All are English- speaking parliamentary democracies with stable political systems. All of the countries are also Small Island Developing States. The U.S. has close ties with these governments. They presently suffer from inherently weak economies, dependent on tourism, serious challenges from transnational crime, and a constant threat from natural disasters. THE CARTER CENTER NEWS SPRING 1990 Carter, Council Monitor Nicaraguan Elections Peaceful Transition of Power First in Country's History On April 25, the Nicaraguan people inaugurated a new president in the first peaceful transfer of power to an elected opposition in the country's history. of Nicaragua chose their new president in a free and fair election," said President Carter, who led an international delegation to monitor the February 25 elections. The delegation was formed under the auspices of the Council of Freely-Elected Heads of Government, chaired by President Carter and based at The Carter Center of Emory University (CCEU). The Council joined delegations from the United Nations and the Organization of American States (OAS) in monitoring the elections. Following the transfer of power from the Sandinista (FSLN) government of Daniel Ortega to the coalition government (UNO) of Violeta Chamorro, President Carter said, "Both Daniel Ortega and Violeta Chamorro deserve the world's respect and admiration for the way they handled the transition. Former President Ortega has set his country on the road to democracy. President Chamorro has been entrusted by the people of Nicaragua with the difficult task of healing the division in that nation and nurturing the newly-born democratic spirit. It is my sincerest hope that peace and democracy will flourish in Nicaragua." The Invitation In the summer of 1989, President Carter and the Council were invited to observe the elections by thenPresident Daniel Ortega, the Union of National Opposition (UNO), and the Supreme Electoral Council. Ledgister Dissertation dated May 2012 This study examines the contributions of Joshua and Cato as government and opposition political leaders in the politics and political development of SVG. Checklist of variable of political development is used to ensure objectivity. Various theories of leadership and political development are highlighted. The researcher found that these theories cannot fully explain the conditions existing in small island nations like SVG. SVG is among the few nations which went through stages of transition from colonialism to associate statehood, to independence. This had significant effect on the people and particularly the leaders who inherited a bankrupt country with limited resources and 1 persistent civil disobedience. With regards to political development, the mass of the population saw this as some sort of salvation for fulfillment of their hopes and aspirations. Joshua and Cato led the country for over thirty years. In that period, they have significantly changed the country both in positive and negative directions. These leaders made promises of a better tomorrow if their followers are prepared to make sacrifices. The people obliged with sacrifices, only to become disillusioned because they have not witnessed the promised salvation. The conclusions drawn from the findings suggest that in the process of competing for political power, these leaders have created a series of social ills in SVG. -

JOHNSON 1. INTRODUCTION I have been invited to write a “practitioner’s paper” relating to the work of the integrity commissions in the member states of the OECS. It is taken that the Commonwealth Secretariat’s instructions, properly construed, require me to examine the recent anti-corruption statutes passed by the OECS governments and the performance of the integrity commissions focusing on the activities of the Integrity Commission of the Commonwealth of Dominica and drawing on my experiences as Chairman thereof over the past three years. Though my invitation is to produce a “practitioner’s paper” it would be remiss of me if I did not, at the outset, draw your attention to the study just published by an eminent regional academic and fellow practitioner in the field of the oversight of public sector ethical infrastructure – the former Contractor General of Jamaica, Dr. Derrick V. McKoy. In his book entitled “CORRUPTION: Law, Governance and Ethics in the Commonwealth Caribbean” (Hansib Pub., May 2012) the author sets out to address the issues of corruption in the Commonwealth Caribbean, the emerging law on the subject and the institutions established by member states to discourage corruption or to promote anti-corruption initiatives. -

BUILDING A SUSTAINABLE, RESILIENT ECONOMY IN CHALLENGING TIMES BY DR. THE HON. RALPH E. GONSALVES PRIME MINISTER OF ST. VINCENT AND THE GRENADINES INTRODUCTION Mr. Speaker, Honourable Members, since our country’s attainment of independence on October 27, 1979, there have been 33 annual budgets. Robert Milton Cato, of blessed memory, crafted four of these budgets; Sir James Mitchell fashioned fourteen; Arnhim Eustace delivered three; and Budget 2013 is the twelfth which I am presenting. Each Minister of Finance has sought to make St. Vincent and the Grenadines a better place for its citizens; and to a greater or lesser extent each has succeeded despite the inherent limitations of our vulnerable small, multi-island economy and the awesome external challenges which confront us. Each national Budget has had its own peculiar or special frame against the backdrop of the general socio-economic condition. Each national Budget, too, is required to have its own focus, coherence, and developmental thrust. Each Budget is necessarily a house-keeping and developmental exercise, but much takes place, too, in the economy outside the Budget’s structured frame. For convenience, each possesses its own theme. For Budget 2013, the overarching theme is simple, yet profound: Building a Sustainable, Resilient Economy in Challenging Times. Mr. Speaker, it is inescapable that a Budget, especially in its developmental as distinct from its routine house-keeping function, is shaped by the Government’s thinking, explicit or implicit, in respect of the appropriate or relevant praxis – theory and practice – of economic development for micro-economies such as St. Vincent and the Grenadines. -

Hoskins rime Minister [Edward] Seaga viewed his [1980] election as “a declaration against Commu Pnism in Jamaica” and promised a moderate government following a nonaligned policy of good relations with all.1 Describing his party’s victory in the October 30, 1980 general elec tions as “an overwhelming mandate by the people of Jamaica,” the prime minister has insisted that the victory enabled his government to “give the people the policies and programmes necessary to restore the economy.” In his first official address to the people, he said: . .. Now is the time for us to act and we must act boldly. Mr. Chairman In your opening statement on April 19 th you stated that "the broad picture is not very reassuring, and the international community is not on track when it comes to meeting the globally agreed targets." You stressed the need to overcome hindrances and create soldtions. The statements made over the course of the last two weeks by participants from governments; the NGO community, Youth, experts and the private sector all support your conclusion. Assessing the reports of the proceedings so far, it is a struggle not to be overwhelmed by what appears to be a daunting challenge. Such a condition however is unacceptable if we are to secure for our people their right to a sustainable future. Our responsibility, no matter how overwhelming, will overcome those hindrances and create equitable and meaningful solutions. In the Caribbean, we have spent the last two years assessing our progress in the implementation of the sustainable development goals we elaborated and agreed to in the Barbados Programme of Action. -

Does Breaking Through the “Final Glass Ceiling” Really Pave the Way for Subsequent Women to Become Heads of State? 1 Does Breaking Through the “Final Glass Ceiling” Really Pave the Way for Subsequent Women to Become Heads of State? By Katherine Rocha, Joseph Palazzo, Rebecca Teczar and Roger Clark Rhode Island College Abstract Women’s ascension to the role of national president or prime minister of any country is a relatively new phenomenon in world history. The first woman to break the “final glass ceiling,” Sirinavo Bandaranaike of Ceylon (Sri Lanka today), did it in 1960, just 58 years ago. Since then, the ceiling has been broken in about 83 nations worldwide, but we still know little about what it takes for women to achieve such national leadership roles. Previous research (e.g., Jalalzai, 2013; Skard, 2015) has pointed to the importance of family connections, political turmoil, and the nature of a country’s political system. But only one study (Jalalzai, 2013) provided quantitative, cross-national support for any of these observations. Our paper replicates Jalalzai’s analysis, done using data from the first decade of the twenty-first century, with data from the second decade. We find that there have been dramatic changes over time. We find that family connections are now no more useful for explaining women’s rise to presidencies and prime ministerial positions than men’s; that, in fact, women are now more likely to rise in politically stable nation states than in fragile ones. And, perhaps most importantly, women are much more likely to ascend to the highest positions in countries where they have already broken the “final glass ceiling.” Keywords: final glass ceiling, women presidents, women prime ministers Introduction In a course on the Sociology of Gender we had learned that, while such a ceiling might exist in Following Hillary Clinton’s loss in the 2016 U.S.
