Lustick Abstract: As a state founded on Jewish immigration and the absorp- tion of immigration, what are the ideological and political implications for Israel of a zero or negative migration balance? By closely examining data on immigration and emigration, trends with regard to the migration balance are established. This article pays particular attention to the ways in which Israelis from different political perspectives have portrayed the question of the migration balance and to the relationship between a declining migration balance and the re-emergence of the “demographic problem” as a political, cultural, and psychological reality of enormous resonance for Jewish Israelis. Conclusions are drawn about the relation- ship between Israel’s anxious re-engagement with the demographic problem and its responses to Iran’s nuclear program, the unintended con- sequences of encouraging programs of “flexible aliyah,” and the intense debate over the conversion of non-Jewish non-Arab Israelis. Although major developments in international communication and accessibility of knowledge have transformed the world into a connected community that now sometimes resembles a small village, Arab media coverage of Israel continues to be characterized by a lack of clarity and misrepresentation, making it difficult for Arab citizens to truly understand the country. This thesis explores Anglo-French tensions in Ottoman Syria, from the signing of the Entente to the secret Sykes-Picot Agreement in 1916. Syria proved to be a cause of frictions that brought many buried Anglo-French resentments back to the surface and created new ones. Cultural, strategic, and economic interests were at stake, interests which weighed heavily upon the Entente powers and which could not easily be forgone for the sake of ‘cordiality’. This thesis presents evidence that unresolved Anglo-French tensions in Syria raised serious concerns among officials of both empires as to the larger future of their Entente, and that even after the Entente joined in war against their common enemies, such doubts persisted.

    Ethiopian National Project Mid-Year Report 2016-2017 The Ethiopian National Project (ENP) was created by Jewish Federations as Diaspora Jewry’s tool to address the needs of Ethiopian-Israelis in partnership with the Government of Israel and the Ethiopian-Israeli community itself. The transformation ENP has succeeded in engendering is no less than extraordinary: scholastic gaps are closing, educational performance is improving, risk situations are decreasing and empowerment is broadening with each passing year. The Ethiopian National Project – Transformation of a Community ENP aims to ensure the full and successful integration of Ethiopian Jews into Israeli society. ENP’s methodology of holistic interventions on a national scale that fully include the Ethiopian-Israeli community, while strictly adhering to the critical importance of external evaluations to measure the impact and effect of ENP’s work, has resulted in unequivocally successful programs. In fact, due to its success, this school year brings new and exciting changes to ENP’s SPACE Scholastic Assistance Program, as part of a four-year initiative by the Government of Israel requesting that ENP expand its reach to 8,729 students in 35 cities nationwide while including 20% non- Ethiopian-Israeli students. In addition, where traditionally the Ministry of Aliyah and Absorption was the leading government ministry to spearhead ENP’s work, from 2016 the Ministry of Education will take the leading role as part of the new four-year initiative. In addition, the Jewish Federations of North America (JFNA) recently launched a campaign to raise matching dollars over four years to ensure that ENP can expand its SPACE Scholastic Assistance Program nationwide.

The progress of the study carried out so far is presented in this progress report. The author and the staff of the Department of Marine Geology and Coastal Processes wish to express our appreciation and thank Mr. Bertram Cohn of North American Friends of IOLR for the funding support provided. RESULTS Main results obtained so far are presented in tables and graphs. They show assessments of the maximum runup of the waves during extreme storm conditions, of the extreme waves and sea levels for return average periods of up to 100 years, results of erosion-accretion balance for the study coast during 1997-2004 period, examples of differential maps of the beach and cliff at Apolonia and near Marina Herzliya between 2002 and 2003 as well as the waterline position changes between 1997 and 2004, and examples of the numerical wave and sedimentological modeling simulations and their outcomes for the study sector – the central sector of the Mediterranean coast of Israel. PRELIMINARY CONCLUSIONS The work presented in this report is an ongoing study on the coastal erosion at the beach and coastal cliff of a typical coastal sector at the Mediterranean coast of Israel.

    Third World Quarterly, Vol 24, No 4, pp 619–630, 2003 Demography and transfer: Israel’s road to nowhere ELIA ZUREIK ABSTRACT The conflict between Israel and the Palestinians, which dates back to the latter part of the nineteenth century, has always been a conflict over land and population balance. At the start of the twenty-first century, with no end in sight to the conflict, the issue of demography stares both sides in the face. Israel’s ability to maintain military and economic superiority over neighbouring Arab countries in general and the Palestinians in particular is matched by its inability to maintain long-term numerical superiority in the areas it holds west of the Jordan River. It is expected that within 10 to 15 years there will be parity between the Arabs and the 5.5 million Jews who currently live in historical Palestine. While discussion of Arab population transfer has been relegated to internal debates among Zionist leaders, the idea itself has always remained a key element in Zionist thinking of ways to solve the demography problem and ensure Jewish population dominance. A recent decline in Jewish immigration to Israel, the rise of the religious-political right, continuing Jewish settlement in the West Bank and Gaza and the recent Palestinian uprising have moved this debate to the public arena. Fractions among Israel’s intellectuals, political figures and Sharon government ministers have raised the demography issue publicly, calling openly for the transfer of the Palestinian population to Jordan. It was Theodore Herzl, the father and ideologue of modern Zionism, who more than a century ago lobbied the Ottoman government and the potentates of Europe on behalf of the Zionist movement for a foothold in Palestine.
