It is designed to give form to the general statement of vision by specifying the necessary steps to accomplish the vision and realize tangible outcomes. Sound planning is equally important for the Town Aldermen, land owners, residents, and the millions of recreational visitors who are attracted to the Island’s beaches and abundant natural resources. Most importantly, this plan is intended to accommodate the Island’s future growth and seize its economic development opportunities in a manner that is both livable and sustainable. Purpose Why is this plan important? As it is discussed throughout this report, South Padre Island has and continues to experience growth through land development, visitor travel, and redevelopment of existing areas. It is recognized by the Island residents and leaders that it has finite resources. Based upon recent trends, that future growth could exacerbate existing problems well before the Year 2025. The intent of this Comprehensive Plan is to neither end nor accelerate growth, but to anticipate and appropriately manage it so that the Town government, other public agencies, and the private sector are well‐ equipped to: 1. Maintain the highest quality community living environment; 2. Protect and enhance neighborhoods for Town residents; “Sustainable development 3. Paine, Sojan Mathew, and Tiffany Caudle Bureau of Economic Geology, Jackson School of Geosciences, University of Texas at Austin, University Station, Box X, Austin, Texas 78713, U.S.A. ABSTRACT Long-term historical rates of Gulf shoreline change along the Texas coast have been determined through 2007 (the latest imagery that predates Hurricane Ike) from a series of shoreline positions that includes those depicted on 1800s charts and mapped from aerial photographs, ground GPS surveys, and airborne lidar surveys. Net rates measured at 11,731 sites spaced at 164 ft (50 m) along the 332 mi (535 km) of Texas Gulf shoreline average 4.1 ft/yr (1.2 m/yr) of retreat, significantly lower than late Pleistocene to early-Holocene retreat rates of 8 to 181 ft/yr (2.4 to 55 m/yr) and similar to mid- to late Holocene rates estimated using past sea-level positions and shelf bathymetric contours as a shoreline proxy. Net shoreline retreat occurred along 84 percent of the Texas Gulf shoreline, resulting in an estimated land loss of 13,890 ac (5621 ha) since 1930 at an average rate of 180 ac/yr (73 ha/yr). Rates of change are more recessional on the upper Texas coast (-5.3 ft/yr [-1.6 m/yr] east of the Colorado River) than they are on the central and lower coast (-3.3 ft/yr [-1.0 m/yr] from the Colorado River to the Rio Grande).

Courtney will be recognized and inducted into the Walk of Fame during the Hidalgo BorderFest Festivities which is Mar. 2-5, 2017. The walk celebrates the life achievements and significant civic contributions that these inductees have made to their Rio Grande Valley communities and South Texas. Courtney Hayden has contributed in many ways to the City of South Padre Island and community. She has served as a City Council Member more than 5 years, served on the boards for the South Padre Island Community Foundation, the Laguna Madre Humane Society, El Paseo Arts Foundation, South Padre Island Birding and Nature Center, South Padre Island Chamber of Commerce and is currently serving her third year as chairman of the Board of the SPI Chamber. She has also served on the Leadership Steering Committee, Business Services Committee, Committee for the Annual Scholarship Gala of the South Padre Island Chamber of Commerce and the Special Events Committee of the South Padre Island Convention and Visitors Authority.
