Covering 385 square miles, the San Gabriel Valley is Angel Somera and defined by its namesake mountains to the north, the cities of Pasadena, Pedro Cambon, founded the original South Pasadena and Monterey Park to the west, the crest of the foothills that Mission San Gabriel parallel the Pomona (SR-60) freeway to the south, and the Los Angeles/San Archangel. The findings contained in this report serve as a valuable tool for business people, government officials, and households as they make spending and investment decisions for the forecast period and beyond. Over the course of 2013, as the recession receded from view, the San Gabriel Valley economy made notable progress against a wide array of indicators. Although the Valley’s economy continues to lag some of the larger improvements taking place in the whole of Los Angeles County, the focus in the San Gabriel Valley has shifted from recession and recovery to growth and new possibilities. The ethnic composition of the San Gabriel Valley’s population has undergone significant changes but it has been quite stable in terms of total numbers. Since 2000, the Valley’s population has edged up by just under 1.7%. After peaking in 2004, the Valley’s population had declined by 27,700 people by 2009. Population growth turned positive again in 2010 and is expected to continue on an upward trend through the forecast period (2015). Population growth rates of just over 0.6% are forecast for this year and next. Stronger population growth last year was accompanied by more robust gains in jobs and worker payroll. In 2013, employment in the San Gabriel Valley increased by an estimated 2.0% to 645,430 payroll jobs. Although employment in the region has not yet recovered to prerecession levels, that goal is finally within reach. LAEDC Kyser Center for Economic Research 1 Economic Forecast and Regional Overview Executive Summary next, job counts are expected to reach 674,900 in 2015, exceeding the pre- recession peak of 674,400 reached in 2008. Likewise, worker payroll in 2013 totaled an estimated $29.5 billion, up by 3.0% from 2012. Most of the growth was the result of higher job counts as opposed to wage increases, which with the exception of some high-demand occupations, have been relatively flat. Total nonfarm payroll is projected to increase by 3.6% to $30.6 billion in 2014 and by 4.5% in 2015 to nearly $32.0 billion. Ten of the fifteen major industry sectors in the San Gabriel Valley added jobs in 2013. Payrolls in health services posted the largest gain on both a numerical and percentage basis. However, while the health care sector is doing well, much of that jump was due to a reclassification of home health care workers from “other services” (which saw a corresponding decline in jobs) to health services. Leisure and hospitality, along with wholesale trade were also major sources of employment growth. Total taxable sales in the Valley have made an impressive comeback and are close to regaining all the ground lost during the recession. In 2013, the LAEDC estimates taxable sales in the San Gabriel Valley increased by 5.6% compared with 2012, reaching $21.4 billion. By the end of 2014, taxable sales in the Valley are expected to climb to $22.4 billion surpassing their prerecession peak of $22.2 billion. Recovery in the housing market is well underway but it will take a few years to unfold completely. Median prices continue to rise due to limited supply. Increased demand was also a factor, but higher interest rates and declining affordability are starting to have a dampening effect on buyer activity. New home construction has been slower to recover, but rising median prices are boosting homebuilder confidence. Permits for new homes increased by 76.4% in 2013 to 1,529 units, and are expected to rise by 24.3% and 15.3% annually in 2014 and 2015 respectively. The San Gabriel Valley also has a noteworthy nonprofit sector made up of over 6,000 organizations that include world-renowned hospitals, educational institutions, foundations, charitable groups, arts organizations and trade associations, to name just a few. Nonprofit activity makes a significant contribution to the Valley’s economy especially in the areas of health care and education. The San Gabriel Valley regional economy will continue on a track of modest expansion during 2014 and 2015. The growth trajectory of the region’s economy will depend largely on the performance of the overall national economy and, given the importance of international trade to the region, the performance of the nation’s largest trading partners as well.     FOR IMMEDIATE RELEASE **UPDATE** Lane Shift on Westbound Foothill Freeway I-210 For Pavement Rehabilitation Pasadena and La Cañada Flintridge – Beginning the week of August 21, the California Department of Transportation (Caltrans) will make temporary changes along westbound Foothill Freeway (I-210) from Lincoln Avenue to Foothill Boulevard. Construction crews will restripe and shift lanes towards the median. Both eastbound and westbound inner shoulders will be used as traffic lanes. The eastbound inner shoulder will become a temporary bypass lane for westbound traffic. A concrete barrier will separate the eastbound traffic and the westbound bypass lane for the safety of motorists. Two outer lanes on westbound I-210 will close as crews begin to replace the pavement along the freeway. The bypass lane allows all traffic lanes on westbound I-210 to remain open while work is underway, which will be in effect through spring 2018. The Foothill Freeway is a major thoroughfare, serving commuters between Los Angeles and San Bernardino counties. As a result of heavy use, the road needs to be replaced with new pavement. The temporary traffic lane shift and closures are part of a $148.5 million pavement rehabilitation project on I-210. Once the project is completed in 2018, the new surface will provide a smoother drive for motorists, reduce time required for maintenance, and minimize the need for further lane closures. Motorists are advised to “Be Work Zone Alert.” WHAT The California Department of Transportation (Caltrans) will close one lane of the eastbound Foothill Freeway (1-210) from Ocean View Boulevard to Lincoln Avenue as part of a pavement rehabilitation project.

(MARCH 2017) – Precast concrete highway pavement slabs are increasing in popularity for use in rapid highway construction. This is, in part, the result of many state departments of transportation recognizing the efficiency of the precast slab method and selecting it for use on an increasing number of state projects. The California Department of Transportation (Caltrans) has specified precast concrete pavement slabs for one of the largest projects of this type in North America, the Pavement and Slab Replacement Project on the Foothill Freeway (I‐ 210). This transportation project, approximately 12 miles north of Los Angeles, begins at the Dunsmore Avenue undercrossing in La Crescenta‐Montrose and extends to the North Los Robles Avenue overcrossing in Pasadena. Flatiron West of Chino Hills, California, has appointed Oldcastle Precast of Fontana, California to supply several thousand precast highway pavement slabs for this $148 million project. As a national precaster who has embraced this technology, Oldcastle Precast, a leading provider of engineered building product solutions for North American infrastructure projects, received the contract to manufacture 6,500 precast concrete pavement slabs. Each slab measures 12.5‐foot ‐wide by 11.33‐foot‐ long by 12‐inch‐thick, for the 9.7‐mile segment of I‐210, and will be used to replace sections, that have undergone erosion and deterioration due to years of exposure to heavy traffic. Site installation of the pavement slabs is occurring as an overnight process.

    Environmental Evaluation 3-8 GEOLOGIC-SEISMIC Changes Since the Draft EIS/EIR Subsequent to the release of the Draft EIS/EIR in April 2004, the Gold Line Phase II project has undergone several updates: Name Change: To avoid confusion expressed about the terminology used in the Draft EIS/EIR (e.g., Phase I; Phase II, Segments 1 and 2), the proposed project is referred to in the Final EIS/EIR as the Gold Line Foothill Extension. Selection of a Locally Preferred Alternative and Updated Project Definition: Following the release of the Draft EIS/EIR, the public comment period, and input from the cities along the alignment, the Construction Authority Board approved a Locally Preferred Alternative (LPA) in August 2004. This LPA included the Triple Track Alternative (2 LRT and 1 freight track) that was defined and evaluated in the Draft EIS/EIR, a station in each city, and the location of the Maintenance and Operations Facility. Segment 1 was changed to extend eastward to Azusa. A Project Definition Report (PDR) was prepared to define refined station and parking lot locations, grade crossings and two rail grade separations, and traction power substation locations. The Final EIS/EIR and engineering work that support the Final EIS/EIR are based on the project as identified in the Final PDR (March 2005), with the following modifications. Following the PDR, the Construction Authority Board approved a Revised LPA in June 2005. Between March and August 2005, station options in Arcadia and Claremont were added. Changes in the Discussions: To make the Final EIS/EIR more reader-friendly, the following format and text changes have been made: Discussion of a Transportation Systems Management (TSM) Alternative has been deleted since the LPA decision in August 2004 eliminated it as a potential preferred alternative.
