Wanneer die kulturele basis bedreig of aangeraak word, vind ernstige teen- reaksie plaas met gepaardgaande konflik en probleme. Alhoewel daar dikwels al gepraat is van internasionalisme in die sin van wegdoening met kulturele en volksbande, is hierdie siening as verkeerd bewys, want elke kultuurgroep het 'n besondere behoefte aan 'n eie kulturele identiteit. Ten slotte word die vereistes en uitdagings op die pad van kultuurorganisasies vir suksesvolle en effektiewe taakvervulling bespreek om sodoende die belangrike taak van die kultuurorgani- sasie, vera! binne minderheidskultuurgroepe, te verstaan, te beplan en te beoordeel. Stellenbosch University http://scholar.sun.ac.za SUMMARY THE TASK OF CULTURAL ORGANIZATIONSIN MINORITY CUL- TURES WITH SPECIAL REFERENCETO THE ATKV Culture is and always will be of paramount importance to man. If the culture base is threatened, serious conflict and other problems will ensue. Even though there has been talk about a so-called internationalism that denotes a world devoid of different cultures, reality has caught up with the much advocated "melting pot" theory. De- priving groups of their cultural rights, or simply overlooking these rights, can result in a dangerous "boiling pot". Each culture group has a need for its own identity. Because only a small portion of the world population live in culturally homogenious states the potential for conflict is great between different groups that want to uphold and develop their own cultures. This is especially true where minority and majority groups exist within the same national boundaries. For any minority group wishing to preserve and develop its culture a logical solution would be to organize people in cultural organizations to maximize their effectiveness in attaining their goals. In this study, the task and activities of the cultural organization are examined, especially in respect of preserving, maintaining, and developing the culture of a specific group, in particular within minority cultures. Firstly, minorities as a group are discussed, with special reference to their particular needs, conflicts and threats and the conditions for survival. In chapter 3 the cultural organization as a distinct organization, with its own characteristics, problems and success factors, is discussed. Chapter 4 examines cultural organizations and analyzes different ones, especiallythose of minority groups. Chapter 5 discusses Afrikaans cultural organizations along broad lines, emphasizing their chronological development, problems, inadequacies and challenges. The ATKV, as a minority cultural organization, and its activities are extensively discussed in the followingchapter. In conclusion, the study deals with the requirements and challenges for the successful task fulfilmentof cultural organizations in order to understand, plan and evaluate their important task, especially within minority cultures.     5 Die geboorte van apartheid Inleiding Die apartheidsidee wat ná die bewindsoomame van die HNP in 1948 op die amptelike apartheidsbeleid uitgeloop het, het sy beslag gekry in die geledere van die Afrikaners. Om die uitkristallisering van hierdie idee teen die einde van die veertigerjare te begryp, behoort die verwikkelinge in Afrikanergeledere in die dertigerjare in oënskou geneem te word. Die Camegie-verslae het in dié jare die aandag gevestig op die posisie van die arm Afrikaner, en twee volkskongresse is oor die onderwerp gehou. Uit besprekings op hierdie kongresse het dit geblyk dat Afrikanerleiers begaan was oor die 'naturellevraagstuk', veral omdat daar gevrees is dat die armblankes veral in die stedelike gebiede deur die groeiende getal swartmense verswelg sou word. Gedagtes hieroor is deur verskeie Afri- kanerakademici en Afrikaanse koerante geopper.1 In die loop van die dertigerjare het Afrikaner-intellektuele toene- mend belang gestel in die rassevraagstuk en mense soos H.     THEl AFRIm BROEDERBOND 1927-1948: CLASS VANGUARD OF A3RIKAN.R NATIONALISM* by Dan 0lMeara We repeat the view we expressed a year ago - namely that the Broederbond is an arrogant, self-chosen elite, operating by stealth and intrigue, its early cultural aspirations swamped by its neo-Fascist ideas on race and colour. It is a cancerous growth in the living body of South Africa and as such its influence is deadly. (1) The Bond is a service organisation intended to serve the ATrikaner. Its sphere of operations is the work of the Afrikaner people as a separate historical, Protestant- Christian,language and cultural comity. The activities with which the Bond occupied itself from time to time are determined by the needs of the Afrikaner people at that historical moment. (2) A secret society with the professed aim of the "promotion of all the interests of the Afrikaner nation" (3), the Afrikaner Broederbond (hereafter the AI3 or ~ond)has long been the bogeyman of South African politics. Its operations are attacked as detailed and lurid conspiracies, and defended as the innocent, if confidential actions of public-spirited men. In the process, though much authoritative data on the Bond exists, its nature, functions and role have been thoroughly mystified. At the outset it must be stated that the AB has exerted a profound influence at all levels of South African politics. This paper attempts the beginnings of a demystification of the Bondls operations and an assessment of its role up till 1948. Given its secret nature, this is necessarily sketchy and schematic.

    'THE STATE' AND OTHER BASIC TERMS IN PUBLIC LAW* In South Africa there are two sorts of constitutional and adminis- trative lawyers: those who like to have their terminology, prin- ciples and rules nicely classified and meticulously defined, and those who don't really care. The former, who usually follow the Con- tinental (and particularly German) tradition, expend a good deal of effort trying to define some fairly basic terms such as 'the State' before proceeding to the substance of the subjects. For that they deserve praise for having the courage to pursue this daunting task. The latter (rather small) group don't seem much concerned with such precision, yet seem to get along relatively well without it, even in court. Partly this is not their fault, since Parliament itself appears to have difficulty in being consistent when it uses basic terms in its statutes. Words such as 'the Republic', 'the State', 'the Government', 'State Revenue', 'Executive' and so on are tossed about with gay abandon in one of our most important statutes.' In other enactments we find gentlemen who are called the 'Public Debt Commissioners', 2 and bodies that are called the 'National 4 Transport Commission', 3 the 'National Health Policy Council', the 'State Tender Board' 5 and the 'State Trust Board'. 6 Those who take concepts seriously will find, to their astonishment, that even 'the Republic' changes its size from statute to statute.7 The fact that 'the State' continues to function (with frightening efficiency) despite this welter of confused terminology would seem to indicate that there is no need-apart from the virtue of consist- ency-for precise, all-embracing definitions of the State.
