

The Course access signs must be installed before the visit of Race Direction. Markings are made of PVC waterproof material and will be supplied by FIM. The Course shall be marked with the direction arrows shown bellow.

Sustainability Tip: Article 7.6 Do not attach posters on trees with nails or staples.

IMPORTANT: The course should be in one direction only. If, in exceptional circumstances, two-way traffic or use of the same course as the public is unavoidable, then the organiser will need to put into place specific special safety measures to clearly separate the different ways and adapted safety areas in case of crossing ways. He must assure it in permanence by the permanent presence of officials or other means throughout the competition at certain points on the course.

4. Sections FIM will be solely responsible for providing all section markers for all classes, including starts and ends markers and tape to define the section enclosures. Local organisers are forbidden from using any other markers or tape for this purpose. Support for arrows need to be provided by the organiser.

The Enclosures and tapes of the Sections need to be ready by Tuesday of the Event week. The FIM CTRS will come to the Event Venue on that Tuesday to be operational from Wednesday and work with the organiser to set the arrows on the Sections and define the alternatives in case of wet conditions. A team of at least 5 persons with the necessary equipment must be available on Wednesday Morning at 9am at the FIM HQ to work in collaboration with the FIM CTRS.

Number of Sections The number of sections will be 15 for all Championships. Riders will ride 2 laps

5. Practice Area / Warm up Area The FIM section adviser (CTRS) will provide assistance in deciding the location of and defining both the official practice area and the official warm up area during the homologation visit. The local organiser is responsible for erecting the tapes to define the official practice area on the basis of the validation by the CTRS during the homologation visit. It must correspond to the kind of sections used in the event. This area or areas must be of sufficient size to accommodate the simultaneous use by all riders of all classes in a safe and controlled manner. The route to the practice area should be clearly signed from and back to the paddock and must avoid two-way traffic in all cases the Practice area will be opened according to the timetable. Where the official practice area is not close to the paddock, the local organiser will be responsible for erecting the tapes to define the official warm up area.

Please refer to the specific timetable for each TrialGP event for exact timings of official practice / warm up. Use of these areas outside of the specified times is strictly forbidden.

6. Qualification Section Race Direction with the FIM Championship Manager will nominate a section used for the purpose of Qualification which may also be used during the competition. This Section must be close to the Start / Finish area. In case of a built section, the organiser must provide the necessary machine in order to move heavy rocks and any other natural material to create the qualification section.

8. Section marking

Tape: • The sections shall be defined by natural obstacles and an easily visible strong waterproof tape, securely fastened to trees or stakes (without nails or staples on the trees). • The tape must be at least 10 cm and no more than 30 cm above the ground • The width of the section between the tapes must be at least 200 cm

Sustainability Tip: Article 4.e Do not leave on the spot permanent evidence of any motorcycling activity. Do not forget to remove all the tape and other materials after the event, the forest users will thank you.

Gates: • The width of the section may be reduced by the use of “gates” indicated by arrows, with the minimal width between the arrows being 120 cm • It is necessary to indicate the number, start and end of the section, section numbers and Start / End signs will be provided by FIM.

Section Enclosure The enclosure will also serve to keep the necessary distance between the public and the Section, specially for security reasons with the spectators. A good distance will also allow spectators a better view. It could be modified by the CTRS and / or Race Direction if necessary. 10. Access to the Sections

Course Inspection by the Organiser

Each day of Competition before the first start, the marshals and CTRS with bikes shall inspect the course.

Sections inspection by the Race Direction The Race Direction will inspect the safety and length of all sections in accordance with the timetable published in the FIM Trial regulations.

The Responsible of the Sections from the organisation must accompany the Race Direction during its visit with persons able to immediately make the requested modifications.

The Organiser must provide a motorcycle for the Race Director , in order to ensure a fast and effective response, for the whole event (from admin control to the end of the competition).

Homologation of the sections: the Race Direction’s decision is definitive and all modifications requested shall be made immediately.

Spectators FIM will be solely responsible for providing all spectator course / section signage near the Course / sections. Local organisers are forbidden from using any other signage for this purpose. FIM is responsible for erecting the spectator course / section signage with the assistance of the local organiser.

The access to the group of sections for the spectators must be different from the course of the riders and will be clearly indicated with the n° of the sections.

11. Toilets for Spectators

The organiser must prepare a number of toilets for spectators according to the FIM Environmental Code (article 7.3 and appendix A) and to local laws.

4. Observers & Equipment (appointed and at the charge of the organiser)

Number of Observers The number of Observers per Section may vary depending on the length, however there needs to be a minimum of 4.

Briefing with the Chief Section Observers – Race Direction A briefing with each Chief Section Observer must take place the day before the first day of competition. Exact time will be stated on the event’s timetable.

This Briefing will be chaired by the Race Director in collaboration with the CTRS and Clerk of the Course and is compulsory.

Training organised with the FMNR months in advance is compulsory but It is also recommended that a briefing takes place between the organiser (person responsible for observers) and the chief observers in the weeks prior to the event.

We also strongly recommend that the CoC actively participate to this briefing.

The purpose is to offer practical information and guidance reminding some articles such as the use of yellow card, use of the whistle, how to make notifications, access and control to enclosures / sections, etc…

Equipment for Observers Provided by FIM: • Bibs • Scoring system • Back-up sheets for each sections

09.5.1.1 Definition of vehicles Vehicles are defined as follows: Type A: A vehicle for rapid intervention at accident areas to give the injured immediate assistance for respiratory and cardio-circulatory resuscitation. This vehicle should have "MEDICAL" clearly marked on it in large letters. The type of vehicle used should be appropriate for this purpose in the relevant discipline.

09.5.5 Medical Centre (…) a Medical Centre should be available.This may be a permanent or temporary structure with adequate space to treat injured riders for both major and minor injuries. A hospital outside the circuit is not an alternative to the Medical Centre at an event.

5.9.10 Doping test facilities

The FMN and/or the Organizers of the Event must ensure that a Doping Control Station reasonably separated from public activities with the following minimum requirements is set up for the event:

• 1 Private room (“Doping Control Station”) exclusively dedicated for use by the DCO and doping control personnel with 1 table and 2 chairs, pens and paper, and 1 lockable refrigerator for storage of samples. • A waiting room/area with a suitable number of chairs, clothes hangers and hooks and possibly some reading material, as well as an appropriate amount of individually sealed, non-caffeinated and non- alcoholic beverages, which includes a mix of natural mineral water and soft drinks • 1 Private, clean and equipped bathroom/toilet with a wash basin, adjacent or as near as possible to the Doping Control Station and waiting area.

1. Introduction

In accordance to the FIM Environmental Code, the FIM is committed to respecting and caring for the environment through ongoing development and promotion of an environmental programme incorporating the principles of sustainability as applied to motorcycle sport.

The FIM’s goal is to establish a culture of continuous environmental improvement across motorcycle sport worldwide. To achieve this goal not only it is necessary to comply with all relevant legislation, regulations, policies, local laws and site agreements that are designed to protect the environment, but also to follow the International Environmental Code.

Therefore an Environmental map and plan need to be designed before the event and presented to the FIM no later than 2 months before the event.

To prepare this document you will need to consult the FIM Environmental Code and pay special attention to the following articles:

7.1. Environmental Management Plan

It is useful to use a plan for the management of the facilities, to stimulate an environment-minded behaviour by the spectators and an environment minded use of the facilities during events.

This plan must include at least the following points: a) An assessment of the environmental impact of the event on the circuit and its surroundings, having regard to the number of competitors and the expected number of spectators. b) Mention the location and a description of the system for the cleaning area. c) Location and quantity of containers for used oil, brake fluids and cooling fluid or any other liquid. d) Location and quantity of containers for spectators’ general litter. e) Location and quantity of sanitary facilities as well as the planning of the cleaning. f) Plan tests concerning the positioning of loud speakers. g) Provision of adequate and appropriate direction signs to the event. h) Provision of containers or waste bags in the pits of the mechanics’ area and collection of the contents during and after the event. i) Prepare and provide the manner in which the waste will be disposed of before, during and after the event. j) A map of the venue showing clearly the location of the facilities (see Art. 7.2)

7.2 Environment management map

To support the Environment Management Plan, organisers are required to provide a map of the venue showing clearly the location of the following facilities: a) Waste oil containers; b) Bike washing; c) Domestic and contaminated waste containers; d) Refuelling locations; e) Toilets and showers; f) Disposal point for used tyres (if provided). The map must be displayed in a visible place for participants and teams

(…) 7.3 Riders’ paddock / Service Areas / Time Control Areas

The organiser must: a) Provide sufficient containers for waste. b) Ensure that there are enough containers with fixed funnels to collect used oil. c) Provide recognisable containers for oil filters and cleaning rags; collect separately. d) Make arrangements with tyre providers to remove used tyres from the venue. If this is not possible, and the organiser is unable to provide facilities for the storage and disposal of used tyres in accordance with local regulations, the competitors and teams must be advised that it is their responsibility to retain used tyres. e) Provide and maintain sufficient and clean sanitation, with proper provisions for waste and water, for both men and women. f) If cleaning of motorcycles is allowed, a special wash area designed to ensure the ground is not polluted must be provided in accordance with the rules of the discipline concerned.

7.4 During the event

Ensure that waste oil containers and containers for domestic and contaminated waste are serviced throughout the event.

Ensure that toilet facilities provided are regularly serviced throughout the event.

2: Measures to reduce waste going to landfills:

• Provide for collection of waste in separate streams to facilitate reusing, recycling and composting, • Reuse paper printed on one side for notepads, • Reuse folders, envelopes and paperclips, • Provide separate recycling bins for batteries, ink cartridges, e-waste, newspaper, bond paper and plastics, • Provide a collection point for newspapers and magazines so that others may read them, • Provide bins for food waste and other compostable materials that cannot be reused or recycled, • When disposable cups, plates and cutlery are used, specify that they be of materials that can be composted locally or recycled, Regularly empty waste and recycling bins to minimise contamination of the various waste streams and to encourage separation of materials.

3: Measures to minimise the use of hazardous products:

• Specify the use of biodegradable cleaning products, • Control or prohibit environmentally damaging chemical pesticides.

4: Measures to inform Press Room users of the EMP:

• There must be a programme to inform and educate press room users, including caterers and cleaners, about the environmental procedures in place for the press room and also for the rest of the venue to minimise the impact on the environment. • When developing this programme, keep in mind that recycling and other environmental measures depend greatly on local conditions, practices and regulations. They can vary significantly from one circuit to another. This can lead to confusion as members of the press move from one venue to another, resulting in waste materials being placed in the wrong containers and contaminating otherwise reusable, recyclable or reclaimable materials. Consequently, efforts must be made to ensure that waste containers are clearly marked in a manner obvious to non-locals to indicate which materials go in which containers.

1. Media passes FIM will be solely responsible for all media accreditation, all applications must be made a minimum of 7 days prior to the event. The local organiser is forbidden to confirm or issue media access or accreditation of any kind.

Media bibs which have been applied for and granted in advance, will be available for collection during the following hours only.

When 2 days of competition: Friday - 08.00hrs to 10.00hrs - Saturday and Sunday - 08.00hrs to 09.30hrs

When 1 day of competition: Saturday - 08.00hrs to 10.00hrs - Sunday - 08.00hrs to 09.30hrs

All applicants will need to bring their personal ID and 50€ which must be submitted as security for the pass and bib they will receive. This will be returned to them on the safe return of the pass and bib immediately after the event.

2. Media Transport: • The media must be able to move around the course and paddock in a way that allows them to do their work. Sharing the same transport/ access as the public is not the correct solution.

3. TV Transport: • In order to guaranty a good coverage of TV production, the organiser might supply 2 cars with two drivers knowing the course to get the TV Camera men around the course.

1. Event HQ In European Events, the Local Organiser must provide a 14 x 14 meters area with firm and level ground. FIM will provide a suitable portable structure that will form the event headquarters. This will include the offices of FIM, the officials meeting room, working space for the results / timing service personnel, working space for selected media, an area for administration and a general welcome desk. However it is requested to the organiser a meeting room for larger officials meetings.

The local organiser will be required to supply by 09.00hrs on the Friday prior to the event. Security - Minimum requirements • 1 x security officer 20.00hrs to 08.00hrs from Thursday to Sunday Electricity - Minimum requirements • 24 hour supply with back up / onsite technical assistance • 2 x C-Type 16 amp 240v - single phase sockets Internet Connection - Minimum requirements • 24 hour supply with back up / onsite technical assistance • 2 x ADSL lines with WIFI each having a guaranteed consistent speed of 10Mb minimum download / 10Mb minimum upload – for FIM exclusive use at all times

2. Welcome Centre The local organiser must provide a 3x3 meters space with firm and level ground. Also, a dedicated person(s) who speak fluent English, French is an asset and the local language to assist with pass collection. They must be located exclusively in the welcome centre from 14.00hrs to 18.00hrs Friday / Saturday and Sunday 08.00hrs to 11.00hrs. Please refer to the specific timetable for each TrialGP event for exact opening times.

The FIM will provide a weatherproof shelter with a minimum size of 3 x 3 metres, equipped with a table minimum size 0.75 x 1.5 metres and 2 chairs for this purpose. This must be ready for use from 14.00hrs on the Friday prior to the event.

3. Notice Board

FIM will provide and erect the relevant noticeboards and will be responsible for posting all notices. No other party is permitted to post any notices on the noticeboards. Additionally all notices can be viewed on the official noticeboard www.trialgp-noticeboard.com

4. Medical Station

A medical service team must be present during the official practice times and for the duration of the event. The medical station of the event must have at its disposal at least an A type vehicle and a C type vehicle (ambulances). The personnel and material are under the responsibility of the Medical Officer. The organiser must have informed the nearest hospital. Offices (a room with a table and chairs plus a WC and a little waiting room) for a possible anti- doping control must be planned.

7. Starting - Arrival Area and Podium

The Local organiser must provide an area of 12 x10 meters with firm and level ground. This place must allow riders to start and finish inside the Closed Circuit Course. Perimeter metal barriers- minimum height 1.4 m Access to/from this area must be separated from the public. For the arrival and prize-giving, barriers must be installed to provide a working area for the press and photographers. Provide a platform 2x2m and 1m high for FIM TV and photographer.

Electricity - Minimum requirements • 24 hour supply with back up / onsite technical assistance • 2 x C-Type 16 amp 240v - single phase sockets

FIM will provide the Start / Arrival Area and Podium and the clock showing the official time for arrival / departure times.

8. Timing / Results Service / Data

FIM will be solely responsible for supplying the official timing / results services for all events, which includes all staff and equipment. This service includes but is not limited to the creation of pre-entry lists, entry lists, starting list, timing schedules and results for all classes. The official timing / results staff will work within the event HQ.

Sustainability Tip: remember do not waste paper!

The local organiser is not permitted to implement, use or display any other timing / results information other than that provided by the official timing / results services.

The exploitation / displaying of such data online / on TV and / or on mobile devices (FIM platforms, website, dedicated digital channels and / or applications) and / or such other broadcasting medium or devices hereafter invented is reserved exclusively for the FIM.

Recording of scores will be made through an electronic scoring system at each section. Good 3 or 4G mobile signal is a must. The Results service will be in charge of its distribution and collection. A manual system will be put in place by FIM to constitute a back-up, but will only be used in case of missing or corrupt data in relation to the electronic device.

9. Safety communication systems The local organiser is responsible for providing a minimum of 20 - 2-way radios with earpieces - with full section / course coverage for use by FIM staff / FIM officials / chief observers / doctor and local organiser staff. To have a minimum battery life of 8 hours / and daily charging facility. The local organiser must have a dedicated person to manage distribution / collection and servicing of the above systems for the duration of the event. 3 different channels should be provided for Race Direction, FIM Staff, FIM officials, and Medical service. The local organiser must provide a suitable / public address system and commentator to be able to communicate both with the paddock and the public. All to be fully operational by 12h00 Friday (on one day competition format) 12h00 Thursday (on two day competition format). Public Address system for communication with paddock /public.

10. Paddock All facilities to be installed and operational by 12h00 on Thursday. FIM will provide and erect all paddock signage. Local Organiser must provide • PA1 – Paddock Manufacturers – Large working vehicles – as per provided plan provided – ground must be firm and level. • PA2 – Paddock other teams / riders – Small working /living vehicles – 3000 sq. m – ground must be firm and level. Daily working hours between 08:00 & 20:00. It is forbidden to start the engines or to make noise that could disturb the sleep of the riders from 20:00 to 08:00 (except in case of more restrictive local legislation). The schedules for arrival in the paddock will be indicated in the Event Timetable supplied by FIM. All Teams/Manufacturers/Riders’ vehicles must follow this timetable. 1 x 24h Security Officer needed.

Electricity - Minimum requirements • 24 hour supply with back up / onsite technical assistance • 60 x C-Type 16 amp 240 v - single-phase sockets - spaced at 10 metre intervals along vehicle bays • 4 x C-Type 32 amp 380 v - 3 phase sockets - As per paddock plan provided

At FIM Trial-E Events For the charging on bateries, the Organiser shall supply energy with standard voltages/frequencies of 110V/60Hz or 230V/50Hz and plugs shucko 230VAC 10/16A single phase 50Hz or CETAC 230V 32A, 3 pins. Plugs shall be weatherproof or contained in a weatherproof case. Mechanical protection is compulsory on all power wires. Power distribution units shall be in conformity with IP68 for components beyond 20VDC/30VAC

11. Washing Area for Motorcycles The organiser must prepare a specific location at or near the rider’s paddock with a minimum of: • 4 high pressure cleaning machines with sufficient water to wash 300 motorcycles per day It is recommended to prepare the area in an individual boxed system for cleaning (article 5). Please refer to Schedule E - Environment and the FIM Environmental Code to plan accordingly.

12. Showers & Toilets for Riders & Teams The organiser must prepare a number of showers & toilets for riders and teams according to the latest Homologation Report of the venue and open 24h/24h.

13. Parking

The local organiser must provide suitable access and areas for the following parking requirements. • FIM Staff / FIM Officials – minimum 10 cars located as close as possible to Event HQ. • Parking B for riders / teams / officials / media - minimum 60 cars located as close as possible to paddock. • Parking C for local organiser staff / public / others - according to number of expected spectators.

• FIM will be solely responsible for the issuing of all parking passes - except for parking C.

• The local organiser is responsible for providing suitably trained staff to execute the required traffic management plan in order to avoid congestion and any restriction to access throughout the entire event, including spectators leaving site post event.

• The location / size and staffing of all parking areas must be agreed during the inspection site visit with FIM .

• Each local organiser is responsible for specifying and producing external signage to direct riders / teams, officials, staff, media, guests and the public to the event site. This should be done from all main routes / junctions with separate entrances being clearly marked where applicable.

• This must be fully and securely installed by 12.00hrs on the Wednesday prior to the event.

• In all cases FIM will provide finished artwork that must not be modified in anyway for the purpose of producing approved items only.

2. Paddock / onsite signage

FIM will be solely responsible for providing and erecting all paddock and general onsite event signage. Local organisers are forbidden from producing or erecting any other signage without the prior approval of FIM Championship Manager.

All passes must be collected from the welcome centre. Photographic identification will be required for pass collection.

The local organiser will allow access (free of charge) to their event for all holders of official permanent championship passes as issued by FIM .

ADMINISTRATIVE CONTROLS

1. Administrative Control FIM will be solely responsible for administrative control under the authority of the FIM Officials (sign- on, licences and start permissions verification) this will take place within the event HQ. Please refer to the specific timetable for each TrialGP event for exact timings.

2. Assistants and other bib’s distribution

Riders are forbidden from wearing any kind of bib at each TrialGP event. They will be provided with details of how their riding numbers must be printed on the front and rear of their riding shirt / suit as part of their registration process. FIM will provide bibs for rider assistants in all classes - these will be issued at the first event for each. FIM will also provide all bibs for Observers. All these bibs must be returned to FIM at the end of the event.

3. Scoring System - Electronic The riders will receive from FIM an electronic tag as part of the official scoring system.

1. Prize giving ceremony FIM will be solely responsible for the prize giving ceremony on each day of competition.

The prize giving ceremony will be done in English.

The local organiser can provide a maximum 1 person per class to present the trophies. The name(s) of this / these persons must be provided at least 24 hours prior to the prize giving ceremony. The prize giving ceremony will not be delayed in case this / these person(s) are not present at the required time, their attendance is the sole responsibility of the local organiser.

The local organiser must provide 2 hostesses to assist with the prize giving ceremony on each day of competition. FIM will provide the uniform for the 2 hostesses.

FIM will provide the podium stage / backdrop / signage / sound system / national anthems and the master of ceremonies.

The local organiser must provide trophies and champagne (depending on local legal age for alcohol) for the top 3 riders in each class. The design of the trophies must be agreed in advance with FIM , this must be confirmed a minimum of 30 days in advance of the event.

2. Other awards, End of Championships and Trial des Nations

Apart from the day of Competition prize giving ceremony, at the end of Championships and Trial des Nations events the FIM will bring FIM medals for:

• The first three classifieds of the different Championships and categories

• For the Trial des Nations: medals for each of the riders of The World Championships and International Trophy, Prize categories

• A FIM representative will give the FIM medals to the first, second and third classifieds of the championship following the compulsory procedure of the FIM by-laws art. XVI.

3. Trial des Nation - Opening Ceremony An Opening Ceremony of the entered teams must be arranged during the Event. Further information will be provided by FIM. A flag of all Nations participating in the event must be provided by the organiser. The flag dimension should be the same for each Nation . Only The Riders and team manager of each team must participate. Schedules and other details of the Opening Ceremony must be indicated in the Supplementary Regulations of the Event.

Entries will close 15 days before the Event date. All entries made between 21 and 14 days before the start of the Event, will be subject to €50 late administration fee, without exception. For the TDN, closing date for entries: is 60 days before the event. The entries received between 60 and 30 days before the Event will be accepted but will receive a financial penalty. 3. Third Party Liability Insurance

Disclaimer - Listed below are some key considerations however these do not cover the full extent of the relevant responsibilities / obligations. It is mandatory to adhere to the latest edition of the FIM Sporting Code in its entirety in order to ensure all responsibilities / obligations are met.

110 INSURANCES / 110.1 THIRD PARTY LIABILITY INSURANCE

110.1.1 Third Party Liability Insurance for FIM World Championships and Prize Events without an FIM promoter The organiser of a FIM Championship or Prize Event must provide the FIM Administration, not later than 20 days prior to the event, with a copy of the insurance policy written in English or French to cover his own liability and that of all participants, the manufacturers, riders, passengers, sponsors and officials in case of damage to third parties and among themselves (cross-liabilities) during the meeting or during the practices. The insurance policy shall also cover any possible liability of the FIM to third parties. The minimum amount of coverage, which shall not be less than the minimum standards provided for by the national laws of the country in which the relevant event is taking place, is defined regularly by the Board of Directors and published in the FIM Yearbook. The third party liability insurance will come into effect two days before the official practice session and will terminate two days after the last race day.

4.1 FIM Solidarity Funds Amount An amount of 1.830 – euros as contribution to the FIM Trial Solidarity Fund will be invoiced by the FIM to the National Federations organising a round of the FIM Trial World Championship or the FIM Trial des Nations.

The local organiser will be responsible for paying this amount to their national federation.

This amount is collected by FIM and distributed to participants according to conditions defined by the FIM.

Accommodation In addition: - each European organiser will have to provide 10 free double rooms (4 nights) for overseas riders.

- each Overseas organiser will have to provide 30 free double rooms (when participation of men only) (4 nights) for overseas riders.

- each Overseas organiser will have to provide 48 free double rooms (when participation of men and women ) (4 nights) for overseas riders.

The FIM Trial Coordinator will provide exact list by the closing of entries at latest.

4.2 Other Fees Each organiser might be required to pay FIM an amount towards logistical costs associated with the event which will be due at the signing of the agreement. The exact amount will be stated in the Organiser’s agreement.

V. GENERAL TERMS AND CONDITIONS

5.1 General Subject, in any case, to the FIM’s prior approval, any promoter and/or organiser of the FIM Trial duly appointed by the FIM shall exercise the rights and perform the obligations delegated, licensed or otherwise granted to it by the FIM in full compliance with this Event Manual and any Agreement signed with the FIM thereto, in particular to:

• organise the Trial Event in full compliance with the FIM Sporting rules (FIM Sporting Code in particular); • organise the event on a sustainable basis complying with the environmental regulations described in the Environment Code, supporting the community where the event is held and contribute to the economic development of Trial; • maintain, at all times, appropriate insurance policies as provided for by Article 110 of the Sporting Code and the Complementary Rules thereto as set out in the FIM Yearbook (in this respect any promoter and/or organiser of the FIM Trial Event duly appointed by the FIM shall be deemed to stand as a guarantor to the FIM); • act as a party fully accountable to the FIM; • foster and forge co-operation with the FMN of the country where the Trial Event takes place; • promote and contribute to the economic development of Trial; • co-operate with the FIM in all matters relating to the promotion and/or the organisation of the Trial Event; • on request, provide the FIM with detailed reports and information on any activity related to the promotion and/or organisation of the Trial Event; • report in due time to the FIM any problem encountered with the promotion and/or the organisation of the Trial Event; • develop and implement a promotion strategy which is fully aligned with the relevant FIM Brand guidelines; • use Trial branding (including but not limited to Trial name and logo) in compliance with the FIM Marketing and Communication Guidelines • (i.e. FIM Brand Guidelines).

5.2 Relationship with FIM Regulations Any promoter and/or organiser of an FIM Trial Event duly appointed by the FIM shall be fully aware that the FIM Trial Event must take place in accordance with the relevant legal and administrative requirements of the host country and the relevant FIM documents, including but not limited to, with the FIM Sporting Code, the relevant FIM Technical Regulations, the FIM Medical, Anti-Doping and Environmental Codes, the FIM Disciplinary and Arbitration Code, the FIM Trial Regulations and any Appendices thereto, the relevant Supplementary Regulations and any rules and/or regulations of organisational nature adopted by the FIM International Jury which is on duty during the FIM Trial Event.

Any promoter and/or organiser of an FIM Trial Event duly appointed by the FIM shall, at all times, act in full compliance of the above mentioned FIM codes, rules and/or regulations.

In the case of a divergence or conflict between this Event Manual and any of the above mentioned FIM codes, rules and/or regulations referred to above, the latter shall prevail.

5.3 Intellectual Property Rights

The names of the FIM, the denominations of championships and their classes, the logos (e.g. Trial’s, Ride Green logos, etc.), trademarks and/or trade names of or used by FIM (whether registered or unregistered or whether registrable or not) constitute an exclusive property of the FIM.

Any promoter and/or organiser of an FIM Trial Event shall consequently under no circumstances make any use of such names, trademarks or trade names in a separate or combined manner without the FIM’s prior written approval.

Any use by a promoter and/or organiser of an FIM Trial Event of the names of the FIM, the denominations of championships and their classes, the logos (e.g. Trial’s logo), trademarks and/or trade names of or used by FIM (whether registered or not or whether registrable or not) shall be for the exclusive benefit of the FIM and subject to the prior written approval of the FIM.

A promoter and/or organiser of an FIM Trial Event shall under no circumstances register, or cause to be registered, in the Country where the Trial Event is held or anywhere else worldwide, any name and/or denomination of any championship and/or its classes or any logos, trademarks and/or trade names of the FIM or used by the FIM (whether registered or not or whether registrable or not) in connection with its activity, or any other trademark, trade name, word, logo or symbol that is identical or similar to any such name and/or denomination of any championships and/or its classes, logos, trademarks or trade names trademark and/or trade name (whether registered or not or whether registrable or not).

Any promoter and/or organiser of an FIM Trial Event duly appointed by the FIM shall promptly inform the FIM of any infringement of any intellectual property rights of the FIM that comes to their attention.

5.4 Timekeeping data/ live-timing data/ audio-visual rights

The timekeeping data and the live-timing data are the sole property of the FIM.

The FIM owns all rights of audio-visual recording and transmission in respect of moving and still images or pictures, for worldwide live and delayed distribution of the entire FIM Trial World Championship and Cups (included but not limited to TV [terrestrial, satellite and cable], IPTV, Free TV, Pay TV, video on demand, pay per view, Internet and Mobile).

The Local Organiser shall at all times comply with the requirements and instructions of the TV Production company contracted by FIM and shall provide all the facilities, services, accreditations, Internet and power supplies required.

All commercial rights related to the FIM Trial World Championship and exploited by FIM and remain the sole property of the FIM.

5.5 Liability

Any organiser of the Trial Event duly appointed by the FIM shall indemnify and hold harmless the FIM, its employees, agents, representatives, officials and volunteers from and against all claims, damage, losses, costs, (including, without limitation, all reasonable legal costs), expenses, demands or liabilities (in contract, tort, or otherwise, including any liability for any negligent act or omission related to any direct or indirect or consequential loss or damage) put forward by third parties that may result from the activity or omission of the organiser of the Trial Event not duly authorised by the FIM or which does not abide by this Event Manual and any of the above mentioned FIM codes, rules and/or regulations referred to above.

The FIM may at any time amend the content of this Event Manual.

5.6 Exclusivity

The local organiser / national federation agrees to not enter into an agreement with any other party regarding the organisation or promotion of any other international outdoor motorcycle Trial event withoin a period of one month before and one month after the Trial Event without having first obtained prior written approval to do the same from FIM to do so.

5.7 Force majeure and Cancellation

In the event of cancellation for whatever reason., the FIM shall not be liable for any irrecoverable costs incurred by the local organiser.

5.8 Reimbursement

FIM reserves the right to be fully reimbursed by the local organiser for any reasonable costs incurred as result of them having to provide services / items for the safe and good running of the Event where the local organiser has failed to comply with the conditions set out in this Event Manual. For the avoidance of doubt, FIM shall immediately rectify any safety issues if deemed necessary without delay.

5.9 Communications

With the exception of promotional communication relating to the FIM Trial World Championship, no communication (e.g. press releases) directly or indirectly connected to the FIM Trial World Championship and/or aspects thereof shall be published by the local organisers without the prior written approval of the FIM (Communication Department).

In any case, no communication related to the matters or items which fall within the purview of the FIM (e.g. sporting and technical regulations, safety and medical issues, updates on riders’ injuries, communication following a (fatal) accident) shall be published by the local organiser unless specifically agreed upon in writing by the FIM (Communication Department).
