Godišnji Izveštaj O RADU ZA 2014 Godišnji izveštaj O RADU ZA 2014 Uvodna reč predsednika Borda RTK-a RTK, kao jedini javni emiter Kosova, ostaje u službi šire javnosti, u oblasti medijske delatnosti, realizujući svoju informativnu, obrazovnu, kulturnu i zabavnu misiju. Ovo postiže donoseći javnosti raznovrstan sadržaj, putem kanala i raznih platformi. U tehnološkom aspektu, RTK je bio primoran da sledi svetska postignuća i brze promene, što je moglo da oteža realizovanje njegove misije zbog siromašnog budžeta, što ne obećava realizaciju programa koji je dovoljan i kvalitetan. U 2014. RTK postiže vidljive uspehe u sadržaju, proširujući tematske kanale, ali i u tehničkom i infrastrukturnom aspektu, uprkos finansijskim poteškoćama koje prate RTK od 2011. zbog skraćenja budžeta. Počevši od ovog, mi smo kao Bord tražili od Generalnog direktora da prioritet u ovoj godini bude saniranje finansijskog stanja. Odlučni smo da osiguramo da RTK efikasno koristi budžet, ali je količina aktuelnih prihoda u potpunoj suprotnosti sa potrebama javnog servisa. Stoga, u skladu sa zakonskom obavezom dostavili smo Odboru za medije Skupštine Kosova tri predloga za održivo finansiranje, koncetrišući se na finansiranje iz budžeta Kosova, kao trenutno jedinog mogućeg rešenja. Za ovakav način finansiranja dobili smo podršku i EBU-a, koji kaže da nije model već iznos finansiranja odlučujući za garantovanje uredničke nezavisnosti i kvalitetan program, u skladu sa javnim interesom. Naš cilj je da se publika RTK-a može osloniti na programsku ponudu, drugačiju u odnosu na komercijalni sektor, a u skladu sa programskim obavezama koje proizilaze iz Zakona o RTK-u. Stalno smo od Menadžmenta tražili da se ponaša u skladu sa programskim obavezama, iako su određeni sektori povremeno bili poneti potrebom da imaju što više gledalaca, slušalaca ili posetilaca na internet strani. Imajući u vidu da je RTK jedini javni emiter i da se putem budžeta finansira od građana, ova institucija je stalno nadgledana od javnosti, i često je bilo različitih percepcija. I pored stalnih pritisaka zbog finansijskog stanja i ispunjenja obaveza proizvodnje programa u interesu javnosti, RTK je tokom ove godine imao nekoliko vidljivih uspeha: osnovana su dva TV kanala (RTK3 i RTK4) a TV kanal na srpskom jeziku RTK2 je u potpunosti stavljen u funkciju. Takođe, RTK je postigao uspeh u međunarodnoj afirmaciji, putem EBU, URTI, Brugges Group, itd. Takođe, najvažniji deo RTK-a su njegovi radnici. Imamo novinare koji su dobili neke od glavnih nagrada za radio i televizijsko novinarstvo, dok su zaposleni uspeli da realizuju prelaz na digitalni sistem sa minimalnim troškovima, a pripremljen je Masterplan za digitalizaciju. Ali, digitalizacija kao skup proces, koji ima brojne finansijske i i zakonske implikacije, ne može da se dogodi bez učešća Skupštine Kosova kao osnivača RTK-a. Upravo su digitalizacija, finansiranje i imovina pitanja na kojima Bord RTK-a i Skupština treba da rade u cilju pronalaženja rešenja, a kako bi RTK mogao da ostvari svoje zakonske obaveze, bez pritisaka i nesigurnosti koji su ga pratile od osnivanja. I na kraju, odlučni u racionalnom i efikasnom trošenju sredstava iz budžeta Kosova, u podizanju kvaliteta programa i uspostavljanju neotuđive transparentnosti, koja je do sada nedostajala, mi kao Bord zajedno sa Generalnim direktorom, u skladu sa ovlašćenjima, zadacima i odgovornostima, uložićemo maksimalne napore kako bismo ispunili naše obaveze određene Zakonom o RTK-u, a kako bismo očuvali i povećali poverenje javnosti. Ismet Bedžeti ____________________ Predsednik Borda RTK-a 3 | Godišnji izveštaj o radu za 2014. 1. Rezime Godina 2014. bila je godina velikih uspeha, ali i izazova za RTK. Potpisan je ugovor o donaciji vlade Japana u vrednosti od 1.3 miliona evra, koja obuhvata ulaganje uglavnom u tehnologiju i unapređenje rada zaposlenih. Nakon mnogih napora postigli smo da nakon 15 godina vratimo japanske investicije u RTK. I dok je 2013. godina bila obeležena početkom rada RTK2, ove godine smo proširili programski prostor sa još dva TV kanala, RT3 i RTK4. Investirali smo u tehnologiju i program. Prešli smo sa zastarelog sistema (kaseta) na moderan digitalni sistem (sistem fajlova), što je puno olakšalo rad novinara, snimatelja, montažera i svih zaposlenih u realizaciji programa. I ono što je najvažnije, to je da su ovaj sistem izgradili zaposleni u službi Informacione tehnologije (IT), bez troškova, dok radio-televizije u regionu i Evropi izdvajaju značajna novčana sredstva kako bi kupile takve programe. Sistem koji su napravili naši zaposleni je fascinirao većinu prestižnih radio-televizija u Evropi. To je pokazatelj inovativnosti i profesionalizma zaposlenih u našoj kući. RTK je i ove godine odlično radio u oblasti informisanja. RTK proizvodi svakoga dana 24 časa televizijskih vesti (RTK3), 24 časa raznovrsnog kvalitetnog programa za sve građane Kosova (RTK1, RTK2, Radio Kosovo 1 i 2) i 24 časa zabavnog programa (RTK4). RTK je sa velikim profesionalizmom pratio izbore na Kosovu, o čemu je pozitivno ocenjen u izveštajima međunarodnih posmatrača.1 Pored investicija u informativni sektor, što je glavni stub misije RTK-a, bilo je investicija i u program. Počeli smo da proizvodimo domaće humorističke serije (Šta ima u kući-Çka ka shpija...Kancelarija za sve-Zyra për gjithcka...). Jedina smo televizija u regionu na albanskom jeziku koja emituje telenovelu “Stinë dashurie” (Doba ljubavi). 1 http://eeas.europa.eu/eueom/missions/2014/kosovo/pdf/eu-eom-kosovo-2014-final-report_en.pdf 4 | Godišnji izveštaj o radu za 2014. Tokom protekle godine, ljubitelji sporta su mogli da prate sve kvalifikacione utakmice za evropsko prvenstvo 2016. RTK je emitovao Svetski šampionat u fudbalu, kao najznačajniji svetski događaj, i Svetski šampionat u košarci za žene i muškarce. RTK je emitovao i druge sportske događaje, važne i atraktivne za našu publiku. Ove godine RTK je počeo emitovanje emisije “ARKIV” (Arhiva) (RTK1) koja izaziva sve veće interesovanje publike. Koristeći našu bogatu televizijsku arhivu još od 60-ih godina naovamo, ova emisija je svojevrsni svedok važnih istorijskih događaja. Takođe, počeli smo ozbiljno da tretiramo društvene probleme (tabu teme: nasilje u porodici, žrtve trafikinga, ostavljanje dece itd.), u emisiji “TEMA”, koja je takođe izazvala veliko interesovanje javnosti. Pored jutarnjeg i popodnevnog programa ubrzo ćemo početi da emitujemo i noćni program čije se pripreme privode kraju. U skladu sa mogućnostima investirali smo u studio i novu tehnologiju. Zbog nedostatka prostora garaže za vozila i skladišta RTK-a su pretvoreni u studija za snimanje. RTK je ukazao poštovanje prema zaposlenima koji su decenijama gradili ovaj medij, pokrenuli smo emisiju “MJESHTËR” (Majstor) o svima koji nas čine ponosnima, još otkad je počelo televizijsko emitovanje 60-ih godina, pa sve do danas. Televizijski kanal na srpskom jeziku sada već ima odlično konsolidovanu programsku šemu, sa 24 časa programa koji je kvalitetnim sadržajem pobudio interesovanje kod kosovskih Srba, s obzirom da se ekskluzivno bavi temama i problemima zajednice kojima se ranije nisu bavili srpski lokalni emiteri na Kosovu. Ono što je važno jeste da je RTK2 veoma dobar model integracije kosovskih Srba u kosovske institucije i društvo. RTK2 ima oko 100 zaposlenih, od čega je polovina u stalnom radnom odnosu, a druga polovina je zaposlena u skladu sa potrebama programa. Oko 90% zaposlenih su Srbi, uglavnom mladi, koji dolaze iz raznih krajeva Kosova. Veoma je važno što ovi Srbi dolaze u Prištinu, rade, šetaju, veoma dobro sarađuju sa albanskim i kolegama iz drugih zajednica. RTK2 je na taj način razbio predrasude da na Kosovu nema slobode kretanja. Zapoleni na RTK-Radiju su pokazali veliku posvećenost posebno u sadržajnom aspektu. Kvalitetni programi Radio Kosova 1 i Radio Kosova 2 učinili su da su programi ovog medija slušani od šireg auditorijuma. 5 | Godišnji izveštaj o radu za 2014. RTK je ove godine proširio svoju internet stranicu vestima i na engleskom jeziku. Pored toga ovaj sektor je pretvoren u onlajn medij, a radimo na tome da stvorimo i audio-televizijsku pratformu i na internetu. Promene na RTK-u su nas obavezale da promenimo organizacionu strukturu (organogram) RTK-a, koji smo učinili funkcionalnijim. Povećanje prostora RTK-a sa 24 časa koliko je bilo u prvoj polovini 2013. na 96 sati TV programa i 48 sati radijskog programa, sa programom na Youtube kanalu i nastavak proširenja web sajta, obavezalo nas je da povećamo i broj radnika. Putem regularnih procedura primili smo izuzetno profesionalne radnike, čiji je rad na unapređenju programa RTK-a odmah primećen. Ako uporedimo obim rada sa zemljama u regionu, RTK i dalje ima najmanji broj radnika. RTK je sve ovo uspeo sa veoma malim budžetom. Ako obim programa i budžet RTK uporedimo sa javnim servisima u regionu, to izgleda ovako: -RTV Makedonije oko 20 miliona evra (količina programskog sadržaja manja od RTK-a); -Radio Televizija Albanije ima 20 miliona evra (ista količina programskog sadržaja kao RTK); -RTV Srbije – oko 80 miliona evra; -HRT – više od 150 miliona evra; -RTV Slovenija – oko 120 miliona evra; -RTV Kosovo – oko 11 miliona evra godišnje. Ako se količina uporedi sa kvalitetom programskog sadržaja javnih emitera u regionu, RTK je lider u emitovanju kvalitetnog medijskog programa u Republici Kosovo. RTK je u 2014. godini uspeo da unapredi odnose sa međunarodnim partnerima. Zajedno sa Evropskom unijom emitera (EBU), RTK je organizovao međunarodnu konferenciju u Prištini. Kosovo is still struggling with many problems and there are enough reasons for people to be unhappy. Jobs are scarce and the economy is not growing fast enough to support a young population. Following the withdrawal of pumped security forces from the entire territory of Kosovo and Metohija and the entry of the United Nations peacekeeping force into the Serbian Autonomous Province, Kosovo Albanians carried out their persecution from Kosovo through terrorist attacks on Serbs and other non- Albanian populations (Montenegrins, Gorans, Roma, Ashkali) carried out their persecution from Kosovo and Metohija and fundamentally changed the ethnic structure of the Province. An insight into the majority of 223.081 exiles and displaced persons from Kosovo and Metohija indicates an exodus against the Serbs. The number of displaced Roma, Ashkali and Egyptians is estimated at about 100.000. The mass persecution of the Serb and other non-Albanian populations has resulted in tremendous changes in the ethnic structure of the Province, which today, with 93% of the total population, is dominated by Albanians, while other ethnic communities have a participation of 7%.     10 October 2012 KOSOVO Durable solutions still elusive 13 years after conflict The number of internally displaced people (IDPs) in Kosovo has dropped slightly in recent years. A September 2012 estimate by the Office of the United Nations High Commissioner for Refugees (UNHCR) put the figure at 17,900, compared with around 19,700 in 2009. Most ethnic Serb IDPs live in northern Kosovo, where they rely on a system of education, policing and health care services provided entirely by Serbia. Many others live in enclaves in areas where their ethnic group constitutes a majority, but where they often face restrictions on their freedom of movement and have little access to livelihoods and services. Many still face ob- stacles in obtaining personal and property documents from their places of origin, and in repossessing their property or getting compensation for it. National and international actors have set up projects to facilitate the return and reintegration of people displaced both within and beyond Kosovo, to help members of minority communities improve their living conditions whether they are displaced or not, and to prevent further displacement. That said, greater political and financial support for settlement options beyond return (local integration and settlement elsewhere) are needed if IDPs are to achieve durable solutions.
