MCEF AnnualReport 06 3/30/07 10:14 AM Page 2 2006 MCEF Annual Report Dear IIMC Members and MCEF Supporters: Since its inception in 1984, your Municipal Clerks Education Foundation has been steadily working toward raising monies to assist IIMC in pursuing its educational objectives. Through the generosity of IIMC members, voluntary contributions, the annual walk/run, the silent auction, sponsor donations and endowments, MCEF culminated 2006 by reaching its $1 million milestone. This is just the beginning. Although the $1 million mark was indeed a lofty goal, we can't stop and rest on our laurels. We have to continue to grow the Foundation basis to fund existing and new programs being proposed for the IIMC Membership. It is estimated that 45 percent of IIMC's Membership is contributing to MCEF through in-kind and monetary contributions. This percentage has steadily increased over the years. MCEF's goal is to have 100 percent participation from the IIMC Membership. Our sponsors have been generous over the past several years and their contributions have helped us exceed our goals. The MCEF Strategic Plan anticipated our 2006 basis to be $1,045,524.00. Year end 2006 basis was $1,177,056.80. We are well on our way to exceed our 2007 and 2008 goals. The current giving programs in place are: • Annual giving to IIMC in accordance to the MCEF Board Policy. This policy allows MCEF to give up to 7 percent of the unrestricted funds, less inflation, to IIMC for educational programs each year. This year the amount was $27,071.61. • Scholarship programs for CMC training at your State Institute. • Scholarship program for MMC training. • Distance Education Scholarships. We are on course to meet our 2008 goals. During the latter part of 2006, IIMC asked MCEF for financial assis- tance, which the Foundation was happy to provide a line of credit. This loan has a one-year term and is secured by the Headquarters building. MCEF expects IIMC to repay the loan with interest within the next 12 months. The charts on page 3 depict the various ways in which MCEF derives its income and the channels in which it delivers education programs to IIMC members. The two Organizations have a symbiotic relationship with one common goal: to pro- vide education support and programs for IIMC members. INCOME The Foundation collaborates with IIMC to provide the utmost in programs operating from only the interest gained, and a small percentage of the unrestricted fund basis as established by policy, from the various contributions accumulated throughout the year. MCEF receives annual revenue through voluntary contributions from IIMC members, Endowments, Society Donations, Memorials, and from Annual Conference events such as the Silent Auction, Walk Run, and Raffles. MCEF also receives 20 percent of all sponsorship revenue garnered by IIMC.
