Recognising School Achievements in 2010

Three schools are awarded both the pinnacle School Excellence Award for educational excellence and the Best Practice Award for Student All Round Development for holistic development of their students under the Ministry of Education (MOE) Masterplan of Awards (MoA)1 2010. The three schools are St. Hilda’s Primary, Chung Cheng High (Main) and Dunman Secondary. In addition to the two awards, Dunman Secondary is also conferred the Outstanding Development Award for Character Development this year. A total of 225 schools will receive 467 Special2 and Level Two3 Awards under the MoA. These awards will be presented to the schools at the 2010 MOE Work Plan Seminar on 23 September 2010 by Minister for Education, Dr .

2. This press release provides information on the following:

A. Award Recipients under the MoA. The award recipients comprise schools that have attained commendable achievements in various categories, including those with exemplary processes as well as excellent outcomes in both academic and non-academic areas. Information on the 2010 award recipients is provided in the Honour Roll. Information on all Special and Level Two Award recipients is also provided.

B. School Achievement Tables. The tables highlight the achievements of secondary schools in the academic and non-academic domains.

A. Masterplan of Awards

3. The MoA recognises schools’ efforts in providing students with a holistic education to enable them to achieve the Desired Outcomes of Education. The awards in MoA serve as milestone checks to guide schools on their excellence journey by providing them with a systematic and progressive framework to chart their own progress through benchmarking and making continuous improvement.

4. The MoA was expanded in 2004 to provide a broader and more holistic picture of schools’ performance. It comprises four levels of awards as shown in the following diagram.

5. Level One Awards are given to schools to affirm their achievements in certain domains in at least a single year, while Level Two Awards recognise schools for their sustained excellence in specific areas. The Special Awards recognise schools’ holistic efforts in establishing outstanding education processes and obtaining excellent outcomes.

School Excellence Award

6. The School Excellence Award recognises schools for their excellence in both education processes and outcomes. It is the highest and most prestigious award under the MoA structure and serves as a mark of distinction for schools that have sustained achievements in a wide spectrum of student development processes.

7. This year, the 3 new recipients of the School Excellence Award are: i. St Hilda’s Primary School

School Distinction Award

8. The School Distinction Award recognises high-achieving schools with exemplary school processes and practices. This year, there are 5 new School Distinction Award recipients: 1 Primary, 2 Secondary and 2 Junior Colleges. They are:

Junior College iv. v. Pioneer Junior College

Best Practice Award

10. The Best Practice Award (BPA) recognises schools for their effective practices and systems that lead to good education outcomes in both academic and non-academic areas. There are 4 categories for the BPA: Organisational Effectiveness, Student All-Round Development, Staff Well-Being, and Teaching and Learning.

11. This year, 16 BPAs are awarded to 11 schools (see Annex B1). The breakdown is as follows:

i. 4 schools will receive BPA for Student All-Round Development ii. 7 schools will receive BPA for Staff Well-Being iii. 5 schools will receive BPA for Teaching and Learning

Lee Hsien Loong Award for Innovations in the Normal Course

13. The Award for Innovations in the Normal Course was presented for the first time in 2009. The award recognises schools whose innovative practices have led to significant benefits in the all-round development of students in the Normal (Academic) and Normal (Technical) Courses. These schools would have demonstrated strong outcomes in educational innovation in teaching and learning,

14. The recipients for 2010 are: i. Bendemeer Secondary School ii. Town Secondary School

Development and Outstanding Development Award (National Education)

15. National Education is an important part of the education process. It aims to develop in our young the instinct for survival, national cohesion and confidence in our future. National Education provides the knowledge, experience and tools for our young to know and understand , acquire a well-founded confidence about the Singaporean way of life, and critically think about how they can shape Singapore’s future.

16. The National Education Awards recognise schools for their national education efforts. There are two levels of attainment for the National Education Awards: Development Award and Outstanding Development Award. The attainment of the level of award depends on how well a school meets the evaluation criteria.

17. From the winners of the Outstanding Development Award for National Education, a maximum of 2 award recipients, one for the Primary School category and another for the Secondary School and Junior College/Centralised Institute category, will be selected for the Lee Kuan Yew National Education Award. Introduced in 2002, this award recognises schools that have excelled in their national education efforts in imbuing our students with a strong sense of national identity and social responsibility. It is the pinnacle of the National Education Awards.

18. This year, 6 schools are conferred the Outstanding Development Award for National Education. They are:

Secondary Schools (iii) New Town Secondary School (iv) Northlight School (v) Ping Yi Secondary School (vi) Tanjong Katong Secondary School

19. Of these schools, the Lee Kuan Yew National Education Award recipients are Greenridge Primary and Tanjong Katong Secondary.

Development and Outstanding Development Award (Character Development)

21. The goal of education is to nurture the whole child, including his/her character. Character development is the teaching of values and social and emotional competencies. It is also about providing opportunities for students to demonstrate behaviour consistent with the values taught.

22. The Development Award for Character Development recognises schools that have put in place systems and processes for the effective development of students’ character. The Outstanding Development Award for Character Development recognises schools with innovative, sustainable and exemplary approaches to character development.

23. This year, 5 schools are presented with the Outstanding Development Award for Character Development. The recipients are:

Sustained Achievement Award

25. The Sustained Achievement Award (SAA) recognises schools’ ability in sustaining good outcomes over a number of years, in five areas: Academic Value- Added, Aesthetics, Sports, Uniformed Groups and Physical Health. Schools need to achieve an Achievement Award in the same category over three consecutive years before they are awarded the SAA.

26. This year, a total of 222 schools will be presented with the SAAs. Table 1 shows the number of schools that receive the SAAs in the respective categories. Details of the SAA recipients for the Academic Value-Added domain and SAA recipients for the Physical and Aesthetics domain in 2010 can be found in Annex D1 and Annex D2 respectively.

6 With effect from 2008, Junior Colleges (JCs) that offer the (IP) are no longer eligible for Value-Added (VA) awards based on their A-level performance (starting from the 2007 A- level cohort). The affected JCs include (JC), (JC), National JC, Victoria JC and Temasek JC. B. School Achievement Tables: A Holistic Approach

27. The School Achievement Tables provide a broad picture of schools’ performance, capturing their achievements in both academic and non-academic domains. These comprise the:

i. School Excellence Award and School Distinction Award ii. Best Practice Award iii. Outstanding Development Award and Development Award iv. Academic Value-Added Award v. Physical and Aesthetics Award7

28. The 2010 School Achievement Tables for the Special/Express course and the Normal course can be found in Annex E1 and Annex E2 respectively. The tables display schools in the first 9 bands for the Special/Express course and the first 5 bands for the Normal course. Schools that offer the Integrated Programme and those with small candidature (less than 40 students) are excluded from the tables. The list of schools that are excluded can be found in Annex F1.

Reading the School Achievement Tables

1. The key features of the School Achievement Tables (SATs) are as follows (see Figure 1 for annotated explanations):

a. Schools that receive the School Distinction Award () and School Excellence Award () are indicated by the respective symbols in the second column. These Special Awards give recognition to schools with excellence in school processes and outcomes, and they form the highest level in the Masterplan of Awards.

b. Other awards won by schools such as the Best Practice Award, Outstanding Development Award, Development Award, Sustained Achievement Award and Achievement Award are indicated in the remaining columns. For these awards, a clear star (☆) refers to a Level One Award, while a solid star (★) refers to a Level Two Award.

c. The last column shows the schools’ O-Level bands based on their 2009 GCE O-Level Examination results.

2. For example, in Figure 1, Foundation Secondary School has won several awards:

Infosheet on Schools Receiving Both School Excellence Award and Best Practice Award for Student All Round Development in 2010

1. The three schools which will be conferred both the School Excellence Award (SEA) and the Best Practice Award (BPA) for Student All Round Development this year are St. Hilda’s Primary, Chung Cheng School (Main) and Dunman Secondary18.

2. The SEA recognises schools for their excellence in both education processes and outcomes. It is the highest and most prestigious award under the MoA structure and serves as a mark of distinction for schools that have sustained achievements in a wide spectrum of student development processes. The BPA for Student All Round Development recognises schools whose innovative and effective systems and processes have led to desired student outcomes in both the academic and non-academic areas. To ensure the all-round development of students, these three schools have developed processes which are customised to their students’ needs.

3. St. Hilda’s Primary believes in nurturing the whole child by developing the social, emotional, physical and cognitive well-being of every Hildan. The school adopts a strategic approach to develop each child to be a confident, caring and articulate Hildan. Every pupil goes through a structured six-year Student Leadership Programme that maps out leadership opportunities, training and assessment of skills/competencies. The programme emphasises that “every child matters, can lead and can serve”. After each milestone learning experience, Hildans deepen their learning through self-reflection, peer sharing and presentations. They also chart their achievements with pride in their SPACE (Service, Physical, Aesthetics, Character and Exploration) portfolios for all-round development.

4. In Chung Cheng High School (Main), the Student All Round Development Framework outlines the holistic development of students in the domains of Moral, Cognitive, Physical, Social, Aesthetics and Leadership. This anchors upon the rich Chinese culture and values synonymous of the school. The range of development programmes outlined for students are based on the Student All Round Development outcomes identified. Among other programmes, the key signature programme “Nanyang- Chung Cheng Extended Immersion in Shanghai-Fudan” exemplifies the school’s vision: “Leaders Grounded in Values, Global in Outlook”.

5. Dunman Secondary School provides an exceptional and holistic education for its students, so that they can grow to be young people of character and positive purpose. To do so, the Dunman All-Round Excellence (DARE) framework identifies 12 essential skills in 5 domains which will serve students well for the 21st century. All school programmes aim to develop students in these skills. A unique feature is that each student has a Pupil Development Card. The intent is to guide his/her growth in the skills over 4 years. Parents are also invited to comment on their children’s development in the Pupil Development Card.
