While it does not deny the importance of the various meanings and interpretations attached to tartan since the mid-eighteenth century, this article contends that more practical reasons for tartan’s popularity—primarily its functional and aesthetic qualities—merit greater attention. Along with evidence from contemporary newspapers and fashion manuals, this article focuses on evidence from the production and popular consumption of tartan at the turn of the nineteenth century, including its incorporation into fashionable dress and its use beyond the social elite. This article seeks to demonstrate the contemporary understanding of tartan as an attractive and useful commodity. Since the mid-eighteenth century tartan has been subjected to many varied and often confusing interpretations: it has been used as a symbol of loyalty and rebellion, as representing a fading Highland culture and heritage, as a visual reminder of the might of the British Empire, as a marker of social status, and even as a means of highlighting racial difference. -

Market Square in Krakow is paradoxically at the same time a typical example of medieval marketplace and a unique site. But the frontline between what is common and what is unique can be seen as “somewhat fuzzy”. Among these examples readers should observe a number of unexpected similarities, as well as sharp contrasts in terms of form, usage and layout of buildings. -

During about the quarter of the century that has elapsed after regaining independence, our scientific landscape has changed radically. The lion’s share of research work is integrated with providing university education. The targets for the following seven years were defined at the very start of the year, in the document adopted by Riigikogu (Parliament) on January 22, 2014 and entitled “Estonian research and development and innovation strategy 2014- 2020. Knowledge-based Estonia”. It starts with the acknowledgement familiar to all of us that the number and complexity of challenges faced by the society is ever increasing. -

The ‘budgetary talks’: how to find the sources to cover all sorts of promises? In a well-functioning democracy, the ‘budgetary talks’ is always a relatively transparent ‘conversation’ on how to reconcile numerous political promises with the money in hand. Without a question, Estonia is a liberal democracy, but, given the specific composition of the current governmental coalition in the country, the aforementioned ‘conversation’ is promising to be extremely diverse at its best and highly populistic at its worst. An avalanche of promises arrives from the widest possible ‘spectrum’ – narratives from both political right and left are getting mixed up with some ideas of undetermined political nature, which can be more related to science fiction rather than responsible politics. In any case, all will come to a point of completing a budget for 2020 very soon. In order to get the process off the ground, the Estonian Ministry of Finance commenced the talk with delivering its summer economic forecast. It was reported that the Estonian economy, while still under pressure of having the government’s structural budgetary deficit (from 2019 until, most probably, 2023), will be into growth by 3.3% this year and is expected to grow further by 2.2% in 20201. -

1 LÄÄNE-VIRUMAA XX SAJANDI EHITUSPÄRAND KOOSTAJA Mart Kalm Tallinn 2010 2 Lääne-Virumaa on erakordselt rikka ehituspärandiga maakond. Siin on olnud nii ajalooliselt jõukas maa, kuid ka tugev maakonnakeskus Rakvere ja mereäärsed suvituskohad. Siin leidub nii kohalike ehitusmeistrite oskust kui suurte arhitektide tarkust. Käesolev töö keskendus välitöödel silmahakanule ja nende põhjal võib tõdeda mitmes valdkonnas täiendavate uuringute vajadust. Sellisena on täiesti kõrvale jäetud raudteearhitektuur, ebasüsteemselt on jälgitud meiereide ja talude arhitektuuri. Sellised rikkalikud kooslused nagu Võsu ja Käsmu tuleks aga majahaaval omaette inventeerida. Terve rida tuntud Lääne-Virumaa maju on väljajäänud, kuna nad on juba kaitse all. Need pole sugugi ainult Rakvere kesklinna suurhooned nagu Kotli gümnaasium ja kirik, vaid ka terve rida talusid (Lillebergi Haljala lähedal, võrratu Kaarle Pedassaares või Jõekalda asunikutalu Arknas). Ajaloomälestisena on kaitse all ka näiteks Käsmu merekool või Avispea külakool. Rakveres on küll muinsuskaitseala, kuid käesolev töö teeb ettepaneku seda laienda ja võtta mõned olulisemad majad alal kaitse alla. Mõned majad jäid välja, kuna nad on kaotanud oma algse väljanägemise, näiteks Rakvere 1930. aastate silmapaistvad funktsionalistlikud villad: ins. G. Bocki kavandatud Posti 4a, mis hiljuti vooderdati mingi kiviga, ja ins. V. Muda Tammiku 7, mis juba nõukogude aegsete vooderdustega kaotas algse kuju. Hoone tehniline seisund on hea. Omanik on koostanud Restaureerimiskooli lõputööks hoone restaureerimise kontseptsiooni ja selle osaliselt ellu viinud. -

World Urban Heritage In Germany ( Warisan Kota Dunia di Jerman ) Oleh : Bhian Rangga FKIP Geografi UNS A. Pendahuluan Kesadaran akan pentingnya pengelolaan dan pelestarian warisan kota kini sudah semakin tinggi. Bahkan, banyak di antara masyarakat dan pemerhati warisan kota dunia berkeyakinan bahwa kota bukan hanya merupakan warisan, tetapi lebih-lebih adalah pusaka bagi suatu bangsa. Hal ini berarti keberadaan kota dengan berbagai potensi yang dimiliki mempunyai kekuatan yang dapat dimanfaatkan untuk membantu dan melindungi bangsa dalam menapaki jalan ke masa depan. Sebagai pusaka, warisan kota itu harus tetap dijaga agar kekuatannya tidak hilang dan dapat diwariskan kepada generasi penerus tanpa berkurang nilainya. Warisan kota dunia ( World Urban Heritage) adalah sebuah kota yang telah dinominasikan untuk program Warisan Dunia internasional yang dikelola dan ditetapkan UNESCO World Heritage Committee untuk dijadikan suatu warisan kota dunia. Artinya keberadaan kota tersebut dengan segala potensi, baik alam, bangunan, maupun kebudayaan akan menjadi warisan dunia. Sehingga keberadaan sebuah kota tersebut haruslah dikelola dengan baik. Negara Jerman merupakan salah satu negara maju yang memiliki warisan kota dunia. Berbagai kota di negara tersebut ditetapkan oleh UNESCO sebagai warisan kota dunia. Dalam makalah ini akan dibahas mengenai : ( 1 ) Jenis urban heritage ( warisan kota ) di negara Jerman, ( 2) Persebaran urban heritage di negara Jerman, ( 3 ) Pengelolaan urban heritage di negara Jerman B.
